Tesis ini membahas tentang analisis kelayakan operator FWA (Fixed Wireless Access) di Indonesia. Seberapa besar mereka berkontribusi untuk meningkatkan teledensitas jaringan telekomunikasi khususnya pada jaringan fixed. Kepemilikan dua lisensi yaitu jaringan fixed dan seluler oleh suatu perusahaan membuat perusahaan tersebut tidak konsisten dalam mengelola manajemen perusahaan mereka. Bila dilihat secara internal, ketidak konsistenan suatu perusahaan dalam mengelola manajemen perusahaan dinilai sebagai salah satu kelemahan perusahaan yang sekaligus dapat dijadikan sebagai peluang bagi perusahaan lain untuk merebut pelanggannya. Untuk itu, berdasarkan analisis daya saing operator FWA eksisting ini diharapkan mampu memberikan output (keluaran) berupa evaluasi bagi manajemen perusahaan untuk memfokuskan diri agar memilih pangsa pasar mana yang akan dituju guna mempertahankan positioning mereka di pangsa pasar yang sudah tercipta dengan baik. Dalam Tesis ini dengan analisis biplot akan menganalisis persaingan bisnis masing-masing perusahaan dari sisi perkembangan jumlah pelanggan serta positioning mereka di mata pelanggan, selain peran pemerintah dalam membuat regulasi alokasi frekuensi FWA juga dibutuhkan.
This tesis discusses about the feasibility analysis of FWA (Fixed Wireless Access) operator in Indonesia. How big they contribute to increase teledensity of telecommunications network especially the fixed network. The ownership of two licenses that is fixed network and cellular by a company made this company inconsistent in carrying out the management of their company. From internally, the inconsistent of a company in carrying out the management of their company was thought as one of the weakness that can be made a opportunity for the other one to seized their customer. So, according this competitive analysis of FWA operator can give an output as an evaluation for the company management to focus their selves in order to choose which market segment will be the aim to maintained their position in the market segment that has been created well. In this tesis, with the biplot analysis will analyze the competition of each company business from the side of the number of customer development and their positioning in the eyes of the customer, besides of the government roles in making the allocation regulation of the FWA frequency also be needed.

Kecenderungan perkembangan teknologi yang mengarah kepada teknologi nirkabel (Wíreles) dengan kemampuan penyaluran data berkecepatan tinggi mendorong para operator telekomunikasi berlomba-lomba memperluas jaringannya, khususnya bagi operator telekomunikasi dengan basis teknologi nirkabel. Indosat sebagai satu-satunya operator telekomunikasi yang sekaligus menyelenggarakan jasa Selular dan FWA (Fixed Gíreles Access) belum secara optimal memanfaatkan infrastrukturnya untuk pengembangan kedua jasa tersebut. Penggunaan 2 (dua) platform teknologi yang berbeda dalam penyelenggaraan kedua jasa tersebut, yaitu GSM dan CDMA, akan mengakibatkan kompleksitas aspek operasional, pemeliharaan dan pengembangan di masa mendatang. Oleh karenanya penyelenggaraan jasa FWA dan Selular menggunakan satu platform teknologi yang sama dipandang akan menguntungkan Indosat secara jangka panjang. Terkait dengan hal tersebut, maka dilakukan analisa kelayakan terhadap kemungkinan penggunaan teknologi GSM dalam penyelenggaraan jasa FWA. Analisa dilakukan terhadap berbagai aspek, yaitu: - Aspek teknologi, yang mencakup tinjauan kemungkinan pemanfaatan teknologi GSM untuk jasa FWA - Aspek regulasi - Aspek finansial mencakup analisa kebutuhan dan penghematan capex dan opex, serta analisa terhadap indikator kelayakan bisnis - Aspek operasional, pemeliharaan dan pengembangan sistem/jaringan di masa mendatang - Aspek pasar, yang mencakup daya saing dengan kompetitor dalam penyelenggaraan jasa FWA. Hasil analisa terhadap aspek-aspek di atas menunjukkan bahwa penyelenggaraan jasa FWA menggunakan teknologi GSM layak di implementasikan oleh Indosat.

