Abstrak :
Jakarta merupakan pusat pemerintahan dan bisnis dimana mobilisasi masyarakatnya sangat tinggi. Saat ini, masih banyak masyarakat yang berorientasi pada kendaraan pribadi sebagai sarana memenuhi mobilitas yang tinggi dibandingkan menggunakan transportasi masal. Banyaknya masyarakat yang berorientasi pada kendaraan pribadi mengakibatkan kemacetan jalan masih terjadi. Untuk mengatasi persoalan ini, pemerintah DKI Jakarta terus memperbaiki dan menambah pengadaan transportasi masal, salah satunya adalah pengadaan Mass Rapid Transit MRT Jakarta. MRT Jakarta merupakan moda trasportasi masal yang dapat terintegrasi dengan moda transportasi masal yang telah ada, dalam penelitian ini yaitu kereta commuter dan Trans Jakarta. Penjadwalan MRT Jakarta dapat dianggap sebagai Vehicle Scheduling Problem VSP dalam sistem transportasi. Penelitian ini membahas penjadwalan MRT Jakarta sebagai VSP dengan dua langkah, yaitu membuat model matematis interval waktu kedatangan kereta commuter dan Trans Jakarta dengan waktu kedatangan MRT Jakarta di kawasan interchange serta mencari nilai minimumnya, dan menentukan interval waktu keberangkatan MRT Jakarta. Algoritma yang digunakan yaitu algoritma heuristik sebagai penyelesaian model matematis yang mengoptimalkan interval waktu kedatangan kereta commuter dan Trans Jakarta dengan waktu kedatangan MRT Jakarta di kawasan interchange dan menghasilkan penjadwalan MRT Jakarta. ......Jakarta is a center government and business district where the mobilization of its people is very high. Today, there are still more people who use private vehicles as a means of fulfilling their high mobility compared to people who use mass transportation. The number of people who still use private vehicles resulted the traffic congestion still going on. To overcome this problem, the government of DKI Jakarta continues to improve and develop mass transportation, one of which is the procurement of Mass Rapid Transit MRT Jakarta. MRT Jakarta is a mass transportation mode that can be integrated with other mass transportation modes, that are commuter line and Trans Jakarta. MRT Jakarta scheduling can be considered as Vehicle Scheduling Problem VSP in the transportation system. This study completes the scheduling of MRT Jakarta as VSP with two steps making mathematical model of the interval between commuter train and Trans Jakarta arrival time with the MRT Jakarta arrival time in interchange area and finding the minimum value, then determining the departure time interval of MRT Jakarta. The algorithm used is the heuristic algorithm as the completion of mathematical model that optimize the arrival time interval of commuter train and Trans Jakarta with the arrival time of MRT Jakarta in the interchange area and obtain the scheduling of MRT Jakarta.

A Dynamic Dial a Ride Problem with Money as an Icentive DARP-M adalah suatu per- masalah dalam pencarian rute optimal untuk memenuhi permintaan sejumlah pelanggan yang menggunakan sistem taxi sharing dengan kendala biaya. Taxi sharing merupakan suatu sistem dimana pelaku perjalanan individu yang berbagi kendaraan dengan pelaku perjalanan lain, yang mempunyai asal, tujuan dan waktu perjalanan yang sama atau ham- pir bersamaan. Solusi yang ingin dicapai pada tugas akhir ini adalah solusi yang dapat meminimumkan biaya perjalanan setiap permintaan. Pencarian solusi dari DARP-M pada tugas akhir ini menggunakan metode insertion heuristic dalam pembentukan rute awal dan metode large neighborhood search dalam penentuan rute optimal.
ABSTRACT
A Dynamic dial a Ride Problem with Money as an Icentive DARP M is a problem of finding optimal route to serve customers demand which uses taxi sharing system with cost constraint. Taxi sharing is a system where individual customer share vehicles with other customer, who has same or similar origin, destination, and travel time. The optimal solution is the solution that can minimize the cost of each trip request. The search for the DARP M solution in this final project uses the insertion heuristic method for con struction of initial route and the large neighborhood search method for the optimal route determination.

