"ABSTRAK
Industri vape (vaporizer) atau rokok elektrik memasuki babak baru dalam hal perdagangan, khususnya terkait dengan aspek bea cukai. Peraturan baru yang muncul membawa cukai sebagai aspek yang menimbulkan tekanan bagi aktor. Dinamika ini mengikat aktor untuk merespon secara strategis tekanan didalam fase atau tahap institusionalisasi. Tulisan ini menggunakan pendekatan induktif dengan desain eksplanatif untuk menjelaskan dinamika di dalam instituisonalisasi. Hasil penelitian ini menunjukan bahwa fase atau tahap institusionalisasi berbanding terbalik dengan konsep sebelumnya dan berjalan secara paralel. Respon strategis juga dilakukan aktor namun lebih mengarah kepada strategi managing environment.

ABSTRACT
Vape industry (vaporizer) or electric cigarette enters a new phase in terms of trade, especially related to customs aspects. The new regulations that emerge carry excise as an aspect that creates pressure for the actor. This dynamic binds the actor to respond strategically to pressure in the phase or stage of institutionalization. This paper uses an inductive approach with explanative design to explain the dynamics in instituisalization. The results of this study indicate that the phase or stage of institutionalization is inversely proportional to the previous concept and runs in parallel. Strategic responses are also carried out by actors but are more directed at managing the environment."

"In some rural areas, autonomous-formed traditional institutions keep its important roles and well-functioned. Community participation, mainly those who belong to poor group, was quite high both in institutional participation and in decision making process. The reason was that they gained some benefits, both economic and social benefits. The existing institution was adequately dynamic towards internal as well as external factors. Some of these factors could strengthen the institutions, but some other could even destroy the existing institutions. Some factors that contribute strengths to employment relations are (a) those naturally established and formed their own community, (b) selection of members appeared to have been processed naturally, (c) facing common problems and needs, (d) obey the agreed rules of the games, (e) use simple organizational structure, and (f) employ fairness principles."

Rencana induk untuk merevitalisasi Kotatua telah dikeluarkan oleh pemerintah daerah namun menemui banyak kendala, salah satunya adalah kelembagaan pengimplementasi kebijakan tersebut. Dengan mengembangkan kelembagaan revitalisasi Kotatua diharapkan dapat mengatasi berbagai macam kendala yang dihadapi sehingga tujuan dapat tercapai. Penelitian ini menggunakan data primer dan sekunder dalam mengidentifikasi elemen-elemen pembentuk kelembagaan termasuk stakeholder atau lembaga-lembaga yang terlibat dalam kegiatan revitalisasi Kotatua. Dari 18 stakeholder yang memiliki peran tinggi kemudian dikembangkan dengan menggunakan Metode Interpretive Structure Modelling (ISM) sehingga dihasilkan sebuah model struktural kelembagaan yang terdiri dari 8 level/tingkatan stakeholder

ABSTRACT
A master plan to revitalize Kotatua has been issued by the local goverment, but encountered many obtacles, which one of them is the instutional who implement the policy. By developing Kotatua institutional, is expexted to overcome various obstacles encountered so that the goal can be achieved. This study uses primary and sceondary data to identifying forming elements, including stakeholder or institution who involved in the activities of revitalization of Kotatua. Result is 18 stakeholder who have high role in Kotatua revitalization. The Interpretive Structure Modelling (ISM) method then used to develop the institutional and producing an institutional structural modelling consisting of 8 level/tiers of stakeholder."

"ABSTRAK
Tulisan ini membahas faktor kebijakan dan institusional sebagai penyebab deforestasi di Indonesia pada tahun 1999-2004. Faktor tersebut dapat dijelaskan melalui teori deforestasi yang menjabarkannya dalam tiga sub faktor, yaitu kebijakan formal, iklim kebijakan dan hak properti. Untuk menjelaskan ketiga faktor tersebut, dijabarkan beberapa contoh kasus yang relevan di Indonesia. Metode penelitian yang dipakai adalah kualitatif dengan teknik studi kepustakaan dan studi dokumen. Hasil dari tulisan ini menunjukkan bahwa untuk menjelaskan ketiga sub faktor tersebut dapat melalui beberapa poin sehingga menyebabkan deforestasi.

