Abstrak :
Pembangkit listrik tenaga diesel (PLTD) konvensional masih menjadi pilihan utama untuk sistem berskala kecil yang terisolasi dari jaringan luar. Ini dapat terjadi karena kelebihan PLTD yang memiliki waktu start cepat dan juga kegunaannya sebagai beban puncak. Bagaimanapun, Indonesia sebagai negara tropis memiliki potensi cahaya matahari yang tinggi dan berlangsung sepanjang hari. Karena mesin diesel dikenal memiliki operasional yang mahal, sementara Indonesia memiliki potensi surya yang tinggi, ide untuk menggabungkan sistem PLTD dengan PLTS (PV) sebagai suplai utama pada sistem berskala kecil dapat direalisasikan. Pembangkit hibrid PLTD-PV belum terbukti secara teknis. Maka dari itu, akan dilakukan simulasi pembangkitan hibrid PLTD-PV menggunakan perangkat lunak DIgSILENT PowerFactory. Beberapa studi yang dilakukan adalah studi aliran daya dan stabilitas dengan berbagai variasi skenario yang telah disiapkan. Hasil simulasi aliran daya dan stabilitas telah memenuhi standar yang berlaku dan telah terbukti secara teknis untuk menjadi pilihan sebagai suplai utama pada sistem kecil terisolasi dari grid luar. ......Diesel power plants are still the main choice for a small system isolated from the grid. This can occur because of the fast start-up and its utility for the peak load which is diesel power plant excess. However, Indonesia as a tropical country has a high intensity of solar radiation that lasts all day long. Because diesel is less economically relevant and Indonesia also has a high potential of solar radiation, the idea of pairing diesel power plants with photovoltaic power generating on an isolated grid can be realized. A hybrid diesel-PV power system on isolated grids has not been proven technically. Therefore, a hybrid diesel-PV power system study will be conducted using the DIgSILENT PowerFactory software. Some of the studies that will be carried out including the study of power flow and stability within various scenarios that have been prepared. The outcome results show that the simulation of the hybrid diesel-PV power system has reached the existing standard and technically proven to be an option for the isolated grid.

Abstrak :
Electrification ratio of NTT is 28.7 % in 2008. Technical and economical assessments to investigate the possibilities to implement wind farm in East Nusa Tenggara (NTT) province is directed to contribute in the effort to raise the electricity ratio in this province. Some areas are having yearly average wind speed greater than 5 m/sec and the wind power density greater than 300 Watt/m2 . Wind farm is proposed to reduce local dependency to Diesel Power Plant (DPP) and to exerting an effort to reduce CO2 emission. The result of survey, Wind Energy Conversion (WEC) selection and simulation to get wind farm configuration for Oelbubuk, in South Central Timor (TTS) Regency in NTT is described. The evaluation of three different WEC having capacity greater than 250kW per unit and its formation are described. The assessment of electricity facilities of DPP in SOE city, its load profile in 2008 and the possible of interconnection to wind farm are described.