Kemiskinan dan ketimpangan di Indonesia selalu menjadi pekerjaan rumah yang tidak kunjung selesai. Berbagai upaya telah dilakukan untuk mengatasi masalah ini, tidak terkecuali dari segi ekonomi Islam. Salah satu yang ditawarkan oleh ekonomi Islam adalah instrumen filantropi Islam yang mana di dalamnya terdapat sedekah. Indonesia memiliki peluang yang sangat besar untuk dapat meningkatkan penghimpunan dana sedekah. Jika dapat memanfaatkan peluang tersebut dengan baik maka sedekah dapat menjadi jalan keluar bagi masalah kemiskinan dan ketimpangan yang terus melanda Indonesia. Penelitian yang berusaha untuk melihat apakah terdapat jalan pintas berpikir dalam bersedekah masih belum mendapat banyak sorotan. Sehingga penelitian ini akan menggunakan model heuristik serta aspek altruisme dan religiositas karena bisa jadi hal tersebut yang dapat mewujudkan potensi sedekah Indonesia. Sebanyak 782 responden yang berpartisipasi dalam survei penelitian. Hasilnya menunjukkan bahwa availability, representativeness, altruisme, dan religiositas berpengaruh secara signifikan terhadap perilaku sedekah secara umum. Kemudian, availability, anchoring dan altruisme mempengaruhi perilaku sedekah melalui sarana digital dan mempengaruhi preferensi untuk lebih memilih sarana digital dibanding konvensional. Sedangkan yang mempengaruhi perilaku sedekah melalui sarana konvensional adalah availability, altruisme, dan religiositas. ......Poverty and inequality in Indonesia have always been a problem. Several solutions have been made to overcome this problem, including in terms of Islamic economics. one that the Islamic economy has to offer is alms. Indonesia has a huge opportunity to be able to increase the collection of alms funds. If the collection of alms can be done correctly, this can be a way out of the poverty and inequality problem in Indonesia. Research that seeks to see if there are shortcuts to thinking in giving alms has not received much attention. So this research will use heuristic models that combine altruism and religiosity. This research can be a strategy to fulfill the potential of alms in Indonesia. There were 782 respondents who participated in the research survey. The results show that availability, representativeness, altruism, and religiosity have a significant effect on almsgiving behavior in general. Then, availability, anchoring, and altruism affect almsgiving behavior through digital platforms and influence preferences to use digital platforms rather than conventional platforms. Meanwhile, the factors that influence alms-giving behavior through conventional platforms are availability, altruism, and religiosity.

Acquisition Management of Deposit Collection Information System in Indonesia National Library has been used for 3 years (since January 2012). During the usage, the Group of Acquisition, Monitoring, and Evaluation of Deposit Sub Directorate found some obstacles include the unability of the system to detect double regist, a monotone display, too many menus and too many pages to get through before going to the desired page, the information resulted is not according to what needed, and the exsistance of backward analysis system which should be passed by a system when it has already been used. The data collection of this research used quessionaires which were spread among 17 system users that are the members Group of Acquisition, Monitoring, and Evaluation of Deposit Sub Directorate. The data analysis used student statistic examination of one sample. The result of the study was the need of improvement about SIM of Deposit Collection Acquisition of Indonesia National Library related to the usability of the system to fulfill the usability elements, and the repairment recommendation belong to the categories of: Learnability, improvement of response for fasten of data searching by query optimization involving related tables of data required and indexing based on the tag ID and repair on the arranging and the use of features to be adjusted with the needs of users based on their user ID and position authority. Efficiency, improvement of response for fasten the response of data searching by query optimization involving related tables of data required and indexing based on the tag ID and addition to be able to copy and modify existing data and increase the ability of the system that the function keys in the keyboard can be use in using the system. Easy to remember, the addition of the ability of the system that the keyboard function keys can be use in using the system. Error prevention, repair system's ability to identify errors and provide a message box or sign acclamation sign of error message containing an error message when the user made a mistake and adding dictionary menu associated with the terminology in the search box to avoid mistakes in typing. Satisfying, adding help menu that can provide guidance and can be followed when finding problem that help users to solve a problem

