ABSTRAK
Penelitian ini melakukan deskripsi analisis terhadap manajemen komunikasi krisis humas pemerintah dengan menggunakan kerangka berpikir dari Image Restoration Theory serta Pedoman Umum Pengelolaan Komunikasi Krisis dalam Peraturan Menteri PAN RB nomor 29 tahun 2011. Kasus yang diteliti adalah Pusat Komunikasi Publik Kementerian ESDM menghadapi dua periode pemberitaan negatif seputar korupsi pimpinan instansi tersebut. Analisis dilakukan terhadap dimensi sebelum, selama, dan setelah krisis. Penelitian menemukan bahwa strategi pemulihan krisis sudah dilakukan namun belum ideal sehingga perlu meningkatkan kualitas dan kapabilitas sumber daya manusia, memberi perhatian penuh pada strategi pemulihan citra, serta melaksanakan evaluasi pelaksanaan komunikasi yang telah dilakukan selama ini.
ABSTRACT
This research gives analyzes to Crisis Communication Management of the Government Public Relations by using Image Restoration Theory and The General Guidelines of Crisis Communication Management from The Regulation of Ministry of Administrative Reform and Bureaucratic Reform (PAN RB) No. 29/2011 as the guidelines. The case is Public Communication Center of Ministry of Energy and Mineral Resources (ESDM) faced two periods of negative publicity because of the corruption case. Analysis was performed on three dimension: before crisis, during crisis, and after crisis. The research found that the crisis recovery strategy has been carried out but not ideal, so it is necessary to improve the quality and capabilities of human resources, to give full attention to the image recovery strategies, and doing evaluation of the communication crisis that has been done so far.

Sebuah studi kualitatif didukung data kuantitatif yang meneliti strategi komunikasi krisis lembaga negara, khususnya lembaga peradilan di Indonesia. Analisis dilakukan dengan mengintegrasikan konsep teoritis dari manajemen krisis, yaitu mengalisis setiap tahapan krisis dan menganalisis image restoration theory untuk melihat strategi komunikasi krisis yang dilakukan lembaga peradilan dalam menghadapi krisis. Penelitian ini mengambil data melalui observasi dan wawancara mendalam dengan berbagai narasumber internal dan eksternal lembaga sebagai data utama, serta laporan media monitoring dan dokumen terkait digunakan sebagai data kuantitatif yang mendukung data kuantitatif. Tahapan krisis dilihat dari nada pemberitaan yang diolah dari hasil media monitoring. Temuan dari studi ini menunjukkan bahwa strategi komunikasi krisis yang dilakukan lembaga peradilan belum sesuai dengan tahapan-tahapan penanganan krisis yang dikemukakan para ahli dan pedoman penanganan krisis. Namun, strategi komunikasi krisis dan strategi pemulihan citra yang dilakukan cukup cepat dalam memulihkan citra lembaga peradilan. ......A qualitative study supported with quantitative data investigates the communication crisis strategy of a state institution, particularly justicial institution in Indonesia. The analysis incorporated integrating a theory of crisis management to analyse each stage of crisis and analyse image restoration theory to see communication crisis strategy used by the judicial institution to facing crisis. Primary data was collected from observation and depth interviews with stakeholders while secondary data was collected from media monitoring report and others related documents as quantitative data. Stage of crisis seen from the news tonality in media monitoring report. The finding of the study indicates that the communications strategy the crisis done not based on crisis response steps that was mentioned the experts and guidelines crisis response. But, the communications strategy the crisis and strategies recovery image is fairly quickly in restore the image of justicial institution.

Penelitian ini bertujuan untuk mengevaluasi bagaimana PT Garuda Indonesia mengelola risiko reputasinya melalui pengungkapan sukarela. PT Garuda Indonesia Tbk., maskapai penerbangan terbesar di Indonesia, telah mengalami sejarah panjang pasang surut dalam industri penerbangan. Oleh karena itu, sangat menarik untuk mengevaluasi bagaimana perusahaan mengelola reputasinya selama krisis reputasi. Kerangka Kerja Manajemen Risiko Reputasi dengan penambahan unsur reputasi berupa program anti korupsi digunakan sebagai dasar evaluasi. Penelitian ini menggunakan analisis konten kuantitatif dan kualitatif yang diaplikasikan pada laporan tahunan PT Garuda Indonesia tahun 2012, 2013, 2014, 2017, 2018, dan 2019 sebagai metode dan instrumen penelitian. Hasil penelitian ini menunjukkan bahwa saat berada di puncak reputasinya, perusahaan lebih fokus pada pengungkapan tentang kualitas barang dan jasa. Sedangkan ketika timbul risiko reputasi, elemen kualitas manajemen lebih sering ditemukan. Studi ini juga menemukan bahwa ketika risiko reputasi terjadi, perusahaan menggunakan strategi “bolstering”, "shifting the blame", "corrective action", dan "compensation" untuk memperbaiki reputasinya. ......This study aims to evaluate how PT Garuda Indonesia Tbk. manages its reputation risk through voluntary disclosures. PT Garuda Indonesia Tbk., the largest airlines company in Indonesia has experienced a long history of ups and downs in the aviation industry. Thus, it is very interesting to evaluate how the company manage its reputation throughout the reputation crisis. Reputation Risk Management Framework with the addition of reputation element in the form of anti-corruption element is applied as the basis of evaluation. This paper uses a quantitative and qualitative content analysis on PT Garuda Indonesia's annual reports for the year of 2012, 2013, 2014, 2017, 2018, and 2019 as the research method and instrument. The key finding shows that while at the peak of its reputation, the company focuses more on disclosures about the quality of goods and services. Meanwhile, when experiencing a reputation threat, the quality of management is more often exposed. The study also finds that when the reputation threat occurs, the company uses “bolstering”, “shifting the blame”, “corrective action”, and “compensation” to repair its reputation.

