Abstrak :
Kebijakan zero accident merupakan program prioritas TNI AU untuk mengurangi kecelakaan(accident)dan insiden (incident) dalam operasional pesawat TNI AU. Implementasi kebijakan dapat menekan jumlah kecelakaan maupun insiden yang dapat menimbulkan korban jiwa dan Alutsista TNI AU. Namun demikian, implementasi kebijakan masih dilakukan secara manual sehingga belum dapat diwujudkan interoperability dalam implementasi kebijakan tersebut. Dengan menggunakan pendekatan interoperability business process dilakukan analisis terhadap implementasi kebijakan zero accident. Penelitian ini menggunakan desain penelitian kualitatif dengan sumber data primer melalui narasumber terpilih (purposive sampling). Hasil penelitian menunjukkan bahwa implementasi kebijakan dengan menggunakan sistem yang interoperability dalam kebijakan zero accident belum dilakukan oleh sub organisasi TNI AU. Penelitian ini merekomendasikan penggunaan aplikasi agar dapat mewujudkan interoperability dalam pelaksanaan kebijakan zero accident.

Abstrak :
The zero accident policy is a priority of the Indonesian Air Force to reduce accidents and incidents in the aircraft operations of the Indonesian Air Force. Implementation of the policy can reduce the number of accidents and incidents that can cause casualties and Air Force Weapon System. However, policy implementation is still done manually so that interoperability cannot be realized in implementing the policy. Using the interoperability business process approach, an analysis of the implementation of the zero accident policy is carried out. This study uses a qualitative research design with primary data sources through purposive sampling. The results showed that the implementation of the policy using a system that interoperability in the zero accident policy had not been carried out by the Air Force sub organizations. This study recommends the use of applications in order to realize interoperability in the implementation of the zero accident policy.

Abstrak :
Penelitian ini bertujuan untuk mengetahui model implementasi interoperabilitas teknis yang diterapkan dan dikembangkan pada aplikasi perpustakaan digital Library and Archive Analysis System versi 1.0 (LARAS v 1.0) oleh Pusat Dokumentasi dan Informasi Ilmiah - Lembaga Ilmu Pengetahuan Indonesia (PDII- LIPI). Tujuan lain dari penelitian ini adalah untuk menentukan mengapa PDII-LIPI mencoba mengembangkan LARAS v 1.0 dan telah mengubah aplikasi WINISIS sebelumnya. Penelitian ini dilakukan dengan menggunakan metode studi kasus dengan pendekatan kualitatif. Data dikumpulkan dengan analisis dokumen dan wawancara mendalam. Hasil penelitian ini menunjukkan bahwa LARAS v 1.0 dibuat oleh pengembang di PDII-LIPI untuk menghindari usangnya teknologi informasi dan komunikasi (TIK), dalam hal ini, adalah aplikasi perpustakaan digital. Bahkan, konflik antara pengembang dan pustakawan dalam mengembangkan LARAS v 1.0 masih ada. Model implementasi interoperabilitas teknis yang diterapkan pada LARAS merupakan kombinasi dari beberapa level model Level of Information System Interoperability (LISI). Namun demikian, dalam praktiknya, LARAS v 1.0 masih belum sempurna, terutama dari sudut pandang pengembangan sistem metadata, pengkodean, protokol komunikasi, database, dan pengindeksan.

ABSTRAK
Pelayanan publik dalam hal pelayanan perizinan merupakan kewajiban pemerintah agar masyarakat dapat mengakses pelayanan secara cepat, efektif, efisien, dan transparant. Pemerintah Kota Depok melalui DPMPTSP menyelenggarakan layanan perizinan berbasis online e-license. Layanan ini mengubah proses yang semula manual menjadi berbasis elektronik. E-License membuat masyarakat dapat mengakses permohonan darimanapun mereka berada melalui website atau aplikasi telepon genggam. Pemohon dapat berinteraksi dengan user dari DPMPTSP dan dapat memantau proses alur layanan melalui aplikasi SiMpok. Penelitian ini menggunakan pendekatan post-positivis dengan jenis pendekatan deskriptif. Hasil penelitian menunjukkan bahwa dengan adanya layanan e-license, struktur organisasi di lingkungan DPMPTSP mampu beradaptasi dan berupaya memenuhi tuntutan masyarakat. Sedangkan dari aspek sumber daya manusia, ditemukan kurangnya e-readyness baik dari pegawai dan pengguna dikarenakan minimnya pengetahuan dan keterbatasan sarana dan prasarana untuk menggunakan layanan. Selain itu, dalam hal interoperabilitas masih belum terhubung dengan semua instansi yang terkait dengan layanan perizinan. Dalam hal kejelasan tampilan website dinilai sudah cukup jelas, namun perlu adanya simulasi yang ditampilkan di dalam aplikasi agar pengguna tidak merasa kebingungan pada saat mengupload berkas.
ABSTRACT
Licensing service is part of the government's commitment to provideservice as quickly, effectively, efficiently, and transparently as possible to thecitizens. The regional government of Depok, through DPMPTSP One stopintegrated capital investment service agency, provides an online based licensingservice e license. This service is basically an evolution from previously manualbasedservice. The e-license service can be accessed through a website or mobile application. An applicant is able to interact with an officer from DPMPTSP andmonitor the whole process through SiMpok application. This thesis is adescriptive research that utilizes post positivist approach to investigate the case study. The research shows that in delivering e-license service, DPMPTSP as astructural agency is capable to adapt and meet the community demands. However, there are evidences that show a lack of e readiness from the officers and users dueto limited knowledge and number of facilities to employ the service. In addition, this e-service still does not support interoperability feature that connects to other agencies related to licensing. While the website is deemed to be fairlyaccommodating, the mobile application needs to provide a simulation so that theusers are able to correctly upload their files.

