ABSTRACT
This study explores, for the first time, how financial vulnerability affects income inequality across OECD countries, from 1990 to 2015. The empirics use a new financial vulnerability index constructed by Adrian and Duarte (2016). Through the methodology of their modeling approach, panel GARCH and GMM methods, the findings indicate that financial vulnerability exerts a negative impact on income equality conditions. The results survive certain definitions of income inequality and corruption, while they highlight the importance of financial stability conditions, with potential further repercussions to the real economy.

Penelitian ini bertujuan untuk menganalisis kerentanan keuangan pada Badan Layanan Umum (BLU) dan tanda-tanda yang menunjukan kerentanan keuangan tersebut, untuk melihat BLU yang benar-benar berkinerja baik, dan untuk mengevaluasi kinerja BLU yang ada. Berdasarkan hasil pengujian kepada 128 BLU, terdapat 17 BLU yang mengalami kerentanan keuangan dan variabel yang berpengaruh terhadap kerentanan keuangan adalah EQUITY, ADMIN, dan MARGIN. Sedangkan variabel dummy yang berpengaruh adalah dummy kesehatan. Hal ini berarti BLU bidang kesehatan lebih rentan daripada BLU yang lain. Penelitian ini dilakukan dengan menggunakan metode regresi logit. Hasil studi ini merekomendasikan analisis kerentanan keuangan dimasukan sebagai salah satu cara dalam menilai kinerja BLU terutama kinerja keuangan selain rasio keuangan yang telah digunakan saat ini dalam Perdirjen Perbendaharaan Nomor PER-36/PB/2012, melakukan monitoring yang intensif terhadap BLU yang mengalami kerentanan keuangan, dan perlu adanya evaluasi berkala untuk menentukan kelayakan suatu BLU. Evaluasi dapat dilakukan setiap dua tahun sesuai dengan definisi kerentanan keuangan, yaitu mengalami kerentanan keuangan selama dua tahun berturut-turut.

ABSTRACT
This study aimed to analyze the financial vulnerability in the Public Service Agency (BLU) and the signs that show to the financial vulnerability, to see the BLU that really perform well, and to evaluate the performance of existing BLU.
