Abstrak :
Pertanggungjawaban pemerintah kepada warganya khususnya dalam pemenuhan hak asasi dijamin sepenuhnya oleh Konstitusi. Pengalihan tanggung jawab ini yang kemudian dilakukan bentuk perjanjian pengalihan kepada pihak ketiga dalam hal pemenuhan hak asasi di bidang air minum menyebabkan permasalahan dengan tingginya harga air minum yang terjadi. Hal ini karena dalam perjanjian yang dibuat oleh pemerintah dan swasta tersebut, diberikan hak sepenuhnya kepada swasta untuk menetapkan harga jual air kepada konsumen sehingga yang seharusnya menjadi kewenangan pemerintah diambil alih oleh swasta dengan dasar perjanjian. Dan hal inilah yang menjadi dasar perbuatan melawan hukum oleh penguasa, sehingga pada saat hal tersebut dilakukan pengujian dengan cara digugat oleh beberapa warga negara dengan mekanisme citizen lawsuit, hakim yang menjadi penegak hukum khususnya dalam penegakan peraturan perundang-undangan memandang perlu untuk melakukan pembenaran atau pembetulan keadaan sehingga sesuai dengan ketentuan peraturan perundang-undangan khususnya yang menyangkut mengenai pemenuhan kebutuhan air minum rakyat yang ada di Provinsi DKI Jakarta.

The Government's Accountability to its citizens especially in the fulfillment of the rights guaranteed by the Constitution completely. Transfer of this responsibility which is then in agreement to a third party in the event of the fulfilment of human rights in the field of drinking water causes problems with the high price of drinking water that is happening. This is because in the agreement made by the Government and the private sector, given the right entirely to the private sector to set the selling price of water to consumers so that Government authorities should be taken over by the private sector on the basis of the agreement. And this became the basis in tort by the ruler, so that by the time it is exercised by way of get sued by some citizens with mechanisms of citizen lawsuits, the judge became law enforcement the enforcement of legislation, especially in respect of the need to conduct a justification or rectification of circumstances so that compliance with the provisions of legislation specifically concerning about meeting the needs of people who are drinking water in DKI Jakarta Province.

Abstrak :
Government accountability in democratic countries requires that governments provide transparent information to the public about plans and realization of planned activities as part of the goverments' accountability for mandates given by the public to govern and allocate resources. This paper discusses concisely the meaning of govemment accountability and if is importance, including it's elements and measurements. Also presented are the relevant laws and rules of government accountability in Indonesia.

Abstrak :
The Corona Virus Disease (COVID-19) is endemic in Indonesia and affects many sectors, including the economic and government sectors. During the COVID-19 pandemic, BPK, as the government’s external auditors, continued to carry out the audit to maintain accountability for state finances despite budget refocusing and large-scale social restrictions (Pembatasan Sosial Berskala Besar, PSBB). This study aims to determine the significance of audit costs due to budget refocusing, IT utilization, and auditor competence on audit quality during the work from home (WFH) policy. This study processed questionnaire data from 70 auditors from three representative offices of BPK in provinces under three different categories, namely A, B, and C. The research data was processed using SmartPLS software to analyze data with measurement models and structural models with a 90 percent confidence level. Data processing shows that the effect of audit costs and the use of information technology on audit quality during the COVID-19 pandemic has a feeble and insignificant effect; thus, the hypothesis is not supported. Meanwhile, the competence of auditors has a significant effect on the quality of audit results; ergo, the hypothesis is supported.

Penelitian ini bertujuan untuk menguji pengaruh penerapan e-government terhadap tingkat persepsi korupsi dengan menggunakan studi lintas negara. E-Government diharapkan dapat mendorong reformasi administrasi dan budaya transparansi informasi publik demi memperkuat inisiatif pemberantasan korupsi. Penelitian ini mengukur e-government menggunakan digunakan E-Government Development Index EGDI yang terdiri dari dimensi kualitas layanan online dimensi sumber daya manusia dan dimensi infrastruktur telekomunikasi. Sampel penelitian terdiri dari 122 negara dengan 521 observasi dari tahun 2009 hingga 2013. Hasil penelitian menunjukkan bahwa penerapan e-government berpengaruh negatif terhadap indeks persepsi korupsi. Penelitian ini mendukung dorongan bagi pemerintah negara negara untuk menerapkan e-government serta lebih berinvestasi pada sektor infrastruktur telekomunikasi dalam upaya menurunkan tingkat korupsi. ......This study is done to explain the impact of e-government implementation on corruption level using a cross country study. E-Government is expected to encourage administration reform and transparency culture in order to support anti corruption initiatives. This study measures e government using E-Government Development Index EGDI consisting of online services index human capital index and telecommunications infrastructure index. This study utilizes 521 observations from 122 countries in year 2009 through 2013 for research sample. Results show negative impact of e-government implementation towards corruption perception index This study supports encouragement for countries to implement e-government and invest more on telecommunications infrastructure in their anti corruption efforts.

Skripsi ini menganalisis peran Inspektorat Jenderal Kementerian Pendidikan dan Kebudayaan dalam melakukan Evaluasi Akuntabilitas Kinerja Instansi Pemerintah dengan cara memaparkan peran Inspektorat Jenderal dalam akuntabilitas kinerja, peran Itjen dalam Evaluasi atas penyusunan LAKIP dan manfaat evaluasi LAKIP tersebut. Hasil dari penelitian tersebut adalah bahwa peran Inspektorat Jenderal belum berperan secara efektif dalam akuntabilitas kinerja di Kemdikbud seperti yang dinyatakan dalam PP Nomor 60 Tahun 2008 tentang SPIP, itjen berperan untuk mempengaruhi nilai atas penyusunan LAKIP Direktorat Jenderal Pendidikan Dasar dan ternyata hasil evaluasi SAKIP dimanfaatkan oleh Ditjen Dikdas dan itu dilihat dari penyusunan LAKIP Ditjen Dikdas pada periode dua tahun berikutnya. ......The focus of this study about The role of General Inspectorate in Ministry of Education and Culture and its activity for evaluating Government performance accountability by explaining its role and its role when evaluating the performance's report of General Directorate of Pendidikan Dasar. The result of this study that General Inspectorate does not work effectively as stated on Peraturan Pemerintah Nomor 60 Tahun 2008 about Government Internal Control, Its role in evaluating Government Accountability Performance?s Report General Directorate of Pendidikan Dasar has been quite effective and Evaluation of 2009 Government Performance Report' of General Directorate of Pendidikan Dasar' result has been used for its better Government Performance Report in 2011.