Abstrak :
Synchronization of planning and budgeting is a common problem that is often experienced by public organizations in Indonesia, especially in the Ministry of Transportation. The gap in planning and implementation due to this problem is a symptom that the THIS (Thematic, Holistic, Integrative, Spatial) concept has not been able to run optimally and could be optimized through e-government, which does actually not yet reflect the interoperability aspects between each planning application such as e-planning & budgeting; e-performance; e-monitoring & reporting; up to ap2kp (Aplication for Appraisal of Achievement and Calculation of Empoyee Performance). This study uses a qualitative approach with a case study method strengthened by an Analytical Hierarchy Process to examine the application of the electronic-based THIS concept. The results of this study provide policy advices for the preparation of a new ministerial regulation about integrated planning and develop a business process related to the planning flow within the Ministry of Transportation which accommodates the THIS concept.

Pesatnya kemajuan teknologi membuat jenis identitas menjadi sangat bervariasi. Kemajuan teknologi juga memungkinkan penggunaan satu identitas, khususnya identitas digital digunakan untuk berbagai kegunaan. Penggunaan identitas untuk berbagai kegunaan tidak dapat terlepas dari pelaksanaan interoperabilitas data pribadi yang harus diperhatikan keamanan dan kerahasiaannya. Pelaksanaan interoperabilitas tersebut menimbulkan pertanyaan terkait ketentuan yang berlaku mengenai penyelenggara penyedia identitas di Indonesia serta bagaimanakah tanggung jawab penyelenggara penyedia identitas terhadap data pribadi di Indonesia dalam kaitannya dengan interoperabilitas data pribadi dan bagaimana penerapan interoperabilitas data pribadi tersebut di Indonesia. Penelitian merupkan penelitian hukum yuridis normatif. Mengingat identitas yang mempunyai sifat mudah dipindahkan portable adalah identitas digital yang online, ketentuan mengenai penyelengara penyedia identitas tidak hanya mengacu pada UU Administrasi Kependudukan. Namun, juga akan mengacu pada UU ITE, Peraturan Pemerintah tentang Penyelenggaraan Sistem dan Transaksi Elektronik serta Peraturan Menteri Kominfo tentang Perlindungan Data Pribadi dalam sistem Elektronik. Meskipun praktik interoperabilitas data pribadi di Indonesia telah banyak dilaksanakan, tetapi ketentuan tentang interoperabitas data pribadi, belum diatur secara komperehensif di Indonesia. Terkait masalah tanggung jawab terhadap data pribadi, penyelenggara penyedia identitas harus memperhatikan asas perlindungan data pribadi di Indonesia, terutama mengenai persetujuan, relevansi dengan tujuan dan kebutuhan serta penghormatan data pribadi sebagai privasi.
ABSTRACT
The rapid technological advances the type of identity varies greatly. Technological development also allows the use of an identity, particularly digital identity, used for various purposes. The use of identity for various purposes can not be separated from the implementation of the right to data portability that must be secured and confidential. The implementation of the right to data portability raises questions concerning the applicable law of the identity providers and the liability of the identity providers regarding personal data in relation to the right to data portability in Indonesia and and alaso regarding the implementation of the right to data portability in Indonesia.This research is conducted by normative juridical approach. Concerning the identity that has portable nature is an online digital identity, provisions regarding the identity providers in Indonesia not only subject to the Population Administration Act, but also subject to to the Law on Electronic Information and Transaction, the Government Regulation on Electronic System and Transaction Implementation and Ministry of Communication and Informatics Regulation on Personal Data Protection In Electronic system. Although the right to data portability has been widely practiced in Indonesia, the implementation of the right to data portability in Indonesia itself has not been regulated in a specific provision.On the subject of identity providers liability regarding personal data, identity providers should consider the principles of protection of personal data in Indonesia, particularly on approval, relevance to objectives and needs and respect the personal data as a privacy.

