Abstrak :
The development of a water supply system requires a high investment cost, and financial, environmental, and institutional aspects need to be considered. As major projects involving many stakeholders, drinking water supply projects become vulnerable to risks. A risk-based analysis is required to reduce the likelihood of failure in both the operational and financial aspects of such projects. This study describes the process of risk management planning for a drinking water supply system construction project in South Bali. The case study is based on the project risk management method with the value at risk to calculate the impact of risks in project investment. The purpose of this study is to obtain a financial risk model that maps potential risk factors and calculates the financial impact of risks on the project. This is used to create alternative strategies to reduce the impact of risks on investment made during the development of the project. The analysis showed that of the three priority risk factors, production capacity has the greatest influence on the net present value of the project.

ABSTRAK Penelitian ini bertujuan untuk melakukan evaluasi kebijakan Pajak Pertambahan Nilai atas Sistem Penyediaan Air Minum serta untuk mencari alternatif kebijakan yang tepat untuk diterapkan dalam Sistem Penyediaan Air Minum. Hasil penelitian ini menunjukan bahwa diperlukan desain alternatif kebijakan Pajak Pertambahan Nilai yang lebih tepat untuk dapat diterapkan dalam Sistem Penyediaan Air Minum. Alternatif kebijakan yang direkomendasikan adalah pemberian insentif pembebasan objek Pajak Pertambahan Nilai atas jasa laboratorium, sambungan baru, sewa meteran, penyambungan kembali, pembuangan kotoran, dan jasa dari pipa persil (pipa yang menerima air limbah dari sumbernya). Penelitian ini juga menemukan untuk mendorong layanan air minum diperlukan kebijakan subsidi innatura dari pemerintah.
ABSTRAK The purposes of this research is to evaluate Value Added Tax policy on Drinking Water Supply System and to find an alternative policy that relevant to be applied in Drinking Water Supply System. These results indicated that is necessary to design alternative of Value Added Tax Policy is more appropriate to be applied in Drinking Water Supply System. Alternative policies are recommended: incentives object Value Added Tax exemption for services laboratory, new water installation, water meter rent, reconnection water installation, sewerage, and persil pipe (a pipe that directly receives wastewater from the source). This research also found for expanding piped water service needed in-kind subsidies policy from government.
