Abstrak :
Pensinyalan merupakan bagian terpenting pada komunikasi seluler. Pesinyalan berperan sebagai pengontrol pada fungsi penyambungan saat pertukaran informasi. Bagian ini sangat diperlukan sebagai pengatur dari mulai pembuatan koneksi sampai dengan pengakhiran koneksi. Proses pengiriman pesan yang berupa aliran bit ini, merepresentasikan informasi pendukung yang mendukung pengiriman informasi intinya.
Pada skripsi ini dimodelkan sebuah rancangan sistem pensinyalan yang merepresentasikan sistem yang sebenarnya. Pensinyalan terjadi setiap kali MS melakukan koneksi dengan sentral. Pensinyalan yang dibahas pada MS penerima, meliputi kondisi idle dan menerima panggilan. Perancangan ini dimaksudkan untuk melihat bagaimana sistem pensinyalan bekerja serta mengetahui aliran bit dari dan menuju sentral.
Rancangan sistem tersebut mengacu pada sistem yang sudah ada, hanya saja terdapat beberapa penyesuaian. Penyesuaian tersebut dilakukan agar sistem dapat diaplikasikan menggunakan microcontroller. Microcontroller yang digunakan adalah tipe Atmel 89S51, yang memiliki 4 kbyte memori flash yang memungkinkan memori untuk diprogram ulang. Sebelum di aplikasikan ke dalam microcontroller, program tersebut diujikan pada perangkat lunak 8051 IDE.
Untuk pengujian sistem, simulator sistem pensinyalan tersebut, dihubungkan ke rangkaian seven segment dan rangkaian LED untuk menunjukkan bagaimana keluarannya menuju sentral. Pengujian dilakukan pada tiap rangkaian dan rangkaian sistem pensinyalan secara keseluruhan. Analisis dilakukan dengan melihat kinerja sistem. Aliran bit menuju sentral dan waktu yang digunakan untuk menjalankan sistem adalah parameter keberhasilan yang diamati. Kesimpulan yang dapat diambil adalah model sistem pensinyalan pada perancangan disini, sudah dapat merepresentasikan sistem yang ada. Namun tentu saja dengan beberapa penyesuaian agar dapat di aplikasikan menggunakan microcontroller.
Signaling is the most important part in cellular communication. On a switching function at information exchange, signaling is needed as a controller from the beginning until the end of connection. This process is a sending process of a message as flow of bits which represented information that support the main information.
In this paper, a system design is modeled to represent the real system. Signaling happens every time MS connecting with central. Signaling discussed are the signaling in MS receiver, which occur on idle and receiving calls condition. This design is meant to show how the signaling system works, also how are the flow of bit from and to central.
The system design referred to an existing system with a few adjustments. These adjustments are done so that the system can be applicable using a microcontroller. The microcontroller used is Atmel 89S51. It has 4 kbyte flash memory which enable reprogramming of the memory. Before applied in the microcontroller, this program is tested on a 8051 IDE software.
For the system testing, signaling system simulator is connected to a seven segment circuit and LED circuit to show how the output to central. The test is done on every circuit and the whole signaling system circuit. An analysis is taken from seeing the system performance. The flow of bit to central and total system time are the parameter to observe. The conclusion is this signaling model system design could represent the real system, but with a few adjustment for microcontroller application.

Pada skripsi ini dibuat sebuah rancang bangun simulator pensinyalan komunikasi seluler bagian subscriber pengirim dengan menggunakan mikrokontroller Atmel 89S51 yang dapat digunakan untuk mensimulasikan bit-bit yang ada selama proses panggilan keluar antara mobile station dengan Mobile Switching Center. Bit-bit yang digunakan sudah sesuai dengan bit-bit yang ada pada pensinyalan komunikasi seluler di indonesia karena didapatkan langsung dari salah satu vendor telekomunikasi di indonesia. Alasan penggunaan mikrokontroller Atmel 89S51 dikarenakan prosesor yang memiliki fitur yang dibutuhkan dan mudah ditemui di pasaran ini mendukung penggunaan bahasa assembly. Sehingga jalannya simulasi dapat lebih optimal.
