Abstrak :
The Agency of National Counterterrorism (BNPT) is an institution that is concerned about terrorism as a result of radicalism. Based on information from the BNPT, of the approximately 600 ex-convict terrorist who have been released, some of them have returned to committing acts of terrorism. This is of particular concern to the security apparatus, particularly the National Intelligence Agency (BIN), the Indonesian National Armed Forces (TNI) and the Indonesian National Police (Polri), in preventing acts of terrorism. In addition, several areas have become locations for the realization of acts of terrorism, one of them is in the province of North Sumatera. This research aims to analyze and describe the intelligence conditioning activities for ex-terrorism convicts (Napiter) by related parties in preventing the spread of radicalism that leads to acts of terrorism in North Sumatera. The method used in this research is the theory of intelligence conditioning approaches, deradicalization theory, and synergies theory. Data was collected through interviews and observations, then was analyzed using NVIVO as a tool to categorize and make it easier to describe problems and draw conclusions. The results showed that intelligence conditioning for ex-convict terrorists have collaborated with several parties in the implementation of State Intelligence in the regions, including the BIN, TNI, Polri, and the regional government. In its implementation, terror convicts are given counseling and socialization related to nationalism, national insight, religion, and entrepreneurship. These activities are carried out while in the Correctional Institution (LP) by the LP and the police as well as after leaving the prison with monitoring from BIN, TNI, Polri, and regional governments. Besides, the process of intelligence conditioning when ex-convict terrorists are free will still have special attention through hospitality to terror convictions with persuasive communication by local officials. Furthermore, they are also given entrepreneurship assistance and independent business by local governments, as well as socialization related to the dangers of hoaxes in the digital world either from gadgets or other media. BNPT has fundamentally implemented deradicalization by synergizing all parties from other institutions. Based on the activities that have been carried out, it becomes a consideration and a concrete example that intelligence conditioning can prevent the spread of radicalism and acts of terrorism in society.

Penerima Beasiswa Pendidikan Indonesia (BPI) Lembaga Pengelola Dana Pendidikan (LPDP) memiliki risiko di antaranya terjadinya migrasi intelektual (brain drain) penerima BPI ke negara lain setelah menyelesaikan studi.Tujuan penelitian ini: (1) menganalisis kebijakan pendanaan program BPI oleh LPDP (2) mengevaluasi kebijakan pencegahan brain drain yang telah dilakukan LPDP terhadap penerima BPI, dan (3) merumuskan strategi penggalangan yang ideal terkait pencegahan brain drain terhadap penerima BPI oleh LPDP. Penelitian ini ini menggunakan pendekatan data kualitatif, dengan menggunakan data yang bersumber dari wawancara, sumber terbuka (open source), dan dokumen kebijakan yang kemudian dianalisis secara deskriptif dan SWOT. Teori yang digunakan sebagai basis dari penelitian ini di antaranya teori ketahanan nasional, teori modal manusia dan konsep penggalangan intelijen. Hasil dari penelitian: (1) Pendanaan program BPI yang berasal dari Dana Abadi Pendidikan dan hasil investasi atasnya yang dilakukan oleh LPDP pada investasi jangka pendek dan/atau jangka panjang yang berisiko rendah; (2) Diperlukan peningkatan upaya LPDP dalam melakukan pencegahan brain drain terhadap penerima BPI pada level preventif dan represif (3) Strategi penggalangan ideal yang dapat dilakukan oleh LPDP terhadap penerima BPI dalam mencegah terjadinya brain drain dapat menggunakan metode Reciprocation, Authority, Scarcity, Comitment and Consistency, Liking, and Social Proof (RASCLS). ......Indonesian Education Scholarship Recipients (BPI) of Indonesia Endowment Fund for Education (Lembaga Pengelola Dana Pendidikan or LPDP) have risks including the occurrence of intellectual brain drain of BPI recipients to other countries after completing studies. The objectives of this study are: (1) analyzing BPI program funding policies by LPDP (2) evaluate the brain drain prevention policies that have been carried out by LPDP to BPI recipients, and (3) formulate an ideal raising strategy related to preventing brain drain of BPI recipients by LPDP. This study uses a qualitative data approach, using data sourced from interviews, open source exploitation, and policy documents which are then analyzed descriptively and SWOT. Theories used as the basis of this research include the theory of national resilience, the theory of human capital, and the concept of intelligence-conditioning. The results of the study: (1) Funding of the BPI program originating from the Education Endowment Fund (Dana Abadi Pendidikan or DAP) and the results of investments made by LPDP on short-term and/or long-term low-risk investments; (2) Increased efforts by LPDP to prevent brain drain for BPI recipients at preventive and repressive levels (3) The ideal intelligence-conditioning strategies that can be carried out by LPDP for BPI recipients in preventing brain drain can use the Reciprocation, Authority, Scarcity, Commitment and Commitment level Consistency, Liking, and Social Proof (RASCLS) method.
