ABSTRAK
Archaeological researches in southeast coast of Sumatra find archaeological prove of Srivijaya era (7-13 AD). Settlement sites located along tidal swamp rivers near shoreline. Srivijaya communities lived on house on stilts from wood on the wetlands. The artifacts came from aboard, eg. Chinese ceramics, beads from India and glasses from Persian found with local artifacts. Also found boats of Southeast Asia tradition use sewn plank and lashed-lug technique. These artifacts represent maritime activities in southeast coast of Sumatra. Estimated southeast coast of Sumatra, which facing Strait of Bangka, is an archaeological settlement area of Srivijaya and also pre Srivijaya periods. This one have the harbour and the port. This paper tried to identify one of the archaeological settlement area which estimated as an entreport of Srivijaya period. This area located in Bay of Cengal, District of Ogan Komering Ilir, Province of South Sumatra. Remains of activity area concentrated in Lumpur River basin and empties into Java Sea. Identification an archaeological settlement area in Bay of Cengal based on archeological data analysis, textual and maps resources, environment and position of Bay of Cengal in global maritime networks of Srivijaya

UPT BTPI merupakan salah satu UPT di lingkungan Dinas Peternakan, Perikanan dan Kelautan Propinsi DKI Jakarta yang salah satu fungsinya melakukan pelayanan jasa sarana perbaikan kapal dan sarana penangkapan ikan, yang meliputi pelayanan perawatan dan perbaikan (docking) kapal ikan. Pelanggan pelayanan perawatan dan perbaikan (docking) kapal ikan berdomisili di Jakarta maupun Luar Jakarta. Kapal ikan yang dilayani beragam ukuran mulai dari ukuran terkecil di bawah 5 GT sampai yang terbesar berukuran 200 GT. Permasalahan yang ada dapat disederhanakan dengan perumusan : 'Bagaimana kualitas pelayanan perawatan dan perbaikan (docking) kapal ikan di UPT BTPI Muara Angke dan bagaimana cara meningkatkan kualitas pe/ayanannya dalam rangka meningkatkan kepuasan pelanggan?' Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis : a) tingkat kepuasan pelanggan, b) kualitas pelayanan perawatan dan perbaikan (docking) kapal ikan di UPT BTPI, dan c) faktor apa yang diduga mempengaruhi serta upaya yang dapat diterapkan untuk meningkatkan pelayanan perawatan dan perbaikan (docking) kapal ikan di DKI Jakarta. Model yang digunakan untuk menganalisis kualitas pelayanan menggunakan teori 5ervqual yang terdiri dari lima dimensi yaitu Tangibles, Reliability, Responsiveness, Assurance, dan Empathy. Analisis data meliputi uji reliabilitas, uji validitas, pengukuran tingkat kepuasan dan analisis faktor. Teknik pengambilan data yang digunakan adalah penyebaran kuesioner pada pelanggan pelayanan perawatan dan perbaikan (docking) kapal ikan di UPT B"IPI sehingga didapatkan 150 responder sebagai sampel data penelitian. Hasil analisis data penelitian menunjukkan 55,78% pelanggan mempunyai persepsi agak puas atas pelayanan docking, 70,53% pelanggan mengharapkan puas atas pelayanan docking yang diterima, dan 64,25% pelanggan mengatakan penting atas pelayanan yang diberikan. Dimensi responsiveness memiliki kesenjangan kualitas pelayanan terendah (-0,4400) sedangkan dimensi langrblesmemiliki kesenjangan kualitas pelayanan tertinggi (-1,1084). Bila dilihat dari persentase tingkat kepuasan pelanggan maka dimensi responsiveness memiliki persentase tingkat kepuasan tertinggi (90,71%) dan dimensi tangibles memiliki persentase tingkat kepuasan terendah (76,11%). Berdasarkan analisis faktor terbentuk 4 faktor baru yang diduga mempengaruhi kualitas pelayanan perawatan dan perbaikan (docking) kapal ikan di UPT BTPI, yaitu : (1) Faktor fisik, yang berkaitan dengan peralatan dan sarana yang mendukung pelayanan; (2) Faktor kehandalan pegawai, yang dipengaruhi oleh dimensi reliability, (3) Faktor perhatian pegawai, yang dipengaruhi oleh dimensi empathy, dan (4) Faktor jaminan dan daya tanggap pegawai, yang dipengaruhi oleh dimensi assurance dan responsiveness Dari hasil peneiitian ini diharapkan UPT BTPI dapat memberikan perhatian yang lebih besar terhadap keempat faktor tersebut dalam merencanakan strategi untuk meningkatkan kualitas pelayanan kepada pelanggan.
Analysis Of Service Quality With Docking Fishing Boats. Case Study in Technical Operation Unit of Fish Catching Technology Office (UPT BTPI) Department for Livestock, Fisheries and Marine Affairs on the Jakarta Provincial Government UPT BTPI is a Technical Operation Unit under Department for Livestock, Fisheries and Marine Affairs on the Jakarta Provincial Government. One of its jobs is to provide services for docking fishing boats from Jakarta and elsewhere, available for small boats with 5 GT in weight to the biggest boats which weigh in at 200 GT. Problems occurs in UPT BTPI can be summarized into questions : `How is quality of service provided by UPT SiPT Muara Angke in docking and ho w to improve service quality to meet customer satisfaction?. The study, then, attempts to identify and analysis : a) level of customer satisfaction, b) service quality provided by UPT BTPI in docking fishing boats, and c) factor influenced in service quality and suggestions applied to improve service in docking of fishing boats in Jakarta. Models used to analysis service quality based on the SERVQUAL theory with its five dimensions Tangibles, Reliability, Responsiveness, Assurance, dan Empathy. Data obtained through questionnaires from 150 respondents of docking service customers, were developed into reliability and validity test, measurement of satisfaction level. Results indicates that 55,78% of customers perception are rather satisfied with docking service, 70,53% customers expectation are satisfaction in docking they obtained, and 64,25% customers consider service provided is important. The dimension responsiveness have lowest service quality gap (-0,4400) while the dimension tangibles have highest service quality gap (-1,1084). When seen from percentage of satisfaction, dimension of responsiveness have highest percentage satisfaction (90,71%) and dimension of tangibles have lowest percentage satisfaction (76,11%). Factors analysis generates 4 new factor influenced in service quality with docking fishing boats in UPT BTPI, the labeled as : (1) Physical factor, influenced by tangibles dimension and related to infrastructure and facilities of services; (2) Personnel reliability factor, influenced by reliability dimension; (3) Personnel empathy factor, generated from dimension of empathy, and (4) Personnel assurance and responsiveness factor, extracted from assurance and responsiveness dimensions. In this regard, the study contends that UPT BTPI will pay more attention to these four factors as a strategy to improve service quality to customers.

