"Implementing local governance since local autonomy is forced in 1999, needs a comprehensive evaluation system. It is aimed to evaluate the capability of local autonomy implementation and performance of implementing local governance in the framework of supporting in achieving the goal of nation and state. Now , after Law No. 32/ 2004 on Local Governance has been forcing , evaluation instrument on local governance implementation has been arranging in Government Regulation No. 6/2004. Thus, the evaluation result of local governance implementation can give positive contribution to the establishment of good governance."

"International environmental issue recently plays important role in world economic development and their sustainability. This trans-boundary environmental problem requires a global responsibility, especially for forest well endowed countries like Indonesia to hold main role to support the environmental sustainability.
We apply cost benefit analysis on carbon trade using Clean Mechanism Development to show its significant contribution on green forestry program.
This paper gives us the picture of Indonesia's forestry, the beneficial of forest's project and the finding of global responsibilities to make a better for mankind. Our perspective about the utility of forest is very important to determine the decision we choose.

"Komplek Apartemen Elevee berlokasi di kawasan alam sutera yang terdiri dari 6 tower apartemen dan 3 basement. Pada proses pembangunan tahap pertama dibangun 3 tower dan 3 basement terlebih dahulu. Peralatan utama plambing yang ikut dibangun di tahap pertama yaitu tangki air bawah (CWT) dengan volume sebesar 1250m3 dan penampungan air limbah (STP 1) dengan volume sebesar 531m3/hari. Sumber utama air bersih berasal dari kawasan air bersih kawasan alam sutera, yang dikumpulkan di tangki air baku kemudian di filter dan disimpan ke tangki air bawah. Dari tangki air bawah air di distribusikan ke tangki air atap masing-masing tower. Kapasitas pompa transfer ke tower 1 sebesar 45m3/jam dengan daya 39,5 kW dengan kapasitas tangki atas 56m3, kapasitas pompa transfer ke tower 2 sebesar 55m3/jam dengan daya 56 kW dengan kapasitas tangki atas 70m3, dan kapasitas pompa transfer ke tower 7 sebesar 33m3/jam dengan daya 31 kW dengan kapasitas tangki atas 50 m3. Dari tangki atap masing-masing tower di distribusikan secara grafitasi kecuali lima lantai teratas yang menggunakan bantuan pompa tekan. Air buangan dari masing-masing kamar mandi unit dialirkan menuju pipa tegak dan dialirkan ke penampungan air limbah utama yang berada di basement 2. Air hujan yang jatuh dari atap masing-masing tower dialirkan menuju pipa tegak dan dialirkan ke sumur resapan yang berada di sekitar tower apartemen. Jumlah sumur resapan untuk tower 1 sebanyak 12 buah, Jumlah sumur resapan untuk tower 2 sebanyak 8 buah, dan Jumlah sumur resapan untuk tower 7 sebanyak 6 buah. Kapasitas masing – masing sumur resapan sebesar 18 m3.
The Elevee Apartment is located in the Alam Sutera area, consisting of 6 apartment towers and 3 basements. In the first phase of development, 3 towers and 3 basements were constructed. The main plumbing equipment built in the first phase includes the ground water tank (CWT) with a volume of 1250m3/day and the waste water treatment plant (STP 1) with a volume of 531m3/day. The main source of clean water comes from the Alam Sutera clean water area, collected in the raw water tank, then filtered, and stored in the underground water tank. From the underground water tank, water is distributed to the roof tanks of each tower. The transfer pump capacity to tower 1 is 45m3/hour with a power of 39.5 kW and a roof tank capacity of 56m3. The transfer pump capacity to tower 2 is 55m3/hour with a power of 56 kW and a roof tank capacity of 70m3. The transfer pump capacity to tower 7 is 33m3/hour with a power of 31 kW and a roof tank capacity of 50 m3. From the roof tank of each tower, water is distributed by gravity except for the top five floors, which use booster pumps. Waste water from each bathroom unit is directed to vertical pipes and then collected into the main waste water storage located in basement 2. Rain water from the roof of each tower is directed to vertical pipes and flowed into infiltration wells located around the apartment tower. The infiltration wells for tower 1 is 12 units, for tower 2 is 8 units, and for tower 7 is 6 units. The capacity of each infiltration well is 18 m3."

