Penelitian ini bertujuan pertama, menganalisis insurers factor yang mempengaruhi pembayaran premi reasuransi, premi reasuransi dalam dan luar negeri di industri perasuransian di Indonesia periode tahun 2010 ndash; 2014. Variabel Insurers factors yang diteliti adalah Total Admitted Asset, Risiko Underwriting, Klaim Netto, Liabilities, Laba Perusahaan, Modal Perusahaan, Premi Retensi, Lini Bisnis dan Interaksi antara Modal dengan Profit serta Hutang dengan Profit. Kedua, menentukan tingkat retensi perusahaan asuransi untuk meningkatkan kinerja perusahaan. Metode untuk menganalisis premi reasuransi adalah dengan menggunakan regresi linier berganda. Metode untuk menentukan tingkat retensi menggunakan Straub rsquo;s Method dan mengikuti ketentuan dan peraturan dari Regulator Otoritas Jasa Keuangan OJK dengan menggunakan POJK. 14/POJK.05/2015 serta Surat Edaran OJK No. 31/SEOJK.05/2015 Hasil penelitian yang diperoleh mengenai insurers factor yang mempengaruhi premi reasuransi di Indonesia adalah Modal/Ekuitas, Profit, Klaim Netto, UW Risk, Lini Bisnis Property, Motor Vehicle, Engineering, Cargo, Hull dan Liability, Surety, PA Health, Aneka serta Interaksi antara Modal dengan Profit. Hasil penelitian yang Kedua adalah, retensi perusahaan asuransi ditentukan oleh Capital at Risk, Profit loading, Risk Willingness, dan Unbalancedness. Implikasi perhitungan dengan menggunakan metode Straub rsquo;s dan peraturan OJK adalah perusahaan asuransi dapat menyesuaikan perhitungan retensi dengan menggunakan profil risiko dan klaim yang diterima berdasarkan data historis untuk menentukan tingkat retensi sendiri dan menyesuaikannya dengan peraturan dari OJK. etensi, Kinerja Asuransi, Premi Reasuransi, Metode Straub rsquo;s.
ABSTRACT
Companies in Indonesian Insurance Industry The purpose of this study is first to analyze the insurer factors affecting the payment of reinsurance premium as well as reinsurance premium ceded to domestic and abroad reinsurance in Indonesian insurance industry in the period of 2010 2014. The insurer factors analyzed are total admitted assets, underwriting risk, net claims, liabilities, corporate income, corporate capital, retention premium, line of business, and interaction between capital and profit as well as debt and profit. The second purpose is to determine the retention rate of insurance companies to improve their performance. The method applied to analyze the reinsurance premium is multiple linear regressions. The methods applied to determine the retention rate are Straub 39 s method and the provisions by Indonesian Financial Services Authority OJK , i.e. OJK Regulation No.14 POJK.05 2015 and OJK Circular Letter No.31 SEOJK.05 2015. The finding shows that the insurer factors affecting the reinsurance premium in Indonesia are capital equity, profit, net claim, underwriting risk, line of business in property, motor vehicle, engineering, cargo, hull and liability, surety, personal accident health, miscellaneous, and interaction between capital and profit. The second finding shows that the retention of the insurance companies is determined by capital at risk, profit loading, risk willingness and unbalancedness. The calculation using Straub 39 s method and OJK Regulation and Circular Letter implicates that the insurance companies can adjust the calculation of retention by using risk profile and claim recovery based on the historical data to determine and customize the self retention according to the provisions by OJK.

Since 2014, there has been an increase in funds for primary health care (PHC) coming from the National Health Insurance program capitation funds and the Health Operational Assistance Fund. This study aimed to explore the effect of this budget increase on the health care services at PHC. The case study used a qualitative approach and interviews from 19 PHC health workers with the highest and lowest budget. Data were analyzed using thematic analysis and supported by quantitative data. The positive impact of the increasing PHC budget was felt by PHC staff due to the addition of operational equipment and incentives provided. Nevertheless, there was also a negative impact such as feeling overwhelmed due to an increase in the quantity of PHC activities and additional administrative affairs. It also triggered a negative interaction between staff due to the number of incentives received. The regulation on the use of budget empowers PHC to better arrange the schedule of activities and manage human resources. However, these regulations are considered restrictive and the administrative flow of funds is too long that hinder the optimal use of the budget.
