Abstrak :
Salah satu unit eselon I di lingkungan Kementerian Keuangan RI yang telah melaksanakan cascading dari Kemenkeu-One sampai Kemenkeu-Five adalah Direktorat Jenderal Kekayaan Negara DJKN. Bahkan, DJKN ditunjuk sebagai pilot project Penganggaran Berbasis Kinerja PBK di lingkungan Kemenkeu RI berdasarkan laporan kinerjanya pada tahun 2017 yang melampaui target. Padahal, operasionalisasi cascading dalam balanced scorecard sebagai sistem manajemen strategis pada salah satu unit pendukungnya yaitu Sekretariat Direktorat Jenderal memiliki nilai yang paling rendah bila dibandingkan dengan unit kerja DJKN lainnya, sehingga seharusnya kecil kemungkinan DJKN untuk mencapai hasil evaluasi kinerja yang melampaui target. Oleh sebab itu, penelitian ini bertujuan untuk menjelaskan operasionalisasi cascading dalam balanced scorecard di Sekretariat Direktorat Jenderal yang mengarah pada hasil laporan kinerja DJKN tahun 2017 yang melampaui target. Metode yang digunakan dalam penelitian ini adalah post-positivist, data primer dikumpulkan dengan melakukan wawancara mendalam dan data sekunder didapatkan melalui dokumen serta peraturan terkait untuk dianalisis secara kualitatif. Hasil dari penelitian ini menunjukkan bahwa operasionalisasi cascading di Sekretariat Direktorat Jenderal yang mengarah pada hasil laporan kinerja DJKN tahun 2017 yang melampaui target disebabkan karena sudah terpenuhinya: 1 visi dan misi yang konsisten dengan DJKN 2 memiliki sasaran strategis yang mendukung unit bisnis 3 memiliki sasaran strategis yang memiliki hubungan sebab-akibat 4 penetapan KPI yang relevan dengan sasaran strategis baik di tingkat unit pendukung maupun pelaksana. ......One of Echelon 1 units implementing Kemenkeu One to Kemenkeu Five cascading system in Indonesias Ministry of Finance is the Directorate General of State Assets Managament Direktorat Jenderal Kekayaan Negara henceforth referred as DJKN. Furthermore, DJKN was assigned as the pilot performance based budgeting project in the Ministry based on the Directorates performance in 2017 that exceeded targets. Intriguingly, the operationalization of cascading as strategic management in one of the Directorates supporting units, i.e. Directorate General Secretariat, is the lowest compared to the other units supposedly, chances would have been low for DJKN to exceed the aforementioned targets. Therefore, this study aims to elaborate the operationalization of cascading in balanced scorecard system in the Directorate General Secretariat that led to the DJKNs performance reporting in 2017, in which the institution was deemed as exceeding targets. The study utilizes post positivist methods primary data is gathered using in depth interviews while the secondary data are elicited from the documents and related regulations to be analyzed qualitatively. Results show that the operationalization in the Secretariat led to such reporting due to the fulfillments and existence of several aspects 1 consistent visions and missions with that of DJKN, 2 strategic targets supporting business units, 3 strategic targets with causality relations, and 4 key performance indicators implemented that are relevant to the strategic targets in the supporting and executing units.

Tujuan penelitian ini adalah untuk mengevaluasi pelaksanaan sistem manajemen stratejik pada Divisi Paper Bag di PT X berdasarkan 6 langkah dalam konsep execution premium yaitu develop the strategy, plan the strategy, align the organization, plan operations, monitor and learn, test and adapt. Hasil evaluasi menunjukkan bahwa langkah-langkah tersebut belum sepenuhnya dilakukan oleh perusahaan. Salah satunya adalah proses penyusunan anggaran yang dilakukan secara terpisah dari perancangan strategi objektif dan KPI pada Divisi Paper Bag. Hal ini menunjukkan bahwa anggaran tersebut belum efektif dalam menentukan pencapaian strategi objektif yang dimiliki oleh Divisi Paper Bag.

