ABSTRAK Data administrasi kependudukan dibutuhkan dalam perencanaan dan pelaksanaan program pemeritah Provinsi DKI Jakarta agar dapat berjalan akurat. Selain itu data administrasi kependudukan juga dibutuhkan dalam verifikasi dan validasi pelayanan publik. Saat ini data kependudukan sudah dimanfaatkan oleh beberapa OPD dan instansi, dimana sebagian sudah memeberikan feedback data yang dapat memeperkaya data kependudukan, namun data ini belum dimanfaatkan. Saat ini pelaksanaan pemanfaatan data kependudukan belum didukung oleh data yang terintegrasi, update dan mudah didapat, hal ini disebabkan karena saat ini belum tersedia sebuah basis data yang terintegrasi untuk dapat dimanfaatkan dalam pelayanan publik. Untuk mengatasi permasalahan penyajian dan pemanfaatan data kependudukan ini, maka diperlukan membangun sebuah data warehouse yang dapat membuat proses penyajian dan pemanfaatan data kependudukan efektif dan efisien, terintegrasi, tanpa mengganggu proses operasional layanan administrasi kependudukan. Perancangan data warehouse pada penelitian ini menggunakan teknik pemodelan dimensional 4 langkah menurut Kimball & Ross yaitu dengan pemilihan proses bisnis, deklarasi grain, identifikasi dimensi, dan identifikasi fakta. Perancangan data warehouse menghasilkan 44 tabel dimensi, dan 24 tabel fakta, dirancang dengan model constellation schema. Hasil perancangan dan implementasi data warehouse dapat memeberikan informasi yang berguna bagi Dinas Dukcapil dan bagi OPD yang memanfaatkan data kependudukan agar pelayanannya dapat berjalan optimal dan akurat.

ABSTRACT Population administration data is needed in the planning and implementation of the DKI Jakarta Provincial Government program. Population administration data is also needed in the verification and validation of public services. Currently some OPDs and agencies using population data, some provided feedback data that can enrich population data, but this data has not been utilized. At present the implementation of population data utilization has not been supported by integrated, updated and easily available data, this is because there is no integrated database available to be utilized in public services. To overcome the problem, it is necessary to build a data warehouse that can make the process of presentation and utilization of population data effective and efficient, integrated, without disrupting the operational process of population administration services. The design of the data warehouse in this study uses 4-step dimensional modeling techniques by selecting business processes, grain declarations, dimension identification, and fact identification. The design of the data warehouse produces 44 dimensional tables, and 24 fact tables, designed with constellation schema model. The results of the data warehouse design and implementation can provide useful information for the Dukcapil Office and for OPDs who utilize population data so that their services can run optimally and accurately.

ProWD adalah suatu aplikasi yang memberi informasi dengan memvisualisasikan ketimpangan pengetahuan pada Wikidata, salah satu basis pengetahuan yang paling populer di web. Dalam pelaksanaannya, terdapat beberapa aspek penting yang perlu diperhatikan sehingga ProWD dapat menyampaikan wawasan tentang ketimpangan pengetahuan dengan efektif. Skripsi ini mengeksplorasi aspek UI/UX pada ProWD dengan pendekatan User-Centered Design dan teori visualisasi data. Perumusan solusi desain alternatif pada ProWD dilakukan dengan melakukan sesi wawancara dan usability testing pada target pengguna, serta memanfaatkan alat-alat desain untuk menghasilkan redesain antarmuka ProWD. Hasil redesain tersebut selanjutnya diimplementasikan menjadi sebuah aplikasi web yang dapat diakses pada http://prowd.id/. Evaluasi dari hasil redesain ProWD menunjukkan kenaikan signifikan pada nilai System Usability Scale sebesar 27 poin secara keseluruhan, dengan hasil User Experience Questionnaire yang juga menunjukkan kenaikan pada tiap skala yang diukur dengan perubahan terbesar pada skala perspicuity sebesar 1.81 poin dan attractiveness sebesar 1.7 poin. Lebih lanjut lagi, terjadi peningkatan sebesar 25.9% pada success rate aplikasi secara keseluruhan dengan peningkatan rata-rata sebesar 3.56% pada average task completion time. Umpan balik kualitatif dari sesi usability testing juga dipaparkan pada skripsi ini untuk memberi wawasan yang lebih kaya terhadap redesain yang dilakukan. ......ProWD is an application which provides information through visualizing the knowledge imbalance on Wikidata, one of the most popular knowledge bases on the web. In the process of creating a product, there are several aspects which needs to be kept in mind to be able to deliver the insights on knowledge imbalance effectively. This thesis explores the UI/UX aspect of ProWD using the User Centered Design approach and data visualization theories. Alternative design solutions for ProWD are formulated through conducting interviews and usability testing sessions with the target users, while utilizing the design tools to produce a redesign for ProWD’s interface. The redesign is then implemented into a web application which can be accessed on http://prowd.id/. The evaluation of ProWD’s redesign shows a significant increase of 27 points on the application’s System Usability Scale, with the results of the User Experience Questionnaire showing an increase on each scale with the largest increase of 1.81 points on perspicuity and 1.7 points on attractiveness. Furthermore, an overall increase of 25.9% can be seen on the Success Rate with an average increase of 3.56% on the average task completion time. The qualitative feedback from the usability testing sessions are also elaborated within this thesis to provide a richer insight on the implemented redesign.

