"Tesis ini membahas tentang dampak sertifikasi penjenjangan Jabtan Fungsional auditor (JFA) terhadap kompetensi, pola karies dan fungsi adutor Inspektorat Departmen Pendidikan Nasional. Penelitian ini adalah penelitian kualitatif deskripti. Hasil penelitian menyarankan agar dalam menyusun formasi kebutuhan auditor hendkaknya menggunakan pendekatan formasi yagn telah dikerluarkana oleh BPKP, dan dalam memetakan auditor hendaknya memperhitungkan beban kerja dan sertifikasi peran yang dimiliki masing-masing auditor serta disampaing semangan untuk belajar dan berkembang harus ada dalam diri auditor, BPKP pun sebagai badan pembina pengawasan APIP diharapkan lebih optimal dalam menciptakan auditor auditor yang handal profesional loyal jujur dan berintegrasi tinggi dalam melaksanakan kegitaan audit melalui kegitan diklat sertifikadi yang telah berlangsung selama ini.

This thesis works through increasing of certification impact to Auditors Functional Responsible Position (JFA) to Interest, Career pattern, and Function of Auditor National Education Department General Inspectorate. This research is observational descriptive qualitative. The result suggest to arrange Auditor requirement formation ought to utilize fonnation approaching that already has been issued by BPKP, and in map Auditor ought to take into account work load and proprietary role certification each Auditor and also. Auditor must have spirit to study to develope himself, BPKP as institution of AP!P'S suporvisory builder is expected more optimal in create Auditors that competence, professional. loyal, have high integrity in perform Audit activity via education and training activity certification that already happen all this time."

"A professional teacher is a yearned - for personnel in terms of creating qualified human resource for the Indonesian development. The government accomplished the yearning by the program of teacher certification that is aimed at specifying teacher appropriateness to become a teaching agent , increasing the quality of education success and teachers status, promote teachers professionalism and properity. In order to get a certificate the teacher has to possess academic qualification at least of bachelor or fourth diploma degree and has competency to realize the national education goal. In order to get the certificate the teacher has to pass the certification test as shown by various documents in the set of portfolio. Many people are skeptical towards the certification accomplishment because of the practices of corruption activities for the purpose of obtaining a piece of magical certificate that should be used to get the increase of teacher quality and income. This article is to spotlight numerous difficulties and barriers faced by the teachers in fulfilling the demand of portfolio so that the teacher certificate could become an aspiration that would be accomplished or on the contrary it would be nothing other than a dream because of the impossibility to fulfill the certification demands."

"Tesis ini membahas efektivitas sistem sertifikasi kompetensi nsional yang dikembangkan oleh Badan Nasional Sertifikasi Profesi, dengan tujuan untuk mengetahui prioritas kebijakan yang efektif dalam menerapkan sistem sertifikasi kompetensi nasional. Penelitian ini menggunakan metodologi Analytic Hierarchy Process yang dilakukan dengan cara membuat hirarki dengan cara melakukan wawancara dan observasi terhadap para ekspert yaitu orang yang mengetahui tentang permasalahan sistem sertifikasi kompetensi nasional dan mereka yang merasakan dampak dari sistem sertifikasi kompetensi nasional. Dari penyusunan hirarki maka diperoleh empat sasaran yang akan dicapai dalam rangka mencapai tujuan efektivitas kebijakan sistem sertitikasi kompetensi nasional. Empat sasaran tersebut adalah meningkatnya jumlah standar kompetensi yang diverilikasi, tersusunnya skema sertifikasi kompetensi, meningkatnya jumlah Lembaga Sertifikasi Profesi yang diberi lisensi dan yang terakhir adalah terwujudnya Mutual Recognition Arrangement (MRA) dengan negara lain. Penelitian dilakukan terhadap 19 responden yang mewakili kelompok Badan Nasional Sertifikasi Profesi, kelompok responden Lembaga Sertifikasi Profesi, kelompok Pemerintah dalam hal ini Depnakertrans, kelompok Lembaga Pelatihan dan kelompok Dunia lndustri. Hasil yang diperoleh dalam penelitian ini menunjukkan bahwa persepsi dari masing-masing kelompok terhadap sasaran dan kebijakan yang harus diprioritaskan berbeda-beda tergantung dari kepentingan dan tugas pokok serta fungsi dari masing- masing kelompok responden. Sedangkan untuk persepsi global dapat dikatakan bahwa untuk mengefektifkan sistem sertifikasi kompetensi nasional maka sasaran yang harus diprioritaskan adalah meningkatnya jumlah standar kompetensi yang diverifikasi dengan dan kendala yang harus segera diatasi adalah rendahnya kemampuan industri dan sektor dalam menyusun dan mengidentifikasi standar kompetensi dan kebijakan yang harus diambil adalah melakukan sosialisasi kepada industri dan sektor. Dengan demikian dapat dianalisa bahwa dengan pemilihan sasaran tersebut maka sangat mendukung tugas pokok dari BNSP karena tanpa adanya standar kompetensi maka BNSP dan LSP tidak dapat melaksanakan sertifikasi kompetensi.