Citra buram atau blur dapat terjadi akibat gerakan objek, lensa kamera alat akuisisi yang kehilangan fokus, atau getaran saat akuisisi citra. Buram membuat citra menjadi kurang tajam dan tidak fokus pada beberapa bagian pada citra. Buram pada citra mengakibatkan terjadinya penurunan kualitas dan informasi citra sehingga menyebabkan penurunan performa aplikasi computer vision seperti deteksi objek, identifikasi objek, dan klasifikasi. Hal tersebut membuat banyak dikembangkan penelitian restorasi citra buram untuk mengembalikan kualitas citra yang terdegradasi, mulai dari penggunaan metode konvensional hingga metode berbasis pembelajaran mesin. Pada penelitian ini, penulis menggunakan model Swin Transformer UNet dalam merestorasi citra buram. Model ini berbasis Swin Transformer yang diintegrasikan dengan arsitektur UNet. Data citra yang digunakan dalam penelitian ini adalah dataset buram Dual-pixel Defocus Debluring(DPDD) dan Real Depth Of Field(RealDOF). Analisis dilakukan terhadap hasil restorasi citra model secara kuantitatif dan kualitatif. Selain itu, , penulis juga melaksanakan analisis cross dataset untuk melihat kemampuan generalisasi model. Hasil restorasi dibandingkan dengan hasil restorasi model Iterative Filter Adaptive Network(IFAN) yang dianggap sebagai state-of-the-art dalam merestorasi citra buram. Evaluasi hasil restorasi Swin Transformer UNet menunjukkan bahwa model tersebut berhasil mendeteksi daerah buram pada citra dengan baik namun hasil restorasi yang didapat belum sebaik hasil restorasi pada model IFAN dalam merestorasi citra buram pada dataset yang digunakan. ......Blurred images can occur from the motion of the photographed object, the camera lens of the acquisition tool losing focus, or vibration during image acquisition. Blurring makes the image less sharp and unfocused on some parts of the image. Blur in images results in a decrease in image quality and information, causing a decrease in the performance of computer vision tasks such as object detection, object identification, and classification. This has led to the development of many deblurring image restoration studies to restore the quality of degraded images or image restoration, ranging from the use of conventional methods to machine learning-based methods. In this research, the author uses the Swin Transformer UNet model to restore blurry images. This model is based on Swin Transformer integrated with UNet architecture. The images used in this research come from the Dual-pixel Defocus Debluring (DPDD) and Real Depth Of Field (RealDOF) blur image datasets. The image restoration results are analyzed quantitatively and qualitatively. Additionally, the author also conducts a cross-dataset analysis to see the generalization potential of the model. The restoration results were compared with the restoration results of the Iterative Filter Adaptive Network (IFAN) model which is considered as state-of-the-art in image deblurring. The evaluation of the Swin Transformer UNet restoration model shows that the model successfully detects blurred regions in the image well but the restoration results obtained are not as good as the restoration results in the IFAN model in restoring blurred images on the dataset used.