ABSTRACT
The fixed charge transportation problem (FCTP) is one of important and classical transportation problems with many real world applications in the area of logistics and supply chain management. Due to nature complexity of this problem, the literature has seen a large number of heuristics and meta heuristics to solve the FCTP. This paper proposes a new heuristic along with well known meta heuristics to solve the FCTP with discount supposition on both fixed and variable charges. In addition, two models with all units discount and incremental discount are firstly introduced in this study to apply the discount mechanism. As such, since the previous researchers mainly used spanning tree based and priority based representations, this study utilizes both of these methods and compared the results. Finally, a comprehensive discussion based on the computational results of heuristic and meta heuristics with different encoding approaches has been investigated through different problem sizes.

Penelitian ini membahas underreaction akibat bias konservatisme dan overreaction akibat representativeness heuristic terhadap informasi earning selama periode 2008-September 2014 pada Bursa Efek Indonesia. Metoda yang digunakan adalah menguji strategi membeli saham dengan pertumbuhan EPS tinggi dimasa lalu dan menjual saham dengan pertumbuhan EPS yang rendah , untuk periode: 4, 8, 12 kuartal dengan masa kepemilikan 3,6, 9, 12 bulan. Hasilnya menunjukkan bahwa ke 12 strategi tersebut tidak menghasilkan abnormal return positif secara statistik, bahkan satu strategi menghasilkan abnormal return negatif yang signifikan, yang mengindikasikan adanya representativeness heuristic.

Penelitian ini mengusulkan tiga algoritma meta-heuristik berbasis Fuzzy K-modes untuk clustering binary data set. Ada tiga metode metaheuristik diterapkan, yaitu Particle Swarm Optimization (PSO), Genetika Algoritma (GA), dan Artificial Bee Colony (ABC). Ketiga algoritma digabungkan dengan algoritma K-modes. Tujuannya adalah untuk memberikan modes awal yang lebih baik untuk K-modes. Jarak antara data ke modes dihitung dengan menggunakan koefisien Jaccard. Koefisien Jaccard diterapkan karena dataset mengandung banyak nilai nol . Dalam rangka untuk melakukan pengelompokan set data real tentang supplier otomotif di Taiwan, algoritma yang diusulkan diverifikasi menggunakan benchmark set data. Hasil penelitian menunjukkan bahwa PSO K-modes dan GA K-modes lebih baik dari ABC K-modes. Selain itu, dari hasil studi kasus, GA K-modes memberikan SSE terkecil dan juga memiliki waktu komputasi lebih cepat dari PSO K-modes dan ABC K-modes. ...... This study proposed three meta-heuristic based fuzzy K-modes algorithms for clustering binary dataset. There are three meta-heuristic methods applied, namely Particle Swarm Optimization (PSO) algorithm, Genetic Algorithm (GA) algorithm, and Artificial Bee Colony (ABC) algorithm. These three algorithms are combined with k-modes algorithm. Their aim is to give better initial modes for the k-modes. Herein, the similarity between two instances is calculated using jaccard coefficient. The Jaccard coefficient is applied since the dataset contains many zero values. In order to cluster a real data set about automobile suppliers in Taiwan, the proposed algorithms are verified using benchmark data set. The experiments results show that PSO K-modes and GA K-modes is better than ABC K-modes. Moreover, from case study results, GA fuzzy K-modes gives the smallest SSE and also has faster computational time than PSO fuzzy K-modes and ABC fuzzy K-modes.

