Abstrak :
Kegagalan Intelijen pada peristiwa 9/11 dan Yom Kippur dipengaruhi oleh beberapa faktor.Penelitian ini akan membuktikan teori Copeland yang mengatakan bahwa kegagalan intelijen tidak terlepas dari pengaruh faktor kepemimpinan dan kebijakan, birokrasi dan organisasi, peringatan dan informasi serta kemampuan analitikal. Metode yang dipakai adalah kualitatif, dengan rancangan riset studi dokumentasi secara tidak langsung melalui tinjauan pustaka, jurnal, buku, internet dan diskusi riset. Hasil penelitian menunjukan kegagalan intelijen pada 9/11 dan Yom Kippur bersifat esensi. Kemudian hasil penelitian yang diperoleh diolah dengan menggunakan analisa timeline dan agregasi untuk melihat unsur-unsur pendukung yang berperan pada kegagalan. Hasil analisa menunjukan bahwa kegagalan intelijen pada kasus 9/11 disebabkan oleh kebijakan pemerintah, agensi intelijen, birokrasi dan kurangnya informasi. Pada kasus Yom Kippur dipengaruhi oleh kebijakan pemerintah dan intelijen militer AMAN. Sekalipun kedua kasus ini memiliki persamaan namun ada perbedaan pada unsur-unsur pendukung faktor kegagalan. ......Intelligence Failure on 9/ 11 and Yom Kippur is influenced by several factors. This research would prove that Copeland theory says that the failure of intelligence can not be separated from the influence of leadership and policy, bureaucracy and organization, warning and information and analytical callange. The method used is qualitative. This research was designed to study the documentation indirectly through literature review, journals, books, internet research and discussion. The results showed intelligence failures on 9/11 and Yom Kippur are the essence. Then the research results obtained were processed using timeline analysis and aggregation to see the supporting elements that contribute to the failure. The analysis shows that the intelligence failure in the case of 9/11 caused by government policy, intelligence agencies , the bureaucracy and the lack of information. In the case of Yom Kippur influenced by government policy and military intelligence (AMAN). Although these two cases have similarities but there are differences in the factors supporting elements of failure.

Tesis ini bertujuan untuk mendapatkan suatu model keberhasilan operasi intelijen DJBC dalam menghindari terjadinya kegagalan dalam operasi intelijen DJBC dalam tugas dan fungsi DJBC sebagai Community Protector melalui instrumen cukai. Peneliti ingin mengetahui faktor-faktor apa saja yang memberi kontribusi dalam keberhasilan sebuah operasi Intelijen DJBC. Penelitian menggunakan beberapa teori yang mengenai kegagalan intelijen sebagai pedoman, dan peneliti menggunakan metode penelitian kualitatif untuk mempelajari dan menghasilkan kesimpulan yang faktual mengenai model keberhasilan Intelijen DJBC. Penelitian ini diharapkan dapat berguna untuk mengembangkan ilmu intelijen khususnya tentang model keberhasilan dalam pencegahan dan pengungkapan atas pelanggaran ketentuan perundang-undangan. Penelitian ini dilakukan dengan mengidentifikasi faktor-faktor pendorong keberhasilan kerja intelijen DJBC.
