"Cagar budaya adalah saksi sejarah yang kaya akan nilai, baik nilai sejarah, kebudayaan, ilmu pengetahuan, ataupun nilai yang menyangkut fungsional dan estetika. Cagar budaya perlu untuk dilestarikan, sehingga manfaatnya dapat dirasakan oleh generasi penerus. Cagar budaya yang menarik untuk dibahas adalah Keraton Kaibon yang terletak di Situs Banten Lama. Perlindungan dan pemanfaatan yang berjalan di Keraton Kaibon berjalan kurang maksimal, ditambah lagi penelitian mengenai Keraton Kaibon yang masih sangat sedikit memicu penulis untuk meneliti cagar budaya tersebut. Analisis khusus, analisis kontekstual, serta metode komparatif dilakukan dalam menganalisa bentuk, arah hadap, penataan ruang, serta nilai yang masih terlihat di Keraton Kaibon. Keraton Kaibon kini hanya berupa sisa runtuhan dengan dinding yang masih utuh di beberapa bagian serta susunan halaman yang masih jelas dapat dilihat. Kondisi yang seperti ini tidak berarti bahwa Keraton Kaibon tidak memiliki nilai. Setidaknya, perlindungan dan pemanfaatan yang berjalan kurang maksimal disana perlu untuk di evaluasi dalam pelaksanaannya.

Cultural heritage is a rich history witness in values, either value of history, culture, knowledge, or other value related to functional and aesthetic. Cultural Heritage needs to be preserved, therefore the benefit from the preservation could be experienced by next generation. Cultural heritage which interesting to be studied is Keraton Kaibon that located in Old Banten Site. Conservation and Exploitation which take place in Keraton Kaibon is less than maximum. Furthermore, the study of Keraton Kaibon which remain only very few encourage the writer to study the Keraton. Specific analysis, contextual analysis, as well as comparative method were conducted in studying form, direction, spatial planning along with visible value within Keraton Kaibon. Keraton Kaibon is now only in a form of remnant with intact wall in some parts as well as courtyard arrangement which clearly could be seen. The condition of the existing Keraton Kaibon doesn`t mean that Keraton Kaibon has no value. At least, the conservation and exploitation which run less than maximum in Keraton Kaibon need to be evaluated within the implementation."

The cultural heritages, which are ranging variously from traditional dance, traditional foods, traditional music and songs, languages, clothes, and many more, spread evenly throughout the regions in Indonesia. There are two kinds of cultural heritage, namely tangible cultural heritage and intangible cultural heritage, which Indonesia has both types. "One of the most significant fact about Japan is that It is the only major non-Western country that has become a thoroughly industrialized and modernized democracy. But the so-called economic miracle, however is not the only remarkable feature. Two other features of Japanese life are noteworthy. One is the way the Japanese have kept alive and actually breathed new vigor into their traditional culture?Its arts and way of life. The other is the political and social changes that have accompanied economic modernization.This economic modernization has been branded by the West as Japan Incorporated with the process of unique characteristic of Japan Incorporated with its intricate web of financial and non financial relationship between companies linking them in a pattern of formal and informal obligation and enjoying the guidance of the government in pursuing Intel-nationalization. Indonesia and Japan belong to the same hemisphere, that is Asia. While Indonesia is also a maritime country, still keeping the traditional culture and just since 1990s starting to enter economic modernization in the urban and suburban life. Most Indonesian business organizations grew from small family businesses and with no formal structure. Some of them became big business and quite a number grew into medium size enterprises. Industrial alliance with backward and forward linkages among the large ones and medium enterprises Is until nowadays still negligible. The Indonesian business society does not conduct intricate web of financial and non financial relationship with the guidance of the government as exposed by the Japanese Therefore the idea of "Indonesia Incorporated" copying from the Japanese one still remains an unfulfilled dream."