The objective is to analyze the effectiveness of national competency certification system policy and to give recommendation to the Indonesian Professional Certification Authority (BNSP) to produce effective policy for the system. The methodology of this thesis is based on Analytic Hierarchy Process using interview and observation to expert personnel as instrument in gathering 4 types of evidences: increased number of verified competency standards, availability of certification scheme, increased number of licensed professional certification bodies (LSP), and a number of mutual recognition arrangements with other countries. The research involved 19 respondent consisting of representatives from BNSP, from LSP, Ministry of Manpower and Transmigration, training providers and industry. Result of the research showed different perspectives from these representatives based on their respective functions, but on the whole the results showed prioritized areas should be number of verified competency standards and challenges that has to be resolved is lack of capability of the industry and sector in developing and identifying competency standards, therefore policy to be taken is socialization and standards promotion to the industry and sectors. This figures emphasize that competency standards is very vital and important for BNSP and LSP to implement certification. "

"Yang menyebabkan Yayasan dapat dibubarkan karena jangka waktu yang ditetapkan dalam Anggaran Dasar berakhir, tujuan yayasan yang ditetapkan dalam Anggaran Dasar telah tercapai atau tidak tercapai dan putusan pengadilan yang telah memperoleh kekuatan hukum tetap berdasarkan alasan Yayasan melanggar ketertiban umum dan kesusilaan;Tidak mampu membayar utangnya setelah dinyatakan pailit; atau Harta kekayaan Yayasan tidak cukup untuk melunasi utangnya setelah pernyataan pailit dicabut. Karena berdasarkan undang undang yayasan pasal 62 maka pembubaran yayasan yang di terbitkan oleh dirjen ahu tidak memiliki kekuatan hukum yang mengikat karena yayasan ngudi waluyo tidak memenuhi syarat atau melanggar ketentuan pasal 62 tersebut yang memungkinkan untuk di bubarkan. Dan yang berwenang untuk membubarkan yayasan tersebut adalah kementrian hukum dan ham bukan dirjen ahu. Seharusnya pihak yang berkepentingan yang dapat meminta pembatalan atau pembubaran ke pengadilan yaitu pendiri karena seharusnya dalam pendirian yayasan pendiri hadir dalam pembuatan akta pendirian yayasan dan pendiri yang merasa keberatan atas pendirian yayasan yang berdiri karena akta pendirian tersebut aktannya cacat hukum dan adannya keterangan palsu maka pengadilanlah yang memutuskan dalam prosedur perbubaran yayasan ngudi waluyo ungaran, dalam Prosedur Tindakan pembatalan pendirian pembatalan kuasa lisan harus mengugat akta perndirian anggaran dasar yayasan ngudi waluyo bukan protes ke dirjen administrasi hukum dan hak asasi manusia atas terbitnya keputusan mentri atas badan hukum sehingga membuat dirjen administrasi hukum mengeluarkan putusan pembatalan terhadap surat keputusan mentri untuk menyatakan yayasan ngudi waluyo dicabut pendiriannya.

Interested parties should be able to request cancellation or dissolution to Court because Founder, due to in the establishment of the foundation, founder should be present in the founding deed of establishment foundations and founders who objected to the establishment of a foundation established as the Deed establishment is a disability law and the false testimony then the Court that decide the dissolution procedure of Ngudi Waluyo Unggaran Foundation in the Cancellation Action Procedure of oral authority shall sue the establishment deed of The Articles of Association of Ngudi Waluyo foundation not protest to the Director General of Law Administration and Human Rights law on the issuance of a ministerial decree on the legal entity so that make the Director General of Administration issued cancellation decision for the Ministerial Decree to state the Ngudi Waluyo Foundation the establishmen is revoked."

