"The Myanmar problem had already been an important lesson for both participants from Asia and Europe in Asia-Europe Meeting (ASEM) when that problem had challenged the ASEM enlargement process in 2004. Learning from that condition. It is necessary for all state participants in ASEM to design and from the formal criteria for new participant state in ASEM forum as possible. Because the compromise strategy which had been reached by ASEM participants states to selve the friction between ASEAN and the European Union about Myanmar case and finally gave permission to Myanmar to attend the ASEM summit in Hanoi, Vietnam in October 2004, was not a satisfying decision and furthermore could continue that different perception between Asia and the European union in ASEM especially about the meaning of democracy and human rights."

"Populisme merupakan sebuah instrumen politik yang efektif dalam realm demokrasi; populisme dapat mengartikulasikan apa yang menjadi kehendak mayoritas masyarakat, yang seringkali tidak selalu rasional, sebagai diskursus untuk menekan tatanan pemerintahan domestik. Keterkaitan antara politik domestik dengan hubungan internasional menjadikan fenomena kebangkitan populisme problematis, sebab narasi-narasi yang banyak diangkat justru merupakan anti-tesis terhadap apa yang membentuk stabilitas tatanan dunia internasional saat ini. Kemunculan populisme sayap kanan yang semakin lazim di berbagai tataran politik domestik kontemporer mengisyaratkan adanya sebuah tren baru dalam dinamika politik internasional yang menyebabkan narasi-narasi populisme sayap kanan radikal menjadi lebih diminati dan memperoleh basis politik yang besar di tingkat domestik; serta menghasilkan tekanan yang besar terhadap keberlangsungan tata kelola dunia internasional saat ini. Tulisan ini berupaya untuk melihat bagaimana perkembangan narasi-narasi populisme dalam diskursus politik internasional pasca Perang Dunia II, serta lebih jauh lagi berupaya untuk menganalisis dan menjelaskan mengapa varian populisme sayap kanan kemudian mampu mendominasi diskursus politik internasional kontemporer.

Populism is an effective political instrument within the realm of democracy; which articulates what was considered the general will of the society, which often proved to be irrational, as the counter-narrative to the dominance of established political elites and their discourses. The linkage between domestic politics and international relations has framed the rise of the populists to be problematic: as the narrative that they (populists) endorse has pushed the idea of anti-globalization, anti-establishment, and anti-internationalist, which poses a threat to the very stability of contemporary international order. The rise of right-wing populism that prevails on many domestic-level politic, implies the existence of a new trend on the dynamic of international politic which favored the narrative of radical right-wing populism into the mainstream political discourses. This writing attempts to signify the development of the narrative of right-wing populism within the discourse of post-World War international political order. It also attempts to analyze and explain why the variety of right-wing populism has successfully dominating the discourses of contemporary international politics."

"Tesis ini akan memfokuskan pada implikasi kebijakan suaka atau keimigrasian Perdana Menteri John Howard dan Tony Abbott yang berasal dari Partai Liberal di Australia terhadap Indonesia. Penulisan ini bertujuan untuk memahami variabel dominan yang mempengaruhi proses perumusan dan pelaksanaan kebijakan suaka atau keimigrasian di Australia, kecenderungan umum perilaku politik keimigrasian di negeri kangguru tersebut, dan implikasinya terhadap hubungan bilateral dengan Indonesia dalam kurun waktu pemerintahan kedua Perdana Menteri diatas melalui beberapa kasus politik, yaitu Tampa (2001), Papua (2006), dan Operasi Kedaulatan Perbatasan (2013-sekarang). Berbicara masalah politik keimigrasian di Australia, terdapat beberapa variabel terkait masalah tersebut. Bob Birrell (2001), salah satu pakar terkemuka mengenai masalah politik keimigrasian di Australia mengatakan bahwa setidaknya ada 3 (tiga) unsur utama yang harus diperhatikan, yaitu masalah kepentingan, masalah hak-hak migran dan masalah kekuasaan negara. Ketiganya merupakan variabel dominan yang dapat digunakan untuk memahami politik keimigrasian diAustralia. Isu keimigrasian di Australia sangat rentan terhadap masalah politisasi, khususnya kepentingan politik domestik di negara tersebut. Politik internasional merupakan kelanjutan dari politik domestik. Politik domestik menjadi latar belakang kebijakan luar negeri suatu negara. Salah satu aspek politik domestik yang sering terkait dengan kasus internasional adalah dinamika berupa pertarungan atau konflik politik. Penanganan kasus Tampa dan Papua oleh John Howard, maupun kasus kebijakan Operasi Kedaulatan Perbatasannya Tony Abbott adalah contoh konkrit hasil dinamika politik domestik Australia tersebut. Politik keimigrasian di Australia adalah kombinasi antara kepentingan politik domestik serta kepentingan Internasional yang dituangkan dalam peraturan perundang-undangan keimigrasian atau Migration Act 1958 dengan beberapa amandemen parsialnya. Selain itu, momentum pemilihan umum kiranya dapat menjadi faktor determinan dalam melihat konsistensi kepemimpinan liberal Howard atau Abbott dalam menerapkan kebijakan keimigrasian atau suaka melalui referensi beberapa kasus diatas, serta implikasinya terhadap Indonesia. Australia cenderung melihat lingkungan sekitarnya dengan mata orang asing, merasa superioritas dan melihat negara-tetangga di kawasannya dengan ketakutan dan kecurigaan. Sebaliknya negara-negara sekitarnya memandang Australia bertindak seperti kekuatan kolonial. Peningkatan hubungan baik dengan Indonesia sangat diperlukan karena pada dasarnya setiap negara saling membutuhkan meskipun dalam kondisi konflik.

This thesis will focus on the policy implications of asylum or immigration Prime Minister John Howard and Tony Abbott from the Liberal Party in Australia against Indonesia. Talking about immigration politics in Australia, there are several variables related to the problem. Bob Birrell (2001), one of the leading experts on the issue of immigration politics in Australia said that there are at least three (3) main elements that must be considered, that is a matter of interest, issues of migrant rights and issues of state power. All three are the dominant variables that can be used to understand the politics of immigration in Australia's immigration Australia. The issues highly vulnerable to politicization, particularly domestic political interests in the country. International politics is a continuation of domestic politics. Domestic politics into the background of a country's foreign policy. One aspect that is often related to domestic politics with international cases is the dynamic form of battle or political conflict. Handling cases of Tampa and Papua by John Howard, as well as the case of Operation Sovereignty borders policy Tony Abbott is a concrete example of the results of the Australian domestic political dynamics. Immigration politics in Australia is a combination of domestic political interests and international interests outlined in the legislation on immigration or the Migration Act 1958 with some amendments partial.