Tesis ini membahas mengenai bagaimana implementasi Sertifikasi HAM Perikanan guna melindungi hak-hak pekerja pada usaha perikanan di Indonesia. Adapun beberapa lokasi penelitian yang dipilih untuk mengkaji dan menganalisis sejauh mana Sertifikasi HAM Perikanan telah diimplementasikan yakni di Pelabuhan Perikanan Samudera Belawan Medan, Pelabuhan Perikanan Nizam Zachman Jakarta, Pelabuhan Perikanan Pantai Tegalsari Tegal, dan Pelabuhan Benoa Bali. Oleh karena itu, metode penelitian yang digunakan dalam penulisan hukum tesis ini adalah normatif-empiris/normatif terapan (applied law research), yakni mengkaji pelaksanaan atau implementasi ketentuan hukum positif secara faktual pada peristiwa hukum tertentu yang terjadi dalam masyarakat guna mencapai tujuan yang telah ditentukan. Berdasarkan hasil penelitian, disimpulkan bahwa Sistem dan Sertifikasi HAM Perikanan belum diimplementasikan. Banyak hak-hak dasar pekerja/buruh maupun awak kapal perikanan/nelayan pada usaha perikanan yang belum dipenuhi. Berdasarkan kesimpulan, penulisan hukum tesis ini merekomendasikan beberapa hal terhadap para pemangku kepentingan maupun pihak-pihak terkait yakni segera dibentuknya tata kerja dari Tim HAM Perikanan, pemerintah perlu meratifikasi Konvensi ILO 188 tentang Pekerjaan dalam Penangkapan Ikan, perlu adanya koordinasi lintas kementerian untuk mengimplementasikan Sistem dan Sertifikasi HAM Perikanan, serta perlu adanya kerja sama baik secara bilateral maupun regional antara Pemerintah RI dengan negara bersahabat lainnya guna memberantas isu slavery at sea mengingat isu ini merupakan isu lintas batas negara. ......This thesis focuses on how to implement Fisheries Human Rights Certification to protect workers’ rights in fisheries industries in Indonesia. The research locations selected to study and analyze the extent to which the Fisheries Human Rights Certification has been implemented are, among others, Belawan Oceanic Fishing Port (Medan), Nizam Zachman Fishing Port (Jakarta), Tegalsari Coastal Fishing Port (Tegal), and Benoa Port (Bali). Therefore, the research method used in thesis is normative-empirical/applied law research, which is to review the application or implementation of factually positive legal provisions on certain legal events occurring in the community in order to achieve predetermined goals. Based on the results of the study, it is concluded that the Fisheries Human Rights System and Certification have not been implemented. There are many basic rights of workers/laborers and crews of fishing boats/fishermen in fisheries sector which have not been fulfilled. Based on the conclusions, the thesis recommends a number of things to stakeholders and related parties such as immediate establishment of the Fisheries Human Rights Team’s work procedures, government’s ratification of ILO Convention 188 on Work in Fishing, the need for inter-ministerial coordination to implement the Fisheries Human Rights System and Certification and the need for bilateral and regional cooperation between Indonesian Government and other friendly States to eradicate the issue of slavery at sea considering that this is a cross-border issue.

