"Skripsi ini membahas berhasilnya penanganan kasus-kasus kejahatan internasional oleh kepolisian Indonesia melalui jaringan Interpol. Walaupun demikian, penanganan kasus tersebut selalu terkendala dalam proses penyerahan pelaku kejahatan kepada negara yang berhak mengadilinya. Hal ini terjadi karena pemerintah Indonesia belum memiliki undang-undang nasional terkait permasalahan tersebut. Peran kepolisian dalam menangkap para pelaku kejahatan internasional yang dimulai pada tahun 1968 melalui kerjasama kepolisian antar negara akhirnya mempengaruhi lahirnya undang-undang nasional tentang ekstradisi pada tahun 1979. Oleh sebab itu, skripsi ini mencoba memberikan penjelasan bagaimana kepolisian Indonesia memiliki andil besar dalam pembentukan Undang-Undang Ekstradisi dan juga menjelaskan bagaimana interaksi yang terjadi antar lembaga pemerintah terkait pembuatan undang-undang tersebut.
This thesis describes the successfulness of international crimes handling by Indonesian Police through International Police (Interpol) network. In spite of this condition, the treatment of those cases always be hampered by the process of crime actor handover to the country which deserves the right to prosecute. It occured due to Indonesian government had not been had national law relates to this problem. The role of Indonesian Police in arresting some crime actors all over states finally affected the born of national laws about extradition in 1979. Therefore, this writing tries to give some explanations about how Indonesian Police had big participation in the forming of Extradition Laws and how the interaction happened between governmental institutions in the making of this law."
