Abstrak :
Performa ekspor merupakan isu yang ditekuni oleh pemilik perusahaan dan pemerintah. Salah satu alternatif dalam upaya meningkatkan ekspor melalui inovasi adalah melalui inovasi pemasaran. Studi ini berusahan menjawab pertanyaan “apakah inovasi pemasaran mempengaruhi perilaku ekspor?” pada perusahaan di Indonesia menggunakan data dari World Bank Enterprise Survey tahun 2015.Metode yang digunakan dalam meneliti perilaku ekspor perusahaan adalah menggunakan model logit untuk probabilitas ekspor dan model tobit untuk intensitas ekspor perusahaan. Hasil penelitian menunjukkan adanya hubungan positif antara inovasi pemasaran dengan perilaku ekspor yang efeknya menjadi semakin besar apabila perusahaan berinovasi di bidang inovasi lain selain dari inovasi pemasaran. Karakteristik perusahaan lainnya seperti besar perusahan, umur perusahaan, dan kepemilikan asing juga ditemukan signifikan dalam meningkatkan probabilitas ekspor dan intensitas ekspor, sementara R&D ditemukan hanya signifikan dalam mempengaruhi probabilitas saja. ......Export performance has been a concern for many firm owners and policymakers. One such way to increase export is through innovation, in particular marketing innovation. This study attempts to answer the question “does marketing innovation affects export behaviour?” for Indonesian firms using the data from 2015 World Bank Enterprise Survey. We tried to estimate export behaviour by using logit and tobit model for export probability and export intensity respectively. The results of this study shows a positive association between marketing innovation and export behaviour, which effect could also be strengthened when the firm also innovated in another type of innovation. Other firm characteristic such as firm size, age, and foreign ownerships was found to be significant in increasing both export probability and intensity, while R&D only on the former.

ABSTRACT
The implementation of regional innovation has not been effective in improving public services and regional competitiveness. Several factors are considered to be an obstacle to implementing regional innovation, namely regulation, institutions, culture and leadership. The purpose of this study is to analyze the readiness of innovation support factors and also to analyze the relationship between these factors in the implementation of regional innovation. Data were collected by interviews and questionnaires distributed in July, August, and September 2016 in 7 (seven) Districts selected to represent HDI High areas, such as Palembang, Surakarta, Bandung and Batam and also represented Low HDI areas Pesawaran, Bangkalan, and West Lombok. Data were analyzed by descriptive statistic and Pearson Correlation with SPSS ver.16 program. The results showed that the readiness of factors of factorization interpretation, regulatory readiness, leadership, innovation culture, and facilities and infrastructure were in high category, while the preparedness factor from the coordination and facilitation faced by stakeholders was also low category cooperation. The results show that all the factors supporting innovation except for facilitation and coordination in high HDI areas are superior to low HDI areas. The relationship between the supporting factors reveals that there are three types of relationships very important, important, and not very important. Local innovation development strategies consist of core strategies and support strategies.

Tesis ini berjudul 'Pengaruh Kapabilitas Inovasi dan Manajemen Inovasi terhadap Kinerja Inovasi Organisasi Pemerintahan'. Inovasi dapat mempengaruhi dan meningkatkan kinerja organisasi baik itu di sektor swasta maupun di sektor publik, sementara kinerja organisasi melalui manajemen inovasi tidak dapat dicapai pula tanpa adanya sumber daya dan kapabilitas yang mendukung organisasi khususnya dalam kondisi lingkungan yang berubah. Tesis ini bertujuan untuk menggambarkan dan menjelaskan peran kapabilitas inovasi dalam pengelolaaan manajemen inovasi organisasi sektor publik dan dampaknya terhadap kinerja inovasi organisasi pemerintahan. Penelitian ini bersifat kuantitatif, di mana data penelitian dikumpulkan melalui survei kuesioner dari para kelompok kerja unit layanan pengadaan (Pokja ULP) Layanan Pengadaan Secara Elektronik (LPSE) yang ada di berbagai unit kerja utama pada lingkungan Sekretariat Jenderal Kementerian Pendidikan dan Kebudayaan. Hasil penelitian ini menemukan bahwa strategi inovasi dan pembelajaran organisasi mempengaruhi pengembangan kapabilitas inovasi, sementara kapabilitas inovasi mempengaruhi keseluruhan tahap pada manajemen inovasi. Selanjutnya manajemen inovasi juga berpengaruh terhadap keseluruhan dimensi kinerja inovasi organisasi. ......The title of this thesis is 'The influences of innovation capabilities and innovation management to the innovation performance of government organization'. Innovation can affect and improve the performance of both organizations in the private sector as well as in the public sector, while the organization performance through innovation management can not be achieved without the availability of the resources and capabilities that support the organization, especially in changing environmental conditions. The purpose of this study is to describe and explain the role of innovation capabilities on innovation management of public sector organization and its effect to the innovation performance of government organization.   This research using quantitative approach methods, through questionnaire survey to the team work of Electronic Procurement Service Unit on The Secretariat General of The Ministry of Education and Culture. The results of this study found that innovation strategies and organizational learning affect the development of innovation capabilities, while innovation capabilities affect the overall stage of innovation management. Furthermore, innovation management also affects the overall dimensions of organizational innovation performance.

