"Aktivitas al-Qai'da terutama setelah insiden 11 September tclah menimbuikan efek globalisasi terorisme yang berdampak hingga ke Indonesia. Fenomena ini dibuktikan dengan serangan born terhadap Bali pada 2002, hotel 3W Marriott pada 2003, dan Kedubes Australia di Jakarta yang dilakukan oleh Jamaah Islamiyah, yang merupakan jaringan terorisme al-Qai'da di kawasan Asia Tenggara.
Pasca peledakan bom Bali, jaringan terorisme justra serrakin menunjukkan kecendeiungan pertumbuhan yang meningkat. Hai ini tidak terlepas dari faktor-faktor kerentanan yang dialami Indonesia dan dimanfaatkan oleh jaringan terorisnie global untuk mengembangkan ideologi dan meiakukan serangan-serangan teror terhadap target-target yang mereka anggap lemah.
Hingga terjadinya peristiwa peledakan Kedubes Australia di Jakarta, pemerintah masih saja kesulitan dalarn menghadapi dan memberantas terorisme. Kesulitan itu tidak terlepas dari faktor-faktor kerentanan Indonesia yang berakumulasi dengan globalisasi terorisme gaya aI-Qai'da.
Dengan menggunakan penelitian kualitatif yang berusaha melakukan deskripsi dan interpretasi secara akurat makna dari gejala yang terjadi, serta menggunakan strategi penelitian berdasarkan studi kasus dapat disimpulkan bahwa Indonesia sulit lepas dari ancaman terorisme global dikarenakan faktor eksternal seperti meluasnya globalisasi terorisme gaya al-Qai'da dan faktor-faktor internal seperti dampak globalisasi, agama, sikap anti-Amerika dari masyarakat, kondisi sosial ekonomi yang tidak stabil serta lemahnya respon pemerintah."

"This paper aims to explain the emergence of terrorism issue in the security studies. The unusual characteristics of the threat of terror fores a new way of handling security, besides the conventional military approach. However, the human security approach that once was expected to be able to cope with this problem in fact has faced difficulties in its implementation. The 'search and destroy' effort, with its militaristic and interventionist tendency, proves to be in the front line now in the conduct of antiterrorism. Some notes are to be considered seriously here, though. First, there is a need to be very precise in using force. The avoidance of attacks in civilians is an urgency. Second, there is also an urgency in finding legal umbrella in doing the 'search and destroy' approach. The purpose is to find justification for the action."

"The following article discusses the issue of terrorism viewed from the Indonesian foreign policy perspective. The 9/11 tragedy, which highlights terrorism as a new major threat to the international community, has greatly challenged Indonesia in conducting its foreign policy. On one hand, Indonesia's active participation on the U.S.-led "War on Terrorism" is highly demanded. The step needs to be taken by Megawati government as a proof to the international society that Indonesia is never a supporter of terrorists' activities. On the other hand, in executing the foreign policy related to issue of counter-terrorism, the government must act very carefully in order to avoid the pitfalls of negative, domestic sentiments which might endanger the ongoing process of democratization at home and lead to the possibility of becoming a "failed state.""
