"Penelitian mengenai praktek wacana (discourse practice) berita-berita tuntutan reformasi dengan fokus, kasus di RCTI dan SCTV periode 12 s/d 21 Mei 1998 dilakukan dengan penelitian kualitatif atau disebut juga dengan naturalistik atau alamiah (Bogdan & Biklen 1982:3).Disebut penelitian alamiah karena lebih menekankan pada kealamiahan sumber data (Moleong 1996:2).Tujuan penelitian; berupaya mengungkap pola kerja redaksi SCTV dan RCTI dalam melakukan praktek wacana. Kemudian, bagaimana mereka melakukan transformasi aksi tuntutan reformasi ke dalam bentuk berita. Apakah dalam melakukan praktek wacana terjadi pertarungan ideologi dan apakah ada intervensi dalam proses produksi dan konsumsi teks. Dengan menggunakan teori Kritik, tujuannya ialah mengungkap kebenaran kebenaran yang dianggap palsu (false consciousness) dari proses produksi dan konsumsi teks-teks RCTI & SCTV serta kaitannya dengan konteks sosial, ekonomi, politik dan budaya. lni disebabkan, kajian praktek wacana ialah telaah tentang proses produksi dan konsumsi yang dilakukan sebuah institusi media (Fairclough 1995:30). Analisis mencakup tingkat teks, praktek wacana dan sociocultural practices. Untuk konteks teks di Iuar teks tertulis-dalam kaitan dengan televisi-juga meliputi aspek audio-visual dan teks yang diucapkan (spoken & written ). Konteks ketiga level ini dihubungkan oleh intertextuality (Fairclough 1995). Penelitian memakai paradigma Kritik (Critical Theory) karena itu metodologinya ialah dialektis dan dialogis yaitu pengembangan diskusi antara peneliti dengan realitas obyek penelitian (Guba & Lincoln 1994:109). Data berasal atas data sekunder, wawancara dan observasi. Data sekunder diperoleh dengan meng-copy ulang berita-berita yang telah disiarkan RCTI & SCTV periode 12 s/d 21 Mei 1998. Lalu dilengkapi dengan wawancara mendalam dengan Ketua DPR/MPR Harmoko (tingkat institutional), societal--aktor reformasi Prof. Dr. Nurcholish Madjid dan tingkat mahasiswa; Rama Pratama. Observasi merupakan pengalaman subyektif penulis sebagai hasil pengamatan langsung di lapangan dan juga pengamatan langsung atas berita-berita yang disiarkan RCTI & SCTV. Hasil penelitian menyimpulkan; praktek wacana di RCTI & SCTV dalam kondisi tidak siap menghadapi realitas yang berkembang cepat. Konflik terbuka dari pihak-pihak yang berkepentingan seperti; reporter, redaktur, manajemen dan owner tak terhindarkan terutama pada awal peristiwa 12 Mei 1998. Sikap profesionalisme wartawan dan profesionalisme pemilik sebagai pengusaha, telah mengubah kinerja praktek wacana terutama setelah terjadi penjarahan 14 Mei 1998 sampai peristiwa pengunduran diri Presiden Soeharto pada 21 Mei 1998. Hasil penelitian lain menyimpulkan; RCTI & SCTV belum mampu mengungkap realitas aksi reformasi pada Mei 1998 tetapi masih terbatas pada tahap menggambarkan realitas yang sedang berkembang. Karena itu, kebenarannya perlu dipertanyakan. Selain itu, juga disimpulkan; perlu suatu kajian intensif oleh ilmuwan ilmu komunikasi untuk mendiskusikan alat ukur yang dapat dipergunakan menganalisis kaitan teks-teks berita dan penggunaan instrumen audio-visual dalam siaran berita di media televisi."

"Gagasan kewarganegaraan global lahir dari kritik terhadap ketidakadilan dan eksklusi yang ditimbulkan oleh kewarganegaraan nasional. Tinjauan pustaka ini berusaha mengkaji bagaimana kewarganegaraan global dipahami, diformulasikan, dan diaplikasikan di dalam berbagai literatur. Terdapat enam tema utama yang muncul. Tiga tema pertama diadaptasi dari Cabrera 2008, yaitu kewarganegaraan global dan pembentukan institusi global, kewarganegaraan global sebagai orientasi moral, dan kewarganegaraan internasional. Tiga tema selanjutnya merupakan hasil temuan penulis, yaitu kewarganegaraan internasional bagi migran dan pengungsi, kewarganegaraan sebagai aksi, dan kewarganegaraan global sebagai gugatan terhadap demokrasi liberal. The idea of global citizenship emerges as the criticism of injustices and exclusions resulted from national citizenship. This paper reviews six themes about how global citizenship is conceived, formulated, and applied in literatures. The first three themes are adopted from Cabrera (2008). They are 'global citizenship and global institution building', 'global citizenship as moral orientation', and 'international citizenship'. The other three themes are critically developed. They are 'international citizenship for migrants and refuges', 'global citizenship as action', and 'global citizenship as criticism of liberal democracy'. Aside from this academic development, the literatures of global citizenship fail to generate effective critics. This paper argues that the failure is caused by the marginality of citizenship studies in International Relations. While critical theory, as the most dominant paradigm in literatures, leads to utopian and unrealistic alternatives of global citizenship, and never ending debates among literatures."