Menjaga kualitas Jaringan dalam suatu perusahaan atau organisasi khususnya yang bergerak dalam bidang telekomunikasi merupakan salah satu landasan dalam rangka penciptaan layanan yang berkualitas dan optimalisasi proses bisnis. Hal tersebut tidak lepas dari resiko yang timbul sehingga membutuhkan pengelolaan resiko yang baik dengan mengacu pada best practice framework manajemen resiko. FWA (Fixed Wireless Access) merupakan salah satu teknologi akses nirkabel yang digunakan oleh PT. Indosat melalui produknya Starone, dimana memiliki risiko yang cukup tinggi untuk kelangsungan kinerja perusahaan sehingga dibutuhkan metode pengendalian pengelolaan risiko yang tepat. Identifikasi dan pengolahan risiko kualitas jaringan Fixed Wireless Access (Starone) sangatlah penting untuk dapat menghindari maupun memperkecil tingkat risiko, sehingga menghasilkan suatu strategi yang tepat. Analisis risiko kualitas jaringan Fixed Wireless Access (Starone) di PT. Indosat dilakukan berdasarkan best practice framework manajemen risiko dalam meningkatkan daya saing terhadap kompetitor. Hasil dari risk mapping, risiko parameter kualitas jaringan berada pada level Very Low (0-20%), coverage berada pada level Low (20-40%) dengan frekuensi kemunculan risiko yang rendah (unlikely) dan dampak menengah (moderate), sedangkan kapasitas dan utilitas jaringan berada pada level Low (20-40%) karena memiliki frekuensi yang low, tetapi dengan tingkat keparahan menengah (moderate). Strategi untuk penanganan risiko dilakukan dengan meretensi dan atau mengalihkan risiko (transfer risk) dengan beberapa upaya yaitu: capital allocation, self insurance dan transfer by contract.
Maintaining quality network in particular company or organization which specially focus on telecommunication sector is one of base system framework for creating a high quality service and optimizing business process. This thing cannot be separated from the risks that come up, so it needs well and balance risk management system which refer on risk management framework. FWA (Fixed Wireless Access) is one of wireless access technology which is used by PT. Indosat through its product called as Starone, which has high potential risks for its company continuity performance as of needed appropriate risk management controls. Identification and risk control in Fixed Wireless Access of Starone s network quality is very important to minimize the company s current risk level, so it can produce well managed strategy. Risk analysis for Fixed Wireless Access of Starone s network quality in PT. Indosat is done by risk management best practice framework which can be used to give opinion about risk and best chance in increasing competitiveness against competitors. The result from risk mapping shows that network quality s parameter risks is lying on Very Low (0-20%) level position, coverage on Low (20-40%) level position with low frequency intensity (unlikely) level and moderate severity, on the other side network capacity and network utility are also lying on Low (20-40%) level because have low frequency and moderate severity. Strategy for risk control is doing by risk retention and or risk transfer with capital allocation, self insurance and transfer by contract as the application.