"Abstrak
This paper seeks to analyse the disparity of clean water access fulfillment in Malang district and Pandeglang district. This issue is important due to two considerations. First, Indonesias National Medium-term Development Plan (RPJMN) 2015-2019 targets universal access to water and sanitation by 2019, yet it is still 71,14% fulfilled in 2016. Second, existing studies on this issue addressed the problem by using technical approach; limited finance and infrastructure, demographic and topographic condition. Such technical aspects are indeed important, however it tends to obscure political dimension, i.e. power relations and social structure dynamics that influence policies regarding access to water. Therefore, this paper will analyse the political dimension of the disparity in clean water access fulfillment.In analysing the problem, this paper will use discourse analysis (Laclau and Mouffe, 2001). This paper analyses the struggle among discourses in fixing the meaning of access as a contested political arena. It will also identify the strategy of various actors in articulating their discourses through the establishment of a network of alliance that can accommodate different interests. This paper aims to be the basis of decision making process that considers and emancipates the difficult circumstances that society are facing and alternative discourse that they have."

"Seiring dengan bertambahnya kebutuhan energi listrik, kebutuhan akan energi listrik alternatif pun semakin lama semakin meningkat. Air bersih dari PDAM (Perusahaan Daerah Air Minum) yang dikonsumsi masyarakat untuk kebutuhan hidup sehari-hari, ternyata mempunyai potensi yang tidak terduga, berkaitan dengan energi alternatif atau energi terbarukan yang mudah dan ekonomis tanpa menimbulkan dampak lingkungan serta turut mengurangi ketergantungan terhadap energi fosil. Air bersih yang dimaksudkan adalah berdasarkan standar yang ditetapkan oleh PDAM sesuai dengan Peraturan Mentri Kesehatan Republik Indonesia nomor 32 tahun 2017, bab II table 3, tentang parameter kimia yang harus dipenuhi sebagai standar baku mutu air untuk keperluan higiene sanitasi. Melalui makalah ini,bertujuan mengetahui kemampuan air bersih standar PDAM dalam menghasilkan energi listrik (DC) dengan tanpa menggunakan atau mencampurkannya dengan zat – zat kimia tambahan seperti NaCl (garam dapur), larutan asam sulfat (H2SO4). Berdasarkan percobaan sederhana dan dengan menerapkan prinsip sel elektrokimia, yang didasari pada reaksi redoks (reduksi – oksidasi), air PDAM dapat menghasilkan energi listrik searah (DC) dengan menempatkan katoda (dari tembaga atau Copper) dan anoda (dari seng atau Zinc) pada satu wadah berisi air PDAM. Selain itu pula, dari percobaan dengan menggunakan air PDAM, dapat menghidupkan lampu LED. Oleh karenanya, sehingga dapat disimpulkan melalui percobaan ini bahwa air PDAM dapat digunakan sebagai energi listrik alternatif yang ramah lingkungan.
Along with the increasing need for electrical energy, the need for alternative electrical energy is also increasing. Clean water from PDAM (Regional Drinking Water Company) which is consumed by the community for their daily needs, turns out to have unexpected potential, related to alternative energy or renewable energy that is easy and economical without causing environmental impacts and also reduces dependence on fossil energy. The definition of clean water is based on the standards set by PDAM in accordance with the Regulation of the Minister of Health of the Republic of Indonesia number 32 of 2017, chapter II table 3, concerning chemical parameters that must be met as water quality standards for sanitation hygiene purposes. This paper aims to determine the ability of PDAM water to produce electrical energy (DC) without using or mixing it with additional chemical substances such as NaCl (table salt), sulfuric acid solution (H2SO4). Based on a simple experiment and by applying the principle of an electrochemical cell, which is based on a redox (reduction – oxidation) reaction, PDAM water can generate direct electrical energy (DC) by placing the cathode (copper) and anode (zinc) on one side. container filled with PDAM water. Therefore, from experiments using PDAM water, it can turn on the LED lights. So, it can be concluded through this experiment that PDAM water can be used as an environmentally friendly alternative electrical energy."