Di Indonesia, gula rafinasi merupakan sektor industri utama. Industri gula rafinasi menyediakan bahan baku untuk industri lain. Sebagai pemasok industri, gula rafinasi harus menstabilkan produksi dan distribusi pengiriman untuk memenuhi permintaan pelanggan. Penelitian ini mengoptimalkan strategi manajemen rantai pasok pabrik gula rafinasi untuk memenuhi target pengiriman menggunakan VRP (Vehicle Routing Problem) untuk mengidentifikasi masalah. Masalah distribusi bersifat dinamis dan beragam. Tidak ada metode deterministik yang menyelesaikannya dalam waktu polinomial. Ruang solusi berkaitan dengan kompleksitas dan jumlah solusi VRP potensial dan terkait dengan teknik heuristik untuk menemukan opsi pengiriman. Heuristik membatasi solusi yang mungkin ketika tidak ada solusi atau ketika masalah terlalu rumit. Dalam studi kasus ini, sektor gula rafinasi merekomendasikan untuk menggunakan VRP dengan heuristik Multi Depot dan Split Delivery untuk memenuhi target pengiriman, terutama di divisi logistik, yang mengatur pengiriman pelanggan berdasarkan permintaan yang direncanakan. Penelitian ini menggunakan survei dan data sekunder untuk menganalisis strategi pengiriman dan armada yang digunakan. Penelitian ini menggabungkan teknik VRP dan heuristik untuk mengeksekusi strategi logistik di departemen SCM di pabrik gula di Bekasi dan melakukan review penilaian untuk memilih strategi yang ideal untuk kegiatan distribusi logistik di sektor gula rafinasi. Tim operasi menggabungkan beberapa teknik untuk mengoptimalkan dan memenuhi target pasokan gula rafinasi. ......In Indonesia, refined sugar is a major industrial sector. The refined sugar industry provides raw materials to other industries. As an industrial supplier, refined sugar must stabilize production and shipping distribution to fulfill customer demand. This research optimizes the refined sugar plant with an SCM strategy to fulfill delivery targets using VRP (Vehicle Routing Problem) to identify the issue. Distribution issues are dynamic and diversified. No deterministic method solves it in polynomial time. Solution space deals with the complexity and number of potential VRP solutions and is linked with a heuristic technique to locate delivery options. Heuristics restrict possible solutions when there is no solution or when the issue is excessively complicated. In this case study, the sugar plant combines VRP with Multi Depot and Split Delivery to fulfill delivery targets, especially in the logistics division, which arranges customer deliveries by requests. This research employed surveys and secondary data to analyze delivery strategies used by fleets and combines VRP and heuristic techniques to execute a logistics strategy in the SCM department at a sugar plant and evaluates it to choose the ideal strategy for distribution activities. The operations team combines multiple techniques to optimize and satisfy refined sugar supply targets.