This paper is a literature review on innovation in an organization and discover opportunities to do further research in the subject. It starts with the question: whether an organization can adopt innovation and get as much advantage as other organization who really creates innovation does. The reason why the organization adopts and Innovates may be same that is to respond to environmental changes such as: rising consumers demand, higher intensity of competition, and technological advancement. Then the search focuses on definition of innovation to confirm about adoption of innovation. By adopting an innovation, an organization makes changes. Is any changes occurred in organization is an innovation. What are its characteristics. What are the requirements of an event to be called an innovation. Next search focusses on research orientation. From these it reveals that one of the orientation in innovation study is diffusion of innovation. After this, the search goes to answer what makes the researchers interested in studying innovation.Two example of the researchers study focus are: what factors contribute to innovation success, what factors contribute to organization innovativeness, and the role of market orientation toward Innovation. Penelitian ini bertujuan untuk menganalisis pengaruh innovation capability dan open innovation terhadap operational performance. Penelitian dilakukan dengan menggunakan kuesioner melalui Google Form kepada 139 responden yang merupakan pemilik atau manajer lini atas UMKM di DKI Jakarta, yang merupakan UMKM kelas mikro, kecil ataupun menengah dan telah beroperasi selama lebih dari 3 tahun. Penelitian ini menggunakan pendekatan kuantitatif dengan pengumpulan data lewat survei dan dipilih menggunakan cara purposive sampling. Data yang didapatkan diolah kemudian diolah dengan menggunakan metode analisis linier berganda dengan menggunakan perangkat lunak SPSS. Penelitian memberikan hasil bahwa innovation capability dan open innovation memiliki pengaruh yang positif dan signifikan terhadap operational performance. ......This study aims to analyze the effect of innovation capability and open innovation on operational performance. The research was conducted using a questionnaire through Google Form to 139 respondents who are owners or top line managers of MSMEs in DKI Jakarta, which are micro, small or medium class MSMEs and have been operating for more than 3 years. This research uses a quantitative approach with data collection through surveys and is selected using purposive sampling. The data obtained is processed and then processed using the multiple linear analysis method using SPSS software. The research provides results that innovation capability and open innovation have a positive and significant influence on operational performance.

Abstrak :
This paper investigates the determinants of firm innovation in Indonesia. Using quality of local regulations index constructed by the Indonesia?s Regional Autonomy Watch (KPPOD) as measure of institutions, We found that better institutional quality at the local level was associated with more innovation and that firms experiencing major obstacle in access to finance were less likely to innovate. Access to finance is more critical for small and medium enterprises (SMEs) whereas institutional quality is more important for large firms. The positive impact of better institutions on innovation is asymmetrically distributed. Better local institutional quality disproportionately benefited non-constrained firms.

Abstrak Makalah ini menyelidiki faktor-faktor penentu terjadinya inovasi pada perusahaan di Indonesia. Sebagai proksi kelembagaan digunakan variabel Peraturan Daerah yang dibuat oleh Komite Pemantuan Pelaksanaan Otonomi Daerah (KPPOD). Penelitian ini menemukan bahwa kualitas kelembagaan yang baik pada tingkat daerah erat kaitannya dengan tingkat inovasi yang lebih tinggi dan perusahaan-perusahaan yang mengalami kendala akses keuangan cenderung tidak melakukan inovasi. Faktor akses keuangan lebih menentukan bagi perkembangan inovasi perusahaan perusahaan kecil dan menengah sedangkan kualitas kelembagaan lebih menentukan bagi perusahaan besar. Dampak positif dari kelembagaan yang baik terhadap tingkat inovasi terdistribusikan secara asimetris dan faktor kelembagaan yang baik lebih berdampak positif terhadap perusahaan yang tidak mengalami kendala keuangan.