Multichannel Blind Deconvolution digunakan dalam restorasi citra karena pada kenyataannya statistik citra asli dan fungsi blur (point spread function) tidak selalu diketahui dengan pasti. Semakin banyak informasi tentang citra asli dan fungsi blur maka restorasi citra akan semakin baik, oleh karena itu diperlukan suatu cara yang mampu mendeteksi citra asli sebaik mungkin dan menggali sebanyak mungkin informasi fungsi blur (PSF) untuk peningkatan kualitas restorasi citra. Metode MBR telah dikembangkan dengan menggunakan cross-correlation antara citra-citra terdegradasi dengan filter bank restorasi, yaitu melakukan restorasi langsung dari citra terdegradasi ke filter bank restorasi. Hasil restorasi pada metode ini sangat sensitif terhadap pergeseran titik piksel dari tiap citra terdegradasi, apalagi dengan adanya noise akan lebih sulit untuk mendapatkan citra berkualitas baik. Di lain pihak, metode identifikasi kanal jamak secara blind (multichannel blind identification ) sinyal satu dimensi digunakan untuk mengestimasi statistik kanal dalarn proses equalisasi dan temyata sangat efektif untuk mendapatkan sinyal asli jika statistik kanal dan citra asli tidak diketahui. Penelitian ini menggabungkan teknik MBD dan estimasi fungsi blur (PSF) dengan metode multichannel blind identification untuk mengatasi sensitifitas metode MBR dan meningkatkan kualitas citra restorasi. Dari hasil penelitian menunjukkan bahwa metode ini menghasilkan kualitas hasil restorasi yang lebih baik dibandingkan metode MBD. Kualitas citra juga dipengaruhi oleh ukuran fungsi blur dan level noise.
Multichannel Blind Deconvolution (MBD) is used in image restoration because in reality original image statistic and blur function (point spread function) is not always known. More information about original image and blur function then image restoration will be better, for that reason we need a way to detect original image as good as possible and find blur function information (PSF) to increase image restoration quality. MBR method has been developed using cross-correlation between degraded images with restoration filter bank, which is direct restoration from degraded image to restoration filter bank. Restoration result in this method is very sensitive to pixel shifting from each degraded image, even more with the existence of noise will be difficult to get good quality image. On the other side, multichannel blind identification 1-D signal method is used to estimate channel statistic in equalization process and it's very effective to find original signal it channel statistic and original image unknown. This research combines MBD technique and blur function estimation (PSF) with multichannel blind identification method to overcome MBR method sensitivity and increase image restoration quality. The research result show that this method yields a better restoration result quality then, MBD method. The image quality is also affected by blur function size and noise level.

Penelitian ini membahas penerapan strategi image restoration oleh Ridwan Kamil dalam menghadapi Komunikasi Krisis yang terjadi setelah ia melakukan deklarasi menjadi Calon Gubernur Jawa Barat 2018 oleh Partai NasDem di media sosial Instagram. Penelitian ini adalah penelitian kualitatif dengan teknik analisis konten kualitatif menggunakan metode Philipp Mayring. Hasil penelitian menemukan bahwa Ridwan Kamil enggan mengakui kebenaran atas tuduhan negatif yang dituding oleh netizen sebagai strategi image restoration-nya melalui media sosial Instagram. ......This study aims to discuss on applying image restoration strategy by Ridwan Kamil on facing crisis communication that happened to him after declared for Jawa Barat Governor Election in 2018 by NasDem Party. This study uses qualitative approaches with content analysis method my Philipp Mayring. The result showed that Ridwan Kamil had never admit the truth about negative accusations addressed to him as his image restoration strategy that he used through his Instagram account.

This book continues first one of the same authors Adaptive Image Processing Algorithms for Printing and presents methods and software solutions for copying and scanning various types of documents by conventional office equipment, offering techniques for correction of distortions and enhancement of scanned documents; techniques for automatic cropping and de-skew; approaches for segmentation of text and picture regions; documents classifiers; approach for vectorization of symbols by approximation of their contour by curves; methods for optimal compression of scanned documents, algorithm for stitching parts of large originals; copy-protection methods by microprinting and embedding of hidden information to hardcopy; algorithmic approach for toner saving. In addition, method for integral printing is considered. Described techniques operate in automatic mode thanks to machine learning or ingenious heuristics. Most the techniques presented have a low computational complexity and memory consumption due to they were designed for firmware of embedded systems or software drivers. The book reflects the authors practical experience in algorithm development for industrial R&D.

Suatu krisis dapat terjadi pada seluruh organisasi, tak terkecuali organisasi pemerintah. Pemulihan citra merupakan salah satu dampak dari krisis komunikasi yang dapat mengancam organisasi manapun termasuk Badan Penyelenggara Jaminan Sosial (BPJS) Ketenagakerjaan. Penyebab dari dampak tersebut karena adanya perubahan peraturan program Jaminan Hari Tua. Tujuan penelitian ini untuk menganalisis implementasi manajemen komunikasi krisis dan strategi pemulihan citra yang dilakukan BPJS Ketenagakerjaan. Penelitian ini merupakan penelitian kualitatif dengan metode deskriptif analisis. Analisis dilakukan pada fase sebelum, selama, dan setelah krisis terjadi. Hasil dari penelitian menunjukkan bahwa implementasi manajemen komunikasi krisis BPJS Ketenagakerjaan belum optimal. Selain itu, BPJS Ketenagakerjaan berhasil memanfaatkan strategi denial, transcendence, good intention, corrective action dan mortification dalam strategi pemulihan citranya.
ABSTRACT
A crisis can occurs in all organizations, including government organizations. Image restoration is one of the effects of a communication crisis that can threaten any organization including Badan Penyelenggara Jaminan Sosial (BPJS) of Employment. The cause of the impact is due to changes in regulations for the Old Age Benefit program. This study aims to analyze the implementation of crisis communication management and image restoration by BPJS of Employment. This is qualitative research with descriptive analysis method. Analysis was carried out on the phase before, during and after the crisis happened. The results of the study showed that the implementation of BPJS Employment crisis communication management was not optimal. Besides, BPJS of Employment succeeded in utilizing the strategy of denial, transcendence, good intention, corrective action dan mortification in its image restoration strategy.
