Abstrak :
The study was conducted in order to know how the application of the principle of transparent, participatory, accountable, orderly and budget discipline in the management of the Village Fund Allocation (ADD) in the village of District Simanindo Samosir Regency. This research is expected to be useful for the government at the village, district and county in order how the conditions of application of the principle management of ADD that happened.

This research was conducted in three villages Simanindo District. The three villages were taken as samples by using purposive sampling technique with two criteria, namely the number of people (many, medium, and a bit) and the main income of the villagers (tourism, agriculture, and the capital district). Respondents were Village Government Officials, Body of Village Council, Tim Implementing Activity, the District Assistance team and Community Leaders. This research was Conducted in-depth interviews with direct observations on the implementation of ADD.

The results of this study indicate that for the planning and budgeting, implementation, administration and reporting and accountability activities of ADD the principle of transparent, participatory been run well, while the principle of accountability, and discipline the budget has been implemented well, although not perfect. The main obstacle in the application of the principle of accountability, and discipline the budget is the limited ability and knowledge implementation team, as well as the village treasurer in doing so orderly administration still needed guidance and assistance from the local government on an ongoing basis.

Penelitian ini secara khusus ingin mengetahui seberapa besar penempatan dana pada Sertifikat Wadiah Bank Indonesia (SWBI) sebagai sarana penitipan dana jangka pendek oleh bank syariah yang mengalami kelebihan likuiditas dan penempatan dana pada Pasar Uang Antar Bank Syariah (PUAS) berpengaruh terhadap Financing to Deposit Ratio (FDR) perbankan syariah. Data penelitian ini bersumber dari Bank Indonesia, dan juga dari berbagai buku, koran, tesis dan internet yang berhubungan dengan topik ini. Data yang digunakan mulai bulan Januari 2003 hingga Maret 2006. Penelitian ini menggunakan alat analisis regresi berganda, yaitu suatu metode yang digunakan untuk menganalisis hubungan antar variabel. Hubungan tersebut diekspresikan dalam bentuk persamaan yang menghubungkan variabel terikat Y dengan dua atau lebih variabel bebas X. Dan hasil analisa diketahui bahwa kedua variabel bebas yaitu variabel SWBI dan PUAS secara bersama-sama dapat mempengaruhi variabel FDR perbankan syariah. Kedua variabel tadi dapat menjelaskan variabel terikat sebesar 50,6 % dan sisanya yaitu 49,4% dijelaskan oleh variabel lain yang tidak dimasukkan kedalarn model. Walaupun kedua variabel bebas secara bersama-sama dapat mempengaruhi variabel FDR perbankan syariah, namun hasil uji t menunjukkan bahwa hanya variabel SWBI yang signifikan dalam mempengaruhi FDR perbankan syariah. ......The aim of this research is to examine the influence of the fund allocation in Sertifikat Wadiah Bank Indonesia, SWBI (a short term monetary instrument for syaria banking who had over liquidity problem ) and Syaria Interbank Money Market (PUAS) on Financing to Deposit Ratio (FDR) in syaria banking. This research is using database from Bank Indonesia, newspapers, thesis, internet and textbooks that relevant with the topic, from January 2003 to March 2006. And the analysis method is "Multiple Linear Regression " to analyze the relation among dependent variable (Y) and two or more independent variables (X). The F-Test analysis shows that both independent variables; SWBI and PUAS for FDR of syaria banking is 50,6 % while the rest of 49,4% is determined by other variables exclude in the econometric model. The T- Test result indicates that SWBI is the only variable that significantly influenced FDR syaria banking.

The purpose of this research is to examine directly the effect of region original revenue, general fund allocation, specific fund allocation and capital expenditure on economic growth, to examine directly the effect of economic growth on poverty and unemployment and examine indirectly the effect of region original revenue, general fund allocation, specific fund allocation, and capital expenditure on poverty and unemployment; and to examine directly the effect of region original revenue, general fund allocation, specific fund allocation, and capital expenditure on poverty and unemployment. The samples of study are region expense and revenue budget in 2001 - 2005 at 38 municipal. The result of study with regression was indicated that region revenue and general fund allocation have directly significant effect at level 0.01 on the economic growth, economic growth have directly significant effect at level 0.01 on the poverty, and the unemployment, the region original revenue and general fund allocation have indirectly significant effect on the poverty and the unemployment.