Standar WiMAX, dengan kelebihannya mampu menyalurkan data kecepatan tinggi (sampai 75 Mbps) dengan jarak jangkau sampai 50 km, dan mampu mengatasi konsidi Non Line Of Sight (NLOS), sangat potensial diimplementasikan di Indonesia yang rnasih memiliki kesenjangan infrastruktur telekomunikasi. WiMAX dapat difungsikan untuk mendukung percepatan pembangunan infrastruktur akses, menutup kelemahan WiFi, atau sebagai solusi altematif bahckhaul komunikasi selular. Kelebihan lain standar WiMAX adalah kemampuan interoperability, yang pada implementasinya diharapkan mampu menyebabkan terjadinya kompetisi penyediaan perangkat sehingga bisa menurunkan tingkat harga. Melalui pembahasan beberapa kelebihan di atas, pada tesis ini dianalisa implikasi ekonomis (economic analysis) dari implementasi WiMAX, khususnya terhadap perencanaan investasi dan penurunan tarif layanan kepada pelanggan. Pembahasan didekati dengan beberapa asumsi perencanaan teknis yang sesuai dan prediksi penetrasi pasar berdasarkan kondisi geografi dan demografi. Kemudian dilakukan analisa terhadap kelayakan investasi dan pengaruhnya terhadap cost base jaringan, serta beberapa simulasi terhadap prediksi penurunan harga perangkat. Dari hasil analisa dan simulasi disimpulkan kondisi optimum secara ekonomis dan pengaruh penurunan harga perangkat terhadap penurunan tingkat harga layanan kepada pengguna. WiMAX standard, with its advantages in delivering high speed data (up to 75 Mbps), covering with radius up to 50 km, and ability of handling Non Line Of Sight (NLOS) conditions, has big opportunity to deploy on the country with vast infrastructure gap like Indonesia. WiMAX can be used to support the acceleration of access infrastructure development, complementing the WiFi disadvantages in term of distance, QoS and Security manner, or as an alternative backhaul for cellular communication. Other benefit of WiMAX is the ability of interoperability, that can be expected to accelerate the competition of equipment supply and reduce the price level. With all the benefits above, this tesis analyzes economic implication (economic analysis) for the further WiMAX implementation, especially on investment plan and service tariff for end users. In perspective of several plan parameter assumptions accordingly and penetration prediction base on geographic and demographics profile, it will analyze the investment visibility and the influence to network cost base. It will be simulated also influence of the decreasing equipment price prediction. From the result of analysis and simulation, it will conclude the optimum condition as economic perspectives and the impact of equipment price decrease to end users price level. ;WiMAX standard, with its advantages in delivering high speed data (up to 75 Mbps), covering with radius up to 50 km, and ability of handling Non Line Of Sight (NLOS) conditions, has big opportunity to deploy on the country with vast infrastructure gap like Indonesia. Internet Protocol Television merupakan sistem transmisi televisi digital menggunakan protocol internet (IP) yang melewati infrastruktur jaringan IP dengan pita lebar sehingga IPTV dapat terintegrasi dengan layanan internet serta dapat membagi koneksi dengan sesama pengguna. IPTV bisa berwujud siaran televisi biasa atau berupa database program acara dan film yang dapat diakses dan dipilih sendiri oleh penonton. Seperti teknologi lain yang berbasiskan IP, kendali IPTV pun berada di tangan penonton sehingga membuat siaran menjadi lebih bersifat personal dan interaktif. Teknologi IPTV membutuhkan sistem koneksi internet yang baik, cepat, dan ekonomis agar dapat mempergunakan fasilitas ini dengan nyaman. Ada banyak konsep yang dapat mendukung aplikasi layanan IPTV di Indonesia. Salah satunya adalah Worldwide Interoperability for Microwave Access (WiMAX), yang merupakan teknologi broadband nirkabel yang memiliki kecepatan akses tinggi dan jangkauan yang luas. Palapa Ring juga sangat mendukung untuk layanan aplikasi IPTV karena kemampuannya yang dapat mengantarkan data hingga Terabit per detik.
Internet Protocol Television is a transmission system of digital television that use protocol internet (IP) to pass the IP network with broadband access so that IPTV can be integrated with internet and also can be connected with the other user. IPTV can be a programme of common television or can be a database of programme and films that can be accessed and chosed by the customer. As the other technology that based on IPTV, the control of IPTV is on the hand of customer. This makes watching television more interactive and personal. IPTV technology needs a good, fast and economic internet connection system. There are many concepts that can support the realization of IPTV in Indonesia. One of them is Worldwide Interoperability for Microwave Access (WiMAX). It is a wireless broadband technology that has a high access rate dan wide coverage. Palapa Ring can also support the IPTV because its ability to transfer data up to Terabit per second.