Divisi Telkom Flexi (DTF) TELKOM sebagai salah satu operator fixed wireless access (FWA) yang mengusung teknologi narrow-band CDMA2000-1x tengah mengalami tekanan kompetisi berat antar operator telekomunikasi selular. Revenue Flexi mengalami penurunan, khususnya Voice dan SMS, sehingga target revenue tahun 2010 tidak tercapai. Di sisi lain revenue data Flexi mengalami pertumbuhan meskipun kontribusinya masih rendah (kurang dari 3%). Sejalan dengan sasaran strategis Flexi 2011 yang mencanangkan pertumbuhan kontribusi revenue gelombang baru, tren ini perlu dipertahankan dengan tetap menjaga kualitas layanan data untuk mencapai kepuasan serta mempertahankan pelanggan. Kinerja layanan Flexi diukur dengan KPI operasional, di mana ditemukan indikator kinerja layanan data hanya diwakili parameter data success rate. Padahal pelanggan lebih mengharapkan kinerja kecepatan dan ketersediaan layanan. Diperlukan analisis terhadap strategi meningkatkan kontribusi revenue layanan berbasis data melalui pencapaian kualitas layanan yang excellent. Alat analisis strategi yang dipilih adalah metode Balanced Score Card (BSC) yang berfungsi sebagai alat analisis manajemen kinerja yang dapat membedah permasalahan internal dari sisi keuangan dan non-keuangan dengan seimbang. Dari hasil analisis, perlu ditambahkan KPI baru, antara lain penambahan KPI Tingkat Kebocoran Revenue Data pada perspektif keuangan, Data Transmission Achieved dan Delay pada perspektif pelanggan, Downtime Koneksi MLS, Rehoming dan Optimasi BTS pada perspektif proses bisnis internal, serta penambahan sasaran strategis peningkatan kompetensi karyawan dan mengembangkan iklim inovasi. Setelah sasaran strategis dipetakan dalam sebuah peta strategi, perlu dibangun piranti lunak untuk memantau pencapaian kinerja tersebut. Manajemen perlu memperhatikan komunikasi strategi terhadap karyawan mengingat hanya 72% yang menganggap komunikasi strategi DTF telah berjalan baik dan hanya 28% yang memahami konsep peta strategi.
Flexi as one of the operators of Fixed Wireless Access (FWA) has to survive heavy competition among mobile carriers nowadays. Flexi subscribers has not decreased, but not significantly increased too. Its recent revenue decreased so that the target of obtaining Rp.3.534 Trillion in 2010 is unlikely to be achieved. Corporate Annual Message (CAM) for 2011 stated that Flexi must maintain business legacy based on narrow-band CDMA2000-1x technology. Referring to this, Flexi should be able to optimize the data service instead of voice, SMS, or VAS. Revenue of data-based services has been growing, but its contribution was not more than 3% of total revenue. To achieve sufficient customer satisfaction, it must be supported by excellent service. The performance of Flexi data-based services has actually been measured by Operational KPI, however the indicator was only represented by data success rate parameter. On the other hand, subscribers expect quality more than just speed and service stability. It results in discongruency between operator claim of having achieved performance target and subscriber dissatisfaction as noted by many complaints, especially speed and application stability. This thesis discussed the strategy of Flexi data-based services to maintain Flexi business legacy. Development strategy and analysis will be performed using the Balance Score Card performance tool to obtain appropriate and measureble operational strategy in order to increase data service contribution on Flexi revenue. From the analysis, it is necessary to add some new KPIs, such as the addition of KPI Data Revenue Leakage Data on the financial perspective, Data Transmission Achieved and Delay on the customer perspective, MLS Connection Downtime, BTS Rehoming and Optimization of internal business process perspective, as well as additional strategic objective the improvement of competence employees and develop a climate of innovation. Once the strategic goals mapped out in a strategy map, management should build BSC software to monitor the achievement of such performance. They have to consider the cascading communications strategy for employees regarding only 72% of them have consider communication strategies DTF has been going well and only 28% are to understand the concept of strategy maps.

Pricing strategy is influenced by how the consumers perceived the price change. In an oligopolistic market such as cellular industry, posted price shows the firm's commitment to the consumers as well as to the competitors since a firm's decision will affect (he other firms' decision. This thesis discuss about Indosat 's pricing strategy amidst the intense competition of cellular industry in 2003. This research found that subscribers' acquisition pattern is influenced by the price change. Although the elasticity for one month inelastic, the seven-month elasticity shows that the own price elasticity is elastic On the other hand, the volume of transactions measured by the Minute of Usage shows an inelastic demand These results show a trade-off indosat faced when making a decision to lower its price, The sensitivity analysis shows that the revenue Indosat get from the new subscriber is higher than the potential revenue loss.