"ABSTRAK
Program pensertipikatan tanah merupakan salah satu upaya dalam meningkatkan kesejahteraan masyarakat. Dampak yang dihasilkan dari pensertipikatan tanah memberikan insentif terhadap peningkatan kesejahteraan masyarakat melalui penggunaan seripikat tanah sebagai jaminan dalam mendapatkan kredit di lembaga-lembaga keuangan dan keberadaan sertipikat tanah dapat memberikan dampak positif terhadap peningkatan nilai tanah. Banyak penelitian akademik yang berkonsentrasi terhadap dampak dari pensertipikatan tanah, namun sedikit penelitian yang membahas mengenai permintaan sertipikasi tanah. Dampak positif yang dihasilkan dari pensertipikatan tanah sesungguhnya merupakan faktor pendorong bagi masyarakat untuk mensertipikatkan tanahnya.
Penelitian ini bertujuan untuk mengetahui dan menganalisa sejauhmana penggunaan sertipikat tanah sebagai jaminan kredit, nilai tanah, biaya perolehan sertipikat tanah dan tingkat pendapatan mempengaruhi permintaan sertipikasi tanah di daerah perkotaan. Penelitian terhadap permintaan sertipikasi tanah dapat memberikan pemahaman yang lebih baik dari program pensertipikatan tanah, serta dapat membantu pemerintah untuk mengambil kebijakan dalam hal pengembangan program pensertipikatan tanah itu sendiri. Hasil penelitian membuktikan bahwa penggunaan sertipikat tanah sebagai jaminan kredit, nilai tanah, dan tingkat pendapatan berpengaruh positif terhadap permintaan sertipikasi tanah, sedangkan biaya perolehan sertipikat tanah berpengaruh negatif terhadap permintaan sertipikasi tanah.

ABSTRACT
Land certificating program is one effort in improving the society welfare. The resulting impact on land certification gave an incentive in improving the society welfare through the use of land as collateral in obtaining credit in financial institutions and the existence of title deed can have a positive impact on increasing land values. Many academic studies were concentrated on the impact of land certification, but few studies have discussed the demand for land certification. Positive impact resulting from land certification really a motivating factors for people to certificating their land.
This study aims to identify and analyze the extent of the use of certificates of land as loan collateral, the value of land, cost of land certificate and income levels affect the demand for land certification. In addition to the demand for land certification study may provide a better understanding of the land certificate program, and can help the government to adopt policies in terms of development land certificate program itself. The results proved that the use of certificates of land as loan collateral, the value of the land, and the level of income has a positive effect on demand for land certification, while the cost of land certificate negatively affect the demand for land certification."

Indonesia merupakan negara dengan penduduk mayoritas beragama Islam, dimana
masalah perlindungan konsumen terhadap kehalalan suatu produk baik makanan
dan minuman merupakan masalah utama. Predikat mayoritas tersebut
mengasumsikan bahwa kehalalan produk makanan dan minuman sudah jelas
kehalalannya, padahal dengan tekhnologi pangan canggih sekarang ini banyak
produk makanan dan minuman yang tidak dapat dipastikan kehalalannya tanpa
melakukan penelitian dan penelusuran lebih dalam. Penelusuran ini dapat
dilakukan melalui suatu proses audit dengan mengikuti standar-standar
tertentu.dengan proses pemberian label atau tanda halal sebagai wujud
perlindungan konsumen.
Regulasi halal di Indonesia tercantum dalam terbitnya inpres, keputusan menteri
dan beberapa undang-undang. Kegiatan labelisasi (pencantuman) tulisan halal
pada kemasan sudah diterapkan lebih dahulu sebelum sertifikasi halal. Berbagai
peraturan perundang-undangan yang memiliki keterkaitan dengan pengaturan
produk halal belum memberikan kepastian dan jaminan hukum bagi masyarakat.
Pengaturan mengenai jaminan produk halal perlu diatur dalam satu undangundang
yang secara komprehensif mencakup produk yang meliputi barang dan/
atau jasa yang terkait dengan makanan, minuman, obat, kosmetik, produk
kimiawi, produk biologi, dan produk rekaya genetik serta barang gunaan yang
dipakai, digunakan, atau dimanfaatkan oleh masyarakat.
Kini sudah terbit Undang-Undang Nomor 33 Tahun 2014 tentang Jaminan Produk
Halal sebagai regulasi untuk menjamin kepastian hukum terhadap kehalalan suatu
produk yang dibuktikan dengan sertifikasi halal. Undang-Undang Jaminan Produk
Halal ini tergolong peraturan baru yang implementasinya masih membutuhkan
penyesuaian mengingat banyak peraturan sebelum undang-undang ini terbit yang
masih berlaku.

certainty and legal guarantees for the public. Arrangements regarding halal
product assurance needs to be regulated in a law that comprehensively covers
products which include goods and / or services related to food, beverage,
medicine, cosmetics, chemical products, biological products, and products of
genetic rekaya and use of goods used , used, or used by the community.
