Setiap keputusan yang diambil pemerintah apapun bentuknya pasti membawa suatu akibat bagi masyarakat. Akibat tersebut dapat bersifat postif ataupun negatif. Begitu juga dengan keputusan pemerintah mencabut izin trayek bus reguler sebagai akibat dioperasikannya busway koridor IX dan X . Skripsi ini membahas perlindungan hak penumpang bus reguler akibat pencabutan izin trayek bus reguler. Penelitian dalam skripsi ini adalah penelitian hukum normatif dengan menggunakan bentuk penelitian kepustakaan dan melakukan pendekatan analitis.Dalam penelitian ini disimpulkan mengenai latar belakang pencabutan izin, kewenangan pemerintah dalam pencabutan izin dan permasalahan yang dialami konsumen yang diakibatkan dari pencabutan izin trayek bus reguler oleh Pemerintah DKI Jakarta. Hasil penelitian ini berupa analisis hak konsumen yang dirugikan akibat pencabutan izin trayek dan upaya hukum atas masalah tersebut.

ABSTRACT
Any decisions taken by the gozvernment in any form must be brought to the result for the people. The result can be either positive or negative. It is also the decision of the Government to revoke the permission of the regular route bus, as a result of the operation of the corridor routes of buses IX and X. This thesis discusses the protection of regular bus passengers due to revocation of a regular bus route permit. The study of this thesis is a normative legal study with the research library of forms and the analytical approach. The study concluded about background revocation, government authority on the permit revocation and problems experienced by consumers as a result of the revocation of regular bus routes permit by the Government of the DKI Jakarta. The results of this form is an analysis on the rights of consumers suffered because of the revocation of the permit route and the remedies for the problem.

Abstrak :
Dioperasikannya Bus Transjakarta koridor IX oleh Pemerintah Provinsi DKI. Jakarta menyebabkan dihapusnya trayek bus reguler yang bersinggungan 50% atau lebih dengan jalur Bus Transjkarta koridor IX. Untuk itu perlu dilakukan analisa mengenai dampak penghapusan trayek bus reguler akibat beroperasinya Bus Transjakarta koridor IX tersebut terhadap penumpang. Dampak-dampak yang dianalisa anatara lain, pola perjalanan, biaya total perjalanan, waktu total perjalanan, waktu tunggu bus, kenyamanan dan keamanan menggunakan bus sebelum dan sesudah dihapusnya trayek bus reguler. Untuk mengetahui dampaknya terhadap responden digunakan metode analisa deskriptif dan Uji Hipotesis-Z. Dari analisis tersebut didapat bahwa penghapusan trayek bus reguler berdampak pada waktu total perjalanan, waktu tunggu bus, kenyamanan dan keamanan.

The operation of the corridor IX Bus Transjakarta that is operated by the provincial governments of DKI Jakarta, has led to the elimination of the regular bus routes which the routes is intersect with 50% or more corridor IX Transjakarta Bus lane. From that cause, we need to do an impact study of the operation Bus Transjakarta corridor IX Pinang Ranti-Pluit to Elimination of regular Bus route on the passengers. The impacts that we need to analyze such as, travel patterns, total cost for the bus trip, total time for the bus trip, bus waiting time, comfort and safety of using the bus before and after the elimination of the regular bus routes. To determine its impact on the respondents, we use descriptive analysis method and Hypothesis Test-Z. From the analysis we will find that the elimination of regular bus routes has an impact on the total time for the bus trip, bus waiting time, comfort and safety.
