Tujuan dari makalah ini adalah untuk merancang optimalisasi sinyal untuk lampu persimpangan yang dapat bekerja secara otomatis dengan kontrol berbasis logika fuzzy. Sehubungan dengan pengaturan waktu saat ini dari sinyal untuk lampu lalu lintas persimpangan yang masih menggunakan sistem konvensional, yaitu waktu lampu sinyal persimpangan masih statis atau waktu tetap, maka perlu memiliki sistem kontrol otomatis yang dapat digunakan untuk mengontrol mereka. Sistem logika fuzzy bisa lebih efisien dalam mengoptimalkan pengaturan sinyal untuk lampu penyeberangan, dengan menghitung panjang antrian kendaraan dan kepadatan jumlah pelintas yang akan melewati perlintasan. Dengan menggunakan aturan dasar sistem logika fuzzy ini, ia dapat memperpanjang atau menghentikan sinyal sinyal persimpangan sesuai dengan situasi lalu lintas dan secara otomatis. Metode konvensional menggunakan Manual Kapasitas Jalan Indonesia 1997 (MKJI) 1997 yang diadopsi dari Manual Kapasitas Jalan Raya (HCM) versi Amerika.
ABSTRACT
The purpose of this paper is to design optimization of the signal for crossing lights that can work automatically with fuzzy logic-based controls. In connection with the current time setting of the signal for crossing traffic lights that still use conventional systems, namely the time of the crossing signal lights are still static or fixed time, it is necessary to have an automatic control system that can be used to control them. Fuzzy logic systems can be more efficient in optimizing the signal settings for crossing lights, by calculating the length of the vehicle queue and the density of the number of crossers that will pass the crossings. By using the basic rules of this fuzzy logic system, it can extend or terminate crossing signal signals according to the traffic situation and automatically. The conventional method uses the 1997 Indonesian Road Capacity Manual (MKJI) which was adopted from the American version of the Highway Capacity Manual (HCM).

Pedestrians are frequently perceived as one of the sources of traffic congestion due to their illegal occupancy of the roadway. The goal of this study is to examine this issue by investigating the feasibility of pedestrian facilities and the effectiveness of utilizing a pedestrian bridge at a certain congested area: the north-bound traffic in Jalan Lenteng Agung, Jakarta. The feasibility of a facility is represented by an indicator of the Level of Service (LOS), i.e. the space occupied by one pedestrian, and is supported by an assessment from the pedestrian’s point of view, using a questionnaire covering various aspects of the issue. The assessment of its geometric feasibility is also carried out, using the design specifications issued by the Directorate General of Bina Marga (1990) to strengthen the analysis. Meanwhile, the effectiveness of using a pedestrian bridge is represented by the ratio of pedestrian bridge users to the total number of people crossing the street. Data collection related to pedestrian flow is carried out using web cameras. The analysis shows that the LOS of all the segments of the pedestrian facilities ranges from LOS A to LOS C, in which LOS C represents the pedestrian bridge. LOS measures, supported by the geometric feasibility assessment results, signify that the facilities are not yet feasible; the speed of pedestrian flow needs to be increased using geometric improvement and the elimination of all disturbances throughout the facilities. Meanwhile, the effectiveness of using the pedestrian bridge is only 50.26% (meaning it is “quite useful”); the remaining percentage of pedestrians cross the road by navigating through the road traffic. The questionnaire results show that people are indeed aware of the importance of the safety issues related to bridge usage; however, they are reluctant to use it due to the physical barriers. The improvement generated from the analysis may help increase bridge use and its LOS, and eventually reduce the disturbance of vehicle flow.

Penelitian ini membahas mengenai bagaimana koordinasi yang dilakukan oleh Dinas Perhubungan dan Transportasi Provinsi DKI Jakarta dalam pengelolaan Jembatan Penyeberangan Orang. Teori yang digunakan dalam penelitian ini yaitu teori manajemen, koordinasi dan pelayanan perkotaan dengan menggunakan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa Dinas Perhubungan dan Transportasi melakukan koordinasi dalam pengelolaan jembatan penyeberangan orang dengan beberapa instansi terkait diantaranya yaitu, Dinas Bina Marga, Dinas Penataan Kota, PT. Transjakarta, Dinas Perindustrian dan Energi, Dinas Kebersihan, SATPOL PP dan sektor swasta. Koordinasi dalam pengelolaan jembatan penyeberangan orang tersebut.
ABSTRACT
This research was conducted to discusses how the coordination by DKI Jakarta Transportation Department on the management of crossing bridge. The theory used in this research is management, coordination and urban service and analyzed by using qualitative approach. The results showed that the Department of Transportation coordinates with several related agencies such as, Department of Highways, Department of City Planning, PT. Transjakarta, Department of Industry and Energy, Department of Sanitation, SATPOL PP and private sector. Coordination on the process management of crossing bridge is done by series of steps from planning, development, and maintenance.
