"Berdasarkan Surat Edaran Menteri Kominfo No.65/M.KOMINFO/III/2002 tanggal 22 maret 2002, serta kebijakan dan strategi nasional pengembangan e-Government yang dituangkan dalam Instruksi Presiden No. 3 Tahun 2003, menjadikan alasan diperlukannya perencanaan strategis SI/TI di Pemerintah Daerah. Hal lain yang memperkuat kebutuhan terhadap perencanaan strategis sistem informasi, antara lain adalah sistem yang tidak terintegrasi, sehingga memicu terjadinya duplikasi data yang menyebabkan inaccurancy dan tidak adanya keterkaitan sumber informasi. Rendahnya manajemen informasi disebabkan oleh hal berikut, yaitu unavailability, inconsistent, inaccurate. Kurangnya investasi infrastruktur SI/TI dapat menyebabkan terhambatnya implementasi strategis TI. Permasalahan yang disebabkan investasi SI/TI dapat menyebabkan konflik antar bagian didalam organisasi. Dari hasil survey, Pemda Kabupaten Purwakarta belum optimal dalam upaya pemanfaatan TI untuk menyelesaikan berbagai masalah dilingkungan Pemda Kabupaten Purwakarta, belum adanya koordinasi serta penyimpanan data dan informasi yang sifatnya masih pulau-pulau, dimana setiap bidang mengembangkan kebutuhan sistem informasinya sendiri-sendiri, tanpa mengacu pada suatu portofolio atau rencana pemanfaatan TI yang terpadu dan menyeluruh, sehingga kebutuhan informasi lintas bidang tidak dapat diperoleh secara cepat. Hal inilah yang menjadi kelemahan koordinasi antar bagian dilingkungan Pemda Kabupaten Purwakarta.Dari berbagai permasalahan yang terjadi, maka penelitian ini akan mengkaji Perencanaan Strategis SI/TI untuk meningkatkan keselarasan strategi bisnis dengan strategi informasi dengan pemanfaatan TI secara optimal. Penelitian ini akan melakukan pendekatan melalui metodologi Perencanaan Strategis Price WaterHouse. Dari hasil penelitian ini akan diperoleh Portofolio aplikasi sebagai salah satu deliverables dari Perencanaan Strategis Sistem Informasi untuk dijadikan acuan pengembangan SI/TI dimasa yang akan datang.

Be based on a special delivery letter from Kominfo Minister No. 65/M.Kominfo/III/2002, date March 22,2002, policy and national strategy development E. Government stated by Inpres No. 3, 2003, that why need the strategic system information planning in Purwakarta Government. Beside that, the system is not integrated, cause inaccurancy and irrelevant with information source. Weakness of information management is caused by unavailability, inconsistent, inaccurate. Leak of invest one of the reason which is obstructed the implementation of strategic of system information. Based on the survey result, the government of Purwakarta is not optimum to use technology of information to solve the problem in the government of Purwakarta. This is one of the weakness of Purwakarta Government.

Based on the problem above, so this research will study abaut system information strategic planning to improve the relevant to business strategy with the information strategy by using technology information efficiently. This research will approach by strategy planning Price Water House metodolody. The result of this research will get portofolio application to be one of deliverables from system information strategic planning to be reference for developing the system sinformation strategic in the future."

"Implementation of entrepreneurial government at local administration Gorontalo city is one of four grand strategies that must implemented to get the vision as a entrepreneurial government.The local government was perform of special strategies as depicted on D of 2008 - 2013 in sustain the implementation of entrepreneurial government. The research aimed to find out and analyze supportive and impediment factors as well required strategy in optimizing implementation of entrepreneurial government. The research method used is descriptive with qualitative approach. In this case, the observer serve as instrument, while data collection techniques are interview and literature. Meanwhile the information collected by purposive sampling technique. Data analysis use qualitative methods and SWOT analysis. The results showed that the strategy taken by the government in Gorontalo City government conducted self - employment include: improved coordination , integration and synchronization between government agencies based administration of e-government, increase in one - door service fucntions; increase in the level of public services TR,RW and sub-district; development work culture, the minsed of government officials and not against the law and improving the quality of financial management areas. In implementation, the strategy has not run optimally executed. The strategic movements that performed in optimizing sn implementation of entrepreneurial government at Gorontalo City are improves of communication and coordination, use the advanced technology and staffing reformation.