The research?s objective is to evaluate the implementation of management strategy system at Paper Bag division in X Corporation based on the concept of execution premium which has six stages i.e., develop the strategy, plan the strategy, align the organization, plan operations, monitor and learn, test and adapt. Result shows that those six major stages are not fully executed by the Company. For example, the budgeting process is done separately from division?s strategic objective and KPI planning process. This reveals that the budget is not effective to determine the Paper Bag Division?s achivement to meet the strategy objective.

Sebagai bagian dari perancangan ulang Kawasan Pasar Baru, Sawah Besar Retirement House ditujukan untuk mewadahi permukiman yang diperuntukkan bagi golongan lanjut usia (lansia) yang berada di sekitar wilayah tersebut. Kondisi tapak yang berada di tengah-tengah Kota Jakarta memiliki berbagai macam permasalahan salah satunya adalah cahaya matahari yang cukup terik. Oleh karena itu permasalahan tersebut sangat diperhatikan dan diolah kedalam bentuk yang lebih bermanfaat. Metode solar studies terhadap bangunan dengan bentuk massa dan rentang waktu yang berbeda dipilih untuk menganalisis dan mengatasi masalah tersebut. Solar studies dilakukan dengan menggunakan plugin Insight dalam perangkat lunak Revit. Pertimbangan utama dalam merancang bangunan Sawah Besar Retirement House adalah mengutamakan kenyamanan penghuni dengan berfokus kepada kenyamanan termal. Hal tersebut dapat diraih dengan memaksimalkan penghawaan dan pencahayaan alami dalam bangunan. Terdapat tiga konsep yang diwujudkan dalam perancangan yaitu the brand-new mid-rise retirement housing, menghadirkan suasana landed-housing dalam bangunan bertingkat, dan memaksimalkan penghawaan dan pencahayaan alami. ......As part of the redesign of the Pasar Baru Area, Sawah Besar Retirement House is intended to accommodate settlements for the elderly around the area. The condition of the site which is in the middle of the city of Jakarta has various kinds of problems, one of them is the sunlight that shines all day. Therefore, these problems are highly considered and processed into a more useful form. The solar studies method on buildings with different mass forms and time spans was chosen to analyze and solve these problems. Solar studies were carried out using the Insight plugin in Revit software. The main consideration in designing the Sawah Besar Retirement House building is prioritizing occupant comfort by focusing on thermal comfort. This can be achieved by maximizing natural ventilation and lighting in the building. There are three concepts embodied in the design; the brand-new mid-rise retirement housing, presenting a landed-housing atmosphere in high-rise buildings, and maximizing natural ventilation and lighting.

Tujuan dari penelitian ini adalah untuk mengevaluasi pelaksanaan strategi pada divisi Industrial Engineering di PT X berdasarkan 6 tahapan dalam konsep execution premium yaitu develop the strategy, plan the strategy, align the organization, plan operations, monitor and learn, test and adapt. Perolehan data penelitian ini menggunakan metode studi kasus, dengan data yang digunakan dalam kurun waktu satu tahun selama tahun 2013. Hasil evaluasi menunjukan bahwa tahap-tahap tersebut belum sepenuhnya dilakukan oleh PT X. Salah satunya adalah proses penyusunan anggaran yang dilakukan secara terpisah dari perencanaan strategi objektif dan KPI pada Divisi Industrial Engineering. Hal ini menunjukan bahwa anggaran tersebut belum efektif dalam menentukan pencapaian strategi objektif yang dimiliki oleh Divisi Industrial Engineering. ......The objective of this research is to eveluate the implementation of strategy in  Industrial Engineering Division at PT X based on the concept of execution premium which has six stage i.e., develop strategy, plan the strategy, align the organization, plan operation, monitor and learn, test and adapt. This research is based on the case study in PT X with data analysis done in one year during 2013. Result shows that those six major stages are not fully executed by PT X. For example, the budgeting process is done saparetly from division’s strategic objective and KPI planning process. This reveals that the budget is not effective to determine the achievement of objective strategy belongs to Industrial Engineering Division.

