"ABSTRAK
Disertasi ini menganalisis implementasi kebijakan difusi teknologi dan proses difusi teknologi di level operasional dalam konteks pemberdayaan UMK melalui iptekda LIPI di beberapa kabupaten/kota di Jawa Barat dan Jawa Timur selama kurun waktu 2000-2011. Pengalaman pelaksanaan iptekda LIPI dalam melaksanakan kegiatan difusi teknologi di kedua wilayah sangat bermanfaat untuk menentukan pola pemberdayaan UMK melalui difusi teknologi. Guna menunjang hasil analisis, pendekatan post-positivisme dengan metode pengumpulan data secara kualitatif digunakan dalam penelitian ini. Hasil temuan lapangan menunjukkan bahwa baik aspek isi dan lingkungan kebijakan menentukan keberhasilan atau kegagalan implementasi kebijakan difusi teknologi di kedua wilayah penelitian. Hasil penelitian ini merekomendasikan agar pembelajaran dari studi kasus iptekda LIPI dapat menghasilkan mekanisme difusi teknologi secara bottom-up yang dapat menciptakan para pemimpin opini di daerah yang didukung oleh perubahan sistem pelaksanaan kegiatan difusi teknologi maupun sistem penghargaan bagi para pelaku UMK maupun agen perubah dan lembaga pelaksananya sehingga kebijakan difusi teknologi bagi pemberdayaan UMK tidak lagi dilihat sebagai proyek semata. Disamping itu, penambahan mitra kerjasama yang memiliki kewenangan dan kekuasaan yang lebih besar di tingkat kementerian/lembaga, dinas-dinas terkait, desa, dan asosiasi UMK merupakan strategi bagi aktor-aktor difusi teknologi untuk mengembangkan cakupan penerima manfaat dan keberlanjutannya

ABSTRACT
This dissertation analyzes the implementation of technology diffusion policy and the process of technology diffusion at the operational level in the context o f Micro and Small Enteprises (MSEs) empowerment in several regencies and cities in West Java and Malang Raya during the period of 2000-2001. The experience of the iptekda LIPI implementation in conducting technology diffusion in both areas is useful for determining the design of MSEs empowerment through technology diffusion. To support the results of the analysis, post-positivism approach with qualitative data collection method is employed in this research. The findings indicate that both the aspect of content and policy environment determine the success or failure of the implementation of the technology diffusion policy in the two research contexts. The findings of this research suggest that from the case study of iptekda LIPI, a bottom-up mechanism of technology diffusion which can create opinion leaders supported by the transformation of the implementation system of technology diffusion and remunerations for agents of change and institutions implementing the technology diffusion. Thus, the technology diffusion policy for the empowerment of MSEs is no longer seen merely as a project. Furthermore, the involvement of partners which have bigger authority and power at the level of ministry/institution, related agencies, villages and MSEs association becomes a strategy for the actors of technology diffusion, such as LIPI and universities, to expand the scope of beneficiaries and sustainability."