"ABSTRAK Laut Indonesia yang kaya situs kapal karam merupakan berkah sekaligus menjadi masalah. Kasus pencurian Benda Berharga Asal Muatan Kapal Tenggelam (BMKT) di perairan Indonesia telah berlangsung sejak awal perkembangan arkeologi bawah laut di era tahun 1970-an, dan masih berlangsung hingga hari ini. Melihat potensi dan permasalahan Cagar Budaya Bawah Air yang semakin mengkhawatirkan, maka sangat diperlukan landasan hukum yang kuat dan langkah nyata untuk melindunginya. Ketika hukum dan peraturan perundang-undangan Cagar Budaya Bawah Air tidak cukup kuat untuk melindunginya, maka Indonesia yang kaya Benda Cagar Budaya Bawah Air akan banyak kehilangan data sejarah. Tulisan ini akan mengulas peraturan perundang-undangan yang terkait dengan Cagar Budaya Bawah Air berikut permasalahan hukumnya serta menawarkan beberapa poin kritik yang dapat dijadikan acuan dalam merevisi peraturan perundang-undangan tersebut dan melangkah ke depan dalam rangka melindungi Cagar Budaya Bawah Air.

ABSTRACT
The Indonesian watersterritory which is rich in shipwreck sites is both a blessing and a problem. The case of theft on valuable objects from the sinking ship cargo in Indonesian waters has been going on since the beginning of the development of underwater archeology in the era of the 1970s, and still continues to recent day. Considering potential threats of Indonesian underwater cultural heritage, a strong legal basic and concrete steps are needed for protecting them. Without the strong law enforcement, Indonesia will lose most of its valuable historical data. This paper will review the laws and regulations related to underwater cultural heritage along with legal issues and offer some points of criticism that can be used as a reference in revising these laws and regulations and moving forward in order to protect underwater cultural heritage.

"Dengan pertumbuhan modernisasi yang pesat dan ekspansi kota-kota, ketegangan antara pelestarian warisan budaya dan kebutuhan untuk memenuhi tuntutan kontemporer menjadi semakin nyata. Tekanan modernisasi ini sering membutuhkan pembangunan infrastruktur baru, kawasan perumahan, dan fasilitas komersial, yang mengakibatkan pengabaian atau penghancuran situs warisan otentik. Kehilangan keasliaan dapat memutus hubungan komunitas dengan masa lalu mereka serta merusak karakter unik yang mendefinisikan warisan sebuah kota. Studi ini bertujuan untuk menyelidiki efektivitas strategi adaptive reuse, dalam mempertahankan keaslian bangunan bersejerah yang sekaligus mengakomodasi kebutuhan modern dengan fokus pada Pantjoran Tea House di Glodok, Jakarta sebagai studi kasus. Dengan mengacu pada konsep >Shearing Layers oleh Stewart Brand dan konsep adaptive reuse oleh Sally Stone, yakni metode adaptation, addition, dan subtraction, revitalisasi Pantjoran Tea House secara efektif menjaga nilai autentisitas bangunan dengan mempertahankan material, desain, tata letak, dan konstruksi aslinya. Studi ini juga menggarisbawahi pentingnya melestarikan warisan tak benda, seperti praktik teh tradisional Tionghoa, untuk memastikan akurasi historis dan pengalaman yang autentik bagi pengunjung. Hasil studi ini memvalidasi bahwa penggunaan strategi adaptive reuse dapat secara efektif menutup kesenjangan antara pelestarian dan modernisasi dengan mengarahkan pada pengembangan kota-kota modern yang tetap menghormati warisan sejarahnya.

With the rapid growth of modernization and the expansion of cities, the tension between the preservation of cultural heritage and the necessity to meet contemporary demands becomes more evident. This modernization pressures often requires the construction of new infrastructure, residential areas, and commercial facilities, resulting in the neglect or destruction of authentic heritage sites. The loss of authenticity can disconnect communities from their past and undermine the unique character that defines a city's heritage. This study aims to investigate the effectiveness of adaptive reuse strategies in preserving the authenticity of historical buildings while accommodating contemporary needs, focusing on Pantjoran Tea House in Glodok, Jakarta, as a case study. Building upon Stewart Brand's concept of Shearing Layers and Sally Stone's frameworks for adaptive reuse, particularly the methods of addition and subtraction, the revitalization of the Pantjoran effectively preserved the building's authenticity by maintaining its original materials, design, layout and workmanship. The study also highlights the importance of preserving intangible heritage, such as traditional Chinese tea practices, to ensure the historical accuracy and authenticity of the visitor experience. The findings further confirm that adaptive reuse can successfully bridge the gap between preservation and modernization by guiding the creation of modern cities that honour their historical roots."