ABSTRACT
This paper discusses the policy and institutional factors as the cause of deforestation in Indonesia 1999 2004. These factors can be explained through deforestation theory which lays out in three sub factors namely, formal policies, policy climate and property rights. To explain these three factors, I give some examples of relevant cases in Indonesia. The research methodology was qualitative with literature study and document study techniques. The results of this paper indicate that to explain the three sub factors can be through several points leading to deforestation. "

"ABSTRAK
Institutional delivery has an impact on the decline in maternal mortality rate. In Indonesia, institutional delivery increases every year, but there are still 30% to 37% mothers who deliver at home. Unfortunately, the increase is not in line with maternal mortality reduction, so that Indonesia does not achieve the fifth MDGs goal. To achieve Universal Health Coverage, Indonesia implements National Health Insurance (NHI). NHI integrates four types of health insurance, namely Askes/ASABRI, Jamsostek, Jamkesmas and Jamkesda. One of its benefits is maternal health services. Health insurance can address financial barriers on delivery in health facility. By using secondary data of National Basic Health Research 2013 and Village Potential 2011 data, this study aimed to analyze effect of health insurance on institutional delivery in Indonesia. Samples were 39,942 women aged 15-49 years old who gave birth to their last child during 2010-2013. The study used econometric approach by applying probit and bivariate probit as estimation model to estimate the effect with consideration to endogeneity issue of health insurance. The results found that health insurance was likely to increase institutional delivery by 39.52%. In conclusion, women who have health insurance prefer to deliver birth at health facility compared to those who do not have health insurance."

"ABSTRAK
Penelitian ini bertujuan untuk menganalisis fenomena yang terjadi di PKN STAN mengenai kesiapan PKN STAN dalam mengimplementasikan KKNI, SN-Dikti, dan IES 4, motivasi mengadopsi pembelajaran professional values, ethics and attitudes, kesesuaian implementasinya dengan KKNI, SN-Dikti, dan IES 4, serta peran aktor dalam organisasi terhadap proses desain pembelajaran mengenai professional values, ethics and attitudes. PKN STAN merupakan salah satu perguruan tinggi kedinasan yang menyelenggarakan program pendidikan akuntansi dan lulusannya sebagian besar bekerja di pemerintahan. Penelitian ini menggunakan pendekatan studi kasus dan pendekatan kualitatif serta menggunakan institutional theory dalam menganalisis permasalahan penelitiannya. Penelitian ini menunjukkan bahwa desain pembelajaran PKN STAN mengenai professional values, ethics and attitudes telah sesuai dengan KKNI dan SN-Dikti, tetapi belum menerapkan IES 4. Dalam merespons konvergensi IES 4, PKN STAN menunjukkan kondisi normative isomorphism dan dinilai telah cukup siap untuk menerapkan standar tersebut dengan sistem pendidikan saat ini.

ABSTRACT
This study aims to analyze the phenomenon that occurs in PKN STAN about the readiness of PKN STAN in implementing KKNI, SN Dikti, and IES 4, the motivation to adopt the learning of professional values, ethics and attitudes, the suitability of its implementation with KKNI, SN Dikti, and IES 4, as well as the role of actors in the organization of the learning design process of professional values, ethics and attitudes. PKN STAN is one of the official universities that organizes accounting education programs and graduates mostly work in government. This research uses case study and qualitative approaches and use institutional theory in analyzing research problem. This research indicates that PKN STAN 39 s learning design on professional values, ethics and attitudes has been in accordance with KKNI and SN Dikti, but has not implemented IES 4. In response to convergence of IES 4, PKN STAN shows normative isomorphism condition and is considered ready to apply standard with the current education system. "