Penelitian ini bertujuan untuk melakukan evaluasi kebijakan Pajak Pertambahan Nilai atas ekspor jasa kena pajak. Penelitian ini menggunakan pendekatan kualitatif untuk memperoleh pemahaman mengenai permasalahan yang diangkat. Untuk memperoleh data yang diperlukan, peneliti melakukan studi lapangan melalui wawancara mendalam dan studi kepustakaan. Hasil penelitian alasan pembatasan 3 (tiga) jenis jasa karena mudah melakukan pengawasan. Prinsip netralitas, menjadikan ekspor sebagai objek PPN dengan tarif 0%. Maka, dapat dilakukan cross border adjustment. Apabila tidak menjadi objek PPN maka Pajak Masukan itu akan menambah harga pokok, sehingga akan melemahkan daya saing. Evaluasi dari kebijakan ini dikaitkan dengan national competitiveness dan cross border adjustment. Maka, tidak berjalan jika tidak disertai dengan kebijakan lainnya yaitu pengembalian pendahuluan. Kebijakan yang tujuannya cross border adjustment agar netral menghindarai cascading effect sehingga mempunyai daya saing yang tinggi itu tidak akan komprehensif.

The purposes of this research is to evaluate Value Added Tax policy on the export of taxable services. This study useda qualitative approach to gain a comprehensive understanding of this topic. In order to obtain data, researcher conducted a field study through depth interview and also literature study.The results of the study limitations grounds 3 (three) types of services because it is easy to supervise. The principle of neutrality, making exports an object VAT at the rate of 0%. Thus, it can be done cross border adjustment. If it does not become the object of the VAT Input Tax that will add to the cost, so it will weaken competitiveness. The evaluation of this policy is associated with the national competitiveness and cross border adjustment. So, do not run if it is not accompanied by other policies that preliminary returns. Policies that aim neutral cross border adjustment in order to avoid a cascading effect that has high competitiveness that will not comprehensive.

PT Pakar Digital Global merupakan sebuah perusahaan penyedia layanan digital invoicing, financing, dan payment. Sebagai perusahaan yang menjadikan teknologi informasi (TI) sebagai alat utama yang menyokong bisnis, maka tujuan, perencanaan dan pengelolaan organisasi perlu selaras dengan tujuan, perencanaan dan pengelolaan teknologi informasi. Tata Kelola TI merupakan sebuah perencanaan, penerapan dan penggunaan TI oleh organisasi agar TI selaras dengan visi, misi dan tujuan organisasi. Masalah yang dihadapi perusahaan adalah rendahnya capaian indikator kinerja perusahaan. Penelitian ini bertujuan untuk memberikan rekomendasi kepada organisasi mengenai pengelolaan tata kelola teknologi informasi yang tepat. Penelitian ini mengumpulkan data secara kualitatif. Kemudian melakukan analisis data menggunakan analysis tools COBIT 2019 yaitu yaitu design factor dan cascading. Kedua toolos ini digunakan untuk memetakan objective area yang akan dilakukan pengukuran seusai dengan karakter perusahaan. Kemudian dilakukan asesmen yang dibuat berdasarkan aktivitas pada proses panduan kerangka kerja COBIT 2019 dan dilakukan validasi terhadap hasil tingkat kapabilitas. IT Governance is the planning, the implementation and the use of IT by the organization so that IT is aligned with the vision, mission and goals of the organization. The problem faced by the company is the low achievement of company performance indicators. This study aims to provide recommendations to organizations regarding the proper management of IT governance. This study collects qualitative data by conducting interviews with five research objects as resource persons. Then perform an analysis using the COBIT 2019 analysis tools, are the design factor and cascading. Then assessments made based on activities in the 2019 COBIT framework guide process and validation of the results of the capability level. This study resulted in the level of information technology governance capability in the company and recommendations for improving IT governance to support decision-making policies within the company.