Perancangan simulator pensinyalan ini dilakukan dengan menggunakan perangkat lunak simulasi 8051 IDE. Sedangkan untuk rancang bangunnya dilakukan dengan menggunakan perangkat keras mikrokontroller Atmel 89S51. Perangkat lunak 8051 IDE digunakan untuk menerjemahkan kode mnemonic program sehingga dapat dikenali oleh mikrokontroller Atmel 89S51. Program pensinyalan dibuat berdasarkan algoritma pensinyalan yang sesuai dengan message flow pensinyalan komunikasi seluler yang umum digunakan di indonesia. Sedangkan perangkat keras mikrokontroller Atmel 89S51 digunakan untuk membuat rangkaian pensinyalan komunikasi seluler yang terdiri dari dua mikrokontroller, satu keypad, dan rangkaian seven segment.
Pengujian performa mikrokontroller digunakan untuk melihat kinerja tiaptiap komponen rangkaian mikrokontroller. Analisis yang dilakukan meliputi cara kerja setiap komponen dan unjuk kerja rangkaian mikrokontroller secara keseluruhan. Dari hasil simulasi dan pengujian dapat disimpulkan bahwa masingmasing sub-sistem rangkaian simulator pensinyalan komunikasi seluler bagian subscriber pengirim telah menunjukkan performa yang cukup baik walaupun masih terdapat beberapa kekurangan yang harus disempurnakan. Sehingga secara umum, rangkaian simulator pensinyalan komunikasi seluler yang dibuat sudah cukup merepresentasikan sistem pensinyalan komunikasi seluler bagian subscriber.
This paper realize signalling on mobile cellular communication design on transmitter subscriber division with microcontroller AT89S51 application which can simulate bits through calling process that happens between mobile station and mobile switching center. These bits have been adjusted with bits which are used in mobile cellular communication signalling at one of telecommunication vendor in indonesia. A microcontroller AT89S51 is considered since this processor has capable features, easy to find in general market, and could support assembly as language program. So, the simulation can run optimally.
This signalling in simulator are designed through 8051IDE software simulation. On the other hand, the simulator circuit is designed based on microcontroller Atmel 89S51 hardware. The 8051IDE software is use to translate program mnemonic code, to be used by microcontroller AT89S51. Signalling program made in this paper is based on algorithm program which has been adjusted with the message flow of mobile cellular communication in indonesia. While the sub-systems of microcontroller AT89S51 hardware consists of two microcontroller AT89S51 minimum circuit, one keypad circuit, and one seven segment circuit.
Test was given to evaluate the sub-system and the simulator main circuit performance. Analysis were made based on each sub system and the whole of main simulator circuit. The experimental results show that the performance of each sub system and the whole main simulator circuit produce good results and accurate enough although developments are still needed. As general, this mobile cellular communication signalling simulator may represent mobile cellular communication signalling system in indonesia.

We propose an analysis of reverse link CDMA multispot beam stratospheric platforms (SPF) in this paper. The SPF is
currently proposed as a novel wireless technology for the development of the next generation fixed and mobile
communications. The geometry of this technology is different from that of the terrestrial but rather similar to the
satellite based cellular system. However, evaluation on the CDMA system capacity of this technology has not been
much reported. This paper addresses all possible multiple access interference analyses including the effects of channel
fading and shadowing in order to evaluate the system capacity. Single SPF and multiple SPF model are evaluated under
perfect power control and imperfect power control. The results indicate that in SPF systems the reverse link CDMA
capacity is significantly reduced because of the power control imperfections. Moreover, in multiple SPF model the
interference caused by the users in overlapped region is not trivial. We found that because of this problem the capacity
is reduced for both speech and real-time data applications compared with the single SPF model even though the
assumption of perfect power control can be made. In order to improve the system capacity we proposed two methods,
first is to increase the minimum elevation angle definition for each platform and the second is to employ an adaptive
antenna.