Industri Minyak dan Gas Bumi menjadi fokus bisnis dari suatu perusahaan Kontraktor Automation System yang berbasis pengadaan proyek, tempat penelitian ini berlangsung. Meminimalkan kerugian proyek (yang kelak dapat meningkatkan keuntungan perusahaan) dan memenuhi keinginan pemilik modal adalah tujuan yang harus dicapai, oleh karena itu Kontraktor harus memiliki sistem pengendalian dan pemantauan proyek yang baik dengan cara menyediakan laporan perkembangan proyek. PERT/CPM digunakan untuk perencanaan dan evaluasi pekerjaan dan jadwal. Sedangkan metode Earned Value dipakai untuk mengintegrasi jadwal dan pengaturan personil dengan analisa biaya. Teknik-teknik tersebut di atas digabungkan dengan Algoritma Heuristic untuk penghitungan mundul jadwal. Cara ini digunakan untuk mengantisipasi kebutuhan proyek di industry Minyak dan Gas Bumi yang mengharuskan ketepatan waktu penyelesaian proyek karena akan mengakibatkan biaya tambahan berupa penalti untuk setiap keterlambatan yang terjadi. Algoritma dibuat menggunakan VBA yang berbasis Microsoft Excel. Sebagai Model digunakan data dari 3 proyek. Kamudian dilakukan perhitungan menggunakan CPM dan Earned Value. Hasilnya dapat dilihat dalam bentuk Kurva-S yang menyajikan BCWS (Budgeted Cost Work Scheduled), BCWP (Budgeted Cost Work Performed/Earned Value) dan ACWP (Actual Cost Work Performed). ......Oil and Gas industry is as business targeted by specific Automation System Contractor to run their projects. Minimizing the project lost (then increase company profit) and satisfying project stakeholder is goal to achieve, therefore Contractor has to have a better project control and monitoring system by having a project progress reporting document. PERT/CPM is using to have a planning and evaluating the appropriate task and schedule. Earned Value method is one of the answers to have combination between schedules with cost analysis. All above techniques is combined with Heuristic Algorithm using for backward network counting. It is to elaborate need of Oil and Gas requirement in term of mandatory fix project schedule. Otherwise, extra cost known as penalty will be applied for any delay caused. This algorithm is written in VBA language in Microsoft Excel basis. The model used 3 projects data. CPM and Earned Value is counted. Output will be seen as S-Curve that provide position of BCWS (Budgeted Cost Work Scheduled), BCWP (Budgeted Cost Work Performed/Earned Value) and ACWP (Actual Cost Work Performed).

ABSTRACT
Pickup and Delivery Problem with Transfer (PDPT) dideskripsikan sebagai cara menemukan solusi optimal untuk menetapkan himpunan permintaan ke himpunan kendaraan (awalnya terletak pada beberapa depot), dengan meminimalkan fungsi objektif tertentu berdasarkan kendala yang telah ditetapkan. Transfer barang dilakukan untuk meminimalkan waktu tempuh kendaraan dengan cara memindahkan barang di titik transfer yang nantinya akan diangkut oleh kendaraan lain dengan waktu lebih singkat. Berdasarkan konsep tersebut, dibentuk formulasi PDPT dengan menambahkan secara sistematis variabel dan kendala yang direalisasikan secara dinamis selama penentuan solusi rencana. Dalam tulisan ini akan digunakan metode insertion heuristic untuk mendapatkan solusi optimal Dynamic Pickup and Delivery Problem with Transfer (D-PDPT). Solusi objektifnya adalah untuk meminimumkan waktu perjalanan kendaraan pada solusi rencana yang didapatkan di setiap perhitungan. Berdasarkan hasil eksperimen simulasi, diperoleh hasil bahwa D-PDPT dapat digunakan untuk mengoptimalkan sistem penjemputan dan pengantaran barang dengan penghematan waktu tempuh kendaraan sebesar 23%, dibandingkan dengan rute tanpa menggunakan titik transfer.
ABSTRACT
Pickup and Delivery Problem with Transfer (PDPT) is described as a way of finding the optimal solution for assigning a set of requests to a set of vehicles (initially located at several depots), by minimizing certain objective functions based on predetermined constraints. Transfer of goods is done to minimize vehicle travel time by moving goods at the point of transfer which will later be transported by other vehicles with shorter time. Based on the concept, a PDPT formulation is formed by systematically adding variables and constraints that are realized dynamically during the determination of the plan solution. n this paper we will use the Insertion Heuristic method to obtain the optimal solution of Dynamic Pickup and Delivery Problem with Transfer (D-PDPT). The objective solution is to minimize vehicle travel time in the plan solutions obtained in each calculation. Based on the results of the simulation experiments, the results show that D-PDPT can be used to optimize the pickup and delivery system with 23% vehicle travel time savings, compared to routes without using transfer points.