Badan Informasi Geospasial (BIG) merupakan lembaga pemerintah non kementerian yang bertugas di bidang informasi geospasial (IG). IG merupakan fakta atau data yang berkaitan dengan objek yang terletak di permukaan bumi. Bidang Pengelolaan Data dan Informasi Geospasial (PDIG) bertanggung jawab secara terpusat untuk melakukan proses pengelolaan data di BIG. Permasalahan yang dihadapi bidang PDIG yaitu belum optimalnya pengelolaan data, kondisi tersebut merupakan dampak dari belum adanya tata kelola data di BIG. Untuk menyelesaikan permasalahan tersebut, penelitian ini fokus pada evaluasi tata kelola data dan menyusun usulan perancangan tata kelola data di BIG dengan menggunakan kerangka kerja COBIT 2019. Pengumpulan data dilakukan dengan wawancara, observasi, dan studi dokumen. Hasil dari penelitian ini terdiri dari komponen organization structure; principles, policies, and framework; processes. Komponen organization structure berisi usulan struktur organisasi tata kelola data yang juga mengacu pada Peraturan Presiden tentang Satu Data Indonesia. Komponen principles, policies, and framework berisi daftar kebijakan dan prosedur yaitu berupa kebijakan backup, spesifikasi produk, data profiling, serta masukan rancangan peraturan manajemen manajemen kualitas. Komponen processes berisi daftar kegiatan tata kelola data yang belum dilakukan bidang PDIG dan metrik pengukuran keberhasilan pengelolaan data serta rencana aksi untuk operasionalisasi sistem penyelenggaraan IG. ......Geospatial Information Agency (GIA) is a Non-Ministerial Government Institution tasked with Geospatial Information (GI). IG is a fact or data relating to objects located beneath, on, or above the earth`s surface. Geospatial Data and Information Management Division (GDIM Division) is responsible for managing data in GIA. The problem faced by GDIM Division is that the data management process is not yet optimal. This condition is the impact of the absence of data governance at GIA. To solve this problem, this research focuses on evaluating data governance practices and compiling data governance design proposals at GIA using the COBIT 2019 framework. Data collection is done by using an interview, observation, and literature study. The results of this study are the proposed data governance design in a form of an organizational structure; principles, policies, and frameworks; processes components. The organizational structure component contains the proposed data governance organization structure according to the Presidential Regulation on Indonesia`s One Data. The principles, policies and frameworks component contain a list of procedures and policies in the form of backup policies, product specifications, data profiling, as well as input for the draft of agency regulation for quality management. The processes component contains a list of data governance activities that have not been carried out by GDIM Division and metrics for measuring the success of data management processes; action plans for the operationalization of the integrated GI administration system.