Sebagai antisipasi perubahan teknologi dan trend pasar penggunaan teknologi komunikasi yang juga dipertegas oleh adanya perubahan undang-undang telekomunikasi di Indonesia. Telkom telah membentuk suatu unit kerja yang berorientasi bisnis yang diharapkan dapat merubah pandangan lama menjadi paradigma pertumbuhan kedua melalui bisnis multimedia ("fixed" dan "mobile") dan nantinya dapat secara bertahap menuju "Full Service Network".
Saat ini Telkom telah memperoleh lisensi sebagai penyelenggara jasa maupun jaringan seluler berbasis GSM/DCS 1800 dan dalam persiapannya telah dibangun infrastruktur secara bertahap dan kajian strategik. Unit kerja Telkom dalam bisnis seluler ini dinamai TelkomMobile merencanakan akan mengadakan `launching product' pada kwartal terakhir tahun 2001.
Tujuan dari penulisan tesis ini adalah memberikan suatu rumusan strategi pemasaran untuk dapat dipergunakan oleh TelkomMobile dalam menghadapi persaingan dan fluktuasi pasar seluler sehingga dapat menjaring pelanggan sebanyakbanyaknya dan menambah pendapatan perushaan. Rumusan yang diperoleh dari analisa ini, sesuai dengan kondisi pasar atau lingkungan yang terbentuk atas kebutuhan dan keinginan masyarakat pengguna seluler.
Metode analisa yang dipergunakan adalah dengan pendekatan analisa lingkungan, analisa SWOT, analisa persaingan, analisa bauran pemasaran dengan menggunakan alat bantu analisis sehingga dari seluruh analisa tersebut diperoleh alternatif strategi yang kemudian ditentukan strategi utama dengan menggunakan matrik QSPM.
Strategi pemasaran utama yang diperoleh dari beberapa alternatif strategi yaitu strategi promosi yang informatif dan berkesinambungan diikuti oleh penggelaran produk lebih awal dan menawarkan tarif yang sesuai dengan ragam kandungan produk".
To anticipate the rapid changing of technology, the movement of market trends on communication technology users and the new telecommunication regulation in Indonesia, Telkom has built a business oriented working unit this working unit is expected to change the old perception into second stage paradigm development through the introduction of multimedia business (fixed and mobile) which further would gradually come to full service network.
Currently, Telkom has been given the license to run the services and cellular network based on GSM/DCS 1800 and in preparing for the above mention services the infrastructure has been build in stages and strategic review. The company working unit on cellular business that is called TelkomMobile is planning to launch its product on the end of 2001 trimester.
The objective of this research is to conclude a marketing strategy that can be used by TelkomMobile in dealing with competition and cellular market fluctuation. Furthermore, the strategy would also benefited company by generates more customers and increase the company's revenue. The method that produced from this analysis would meet with the market condition that been build based on cellular user needs and wants.
Environment analysis, SWOT analysis, competition analysis and marketing mix analysis are used as the research method. This information was analyzed by using the analysis tool to achieve the strategic options. Furthermore, the main strategy can be determined by using the QSPM matrix.
The outcome from many strategy alternatives is the main marketing strategy, that is, informative and synchronized promotion strategy which is accompanied by launching the product faster than the competitors and offering the reasonable rate (price) to the product content.

This book provides a comprehensive overview of multiple access techniques used in the cellular industry. The usage of multiple access techniques in telecommunications enables many users to share the same spectrum in the frequency domain, time domain, code domain or phase domain. Licenses are given, by the FCC, to operate wireless communication systems over given bands of frequencies, with the smaller bands, (channels), reused to provide services to other users. Thus, bandwidth efficiency is vital, as the speed and size of digital data networks continue to expand.
