Studi bertujuan menganalisis pengaruh trade misinvoicing terhadap penerimaan PPN dan pengaruh kualitas kebijakan (regulatory quality) dalam mengurangi pengaruh trade misinvoicing terhadap PPN. Studi menggunakan struktur data panel dengan sampel sebanyak 53 negara berkembang untuk periode tahun 2002-2019 dan diestimasi dengan pendekatan panel statis dan pendekatan panel dinamis dengan model GMM. Hasil estimasi menunjukkan trade misinvoicing berpengaruh secara signifikan dalam mengurangi penerimaan PPN, tetapi regulatory quality tidak berpengaruh dalam mengurangi pengaruh trade misinvoicing terhadap penerimaan PPN. Studi juga menunjukkan bahwa regulatory quality memiliki pengaruh dalam peningkatan penerimaan PPN serta penerimaan PPN periode sebelumnya juga berpengaruh positif dan signifikan terhadap penerimaan PPN periode saat ini. Berdasarkan kelompok wilayah, trade misinvoicing yang dialami negara di wilayah Europe & Central Asia dan Middle-East & North Africa terbukti berpengaruh terhadap penurunan penerimaan PPN. ......The study aims to analyze the effect of trade misinvoicing on VAT and the role of regulatory quality in reducing the effect of trade misinvoicing on VAT. The study uses a panel data structure with a sample of 53 developing countries for the period 2002-2019 and is estimated using a static panel approach and a dynamic panel approach using the GMM model. The estimation results show that trade misinvoicing has a significant effect on reducing VAT, but the regulatory quality has no effect on reducing the effect of trade misinvoicing on VAT. The study also shows that regulatory quality has an effect on increasing VAT and the previous period's VAT revenue also has a positive and significant effect on VAT revenue for the current period. By region group, trade misinvoicing experienced by countries in Europe & Central Asia and Middle-East & North Africa proved to affect the decline in VAT.
