"Tingkat kepercayaan masyarakat terhadap lembaga pemerintah penting diketahui karena keterlibatan segenap masyarakat sangat dipengaruhi oleh tingkat kepercayaan masyarakat kepada pemerintah, termasuk kinerja berbagai lembaganya. Tulisan ini membahas tingkat kepercayaan masyarakat terhadap kinerja Polri tahun 2020. Tujuannya ialah 1) mengetahui tingkat kepercayaan masyarakat terhadap kinerja Polri, baik terhadap keseluruhan lima fungsi layanan kepolisian maupun terhadap tiap fungsi layanan kepolisian; 2)mengetahui inovasi yang dilakukan berbagai Polres untuk memberikan layanan prima kepada masyarakatdan kendala yang dihadapi kepolisian untuk mewujudkan layanan prima kepolisian kepada masyarakat. Penelitian dilakukan pada seratus sebelas Polres terpilih di jajaran 24 Polda dengan menggunakan metode campuran. Secara keseluruhan, kinerja Polri berkategori baik dengan persentase tingkat kepercayaan masyarakat sebesar 80,98%. Urutan tingkat kepercayaan masyarakat kepada lima fungsi layanan kepolisian dari yang tertinggi sampai yang terendah ialah fungsi Intelkam 82,66%, fungsi Lantas 82,05%, fungsi Binmas81,85%, fungsi Sabhara 81,35%, dan danfungsi Reskrim 77%. Inovasi yang dilakukan oleh masing-masing Polres terpilih di jajaran 24Polda untuk memberikan layanan prima kepolisian kepada masyarakat ialah dengan 1)memberikan pelayanan berbasis teknologi informasi; 2) memberikan pelayanan dengan lebih mendekatkan diri kepada masyarakat; 3) menyediakan fasilitas pelayanan; 4) membangun kemitraan dengan masyarakat. Beberapa kendala yang dihadapi dalam mengimplementasikan inovasi layanan prima kepada masyarakat ialah ketidaksesuaian kebutuhan dan ketersediaan personel, anggaran, sarana,dan prasarana yang berdampak terhadap beban kerja berlebih, ketidak optimalan pencapaian target kerja, dan penilaian masyarakat. Rekomendasi yang ditawarkan adalah penerapan manajemen pengetahuan dan pendekatan kesisteman dalam pelaksanaan tugas Polri sehingga pelaksanaan tugas kepolisian dapat dilakukan secara sistemik dan sistematis.

It is important to know the level of public trust in government institutions because the involvement of the whole community is strongly influenced by the level of public trust in the government, including the performance of various institutions. This paper discusses the level of public trust in Polri's performance in 2020. The objectives are 1) to determine the level of public trust in the National Police's performance, both in all five police service functions and in each police service function; 2) knowing the innovations made by various Polres to provide excellent service to the community and the obstacles faced by the police in realizing excellent police service to the community. The research was conducted at one hundred and eleven selected Polres in the ranks of 24 Polda using mixed methods. Overall, the National Police's performance was in the good category with a trustworthiness level of the community of 80.98%. The order of the level of public trust in the five police service functions from the highest to the lowest is the Intelligence function 82.66%, the Traffic function 82.05%, the Binmas function 81.85%, the Sabhara function 81.35%, and the Criminal Investigation function 77%. The innovations made by each selected Polres in the ranks of 24 Polda to provide excellent police service to the public are by 1) providing information technology-based services; 2) providing services by getting closer to the community; 3) providing service facilities; d) build partnerships with the community. Some of the obstacles faced in implementing excellent service innovations to the community are mismatches in the needs and availability of personnel, budgets, facilities and infrastructure which have an impact on excess workload, not optimal achievement of work targets, and community assessment. The recommendations offered are the application of knowledge management and a systemic approach in the implementation of Polri's duties so that the implementation of police duties can be carried out systemically and systematically."