ABSTRAK This study, titled ""Pasang Surut Pelayaran Perahu Rakyat di Pelabuhan Banjarmasin, 1880- 1990"" (The Ebb and Flow of Prahu Shipping in Banjarmasin Port, 1880-1990), is focused on the activities of prahu shipping in Banjarmasin port in its shipping network with surrounding ports. The objectives of this study are (1) to describe the responses of prahu fleets to the changes in technology of sea transportation (steam ship, motorization, container ship, and crane) which go along with the changes in economic and politic affairs and also with the government's policy between 1880 up to 1990 in Banjarmasin port, and (2) to describe the position of Banjarmasin port in the growth of prahu shipping network in surrounding area. To describe the responses of prahu fleets to the technological as well as economical and political changes, I use a Campo's concept about the impacts of a new technology on the old one. According to him, the diffusion of a new technology will bring about four options to the users of the old one. The first, they try to adopt it. The second, they try to adapt to it: while using the old technology, they benefit from the rise in productivity and the spill-over of opportunities which often follow in the wake of technological innovation. The third, if there are no such opportunities, they maybe force to relocate their activities to some peripheral area. The fourth, if there seem to be no such opportunities for continuation, they exit and tryto do another enterprise. In this study, I propose two assumptions. The first, prahu shipping in Banjarmasin port still exists in coping with challenges of modernization because of some enabling factors: (a) the productions from hinterland such as rubber, wood, rattan etc. and handicrafts like tikar purun are plentiful, (b) prahu fleets have their own customers i.e. the small traders, (c) the flexibility of prahu fleets in loading and unloading cargo (it can load various cargo in a simple way and cheap cost. The second, the responses of prahu fleets to the new technology (steam ship, container, crane) are: (a) adaptation i.e. prahu fleets can benefit the chances the new technology brings, and (b) semirelocation i.e. prahu fleets expand their activity to the peripheral area, without retreat from the core area (Banjarmasin port), in order to get cargo. In 1880s to 1942 the existence of prahu shipping faced some challenges and changes i.e. new technology (steam ship), crisis of world economy, and war politic of Japan. The responses were at first competition with the steam ships of KPM and then adaptation (1880s to 1920s). When the steam ships of KPM collapsed for a while in the early of 1930s because of Economic Depression, prahu fleets revived, especially when the prahu shipping organization (ROEPELIN) was established 1935. In the early of 1940s, however, it decreased because the invasion of Japan in Indonesia. In the period of 1942 up to 1964, the prahu shipping was not in good condition because of war (up to the end of 1940s) and the political and economical unrest (1950-1957). It had actually chance to revive at the end of this.

Indonesia merupakan negara kepulauan dengan wilayah laut yang sangat luas. Oleh karena itu, peningkatan keamanan wilayah laut Indonesia menjadi salah satu fokus pemerintah Indonesia untuk menjaga wilayah laut Indonesia melalui pembuatan kapal patroli. Duct Vane merupakan sebuah inovasi baru yang dapat digunakan pada kapal patroli. Inovasi ini menggabungkan prinsip Wake Equalizing Duct WED dengan Hydrofoil. Wake Equalizing Duct terdiri dari dua duct aerofoil nozzle berbentuk setengah lingkaran yang dipasang pada dua bagian dibelakang kapal dan berada di depan propeller. Dan Hydrofoil merupakan komponen sejenis sayap pesawat terbang yang digunakan di kapal laut. Penelitian ini bertujuan untuk mengetahui performa Duct Vane yang diaplikasikan pada kapal patroli dengan mengamati parameter hidrodinamis pada Duct Vane. Penelitian ini dilakukan dengan simulasi menggunakan program Computational Fluid Dynamics.
Indonesia is an archipelagic country with a vast sea territory. Therefore, increasing the safety of Indonesia 39 s marine areas is one of the focus of the Indonesian government to safeguard Indonesia 39s marine territory through patrol boat making. Duct Vane is a new innovation that can be used on patrol boats. This innovation uses the principle of Wake Equalizing Duct WED with Hydrofoil. Wake Equalizing Duct consists of two semi circular aerofoil nozzles duct mounted on two sections behind the vessel and is in front of the propeller. And Hydrofoil is a component like the wings of aircraft used on ships. This study aims to determine the Duct Vane applied to the patrol boats with parameters of hydrodynamic parameters in Duct Vane. This research was conducted by using Computational Fluid Dynamics program.

Pesan yang dimaksud adalah sebuah informasi hasil interpretasi suatu koleksi yang akan disampaikan kepada pengunjung. Koleksi yang menjadi objek penelitian adalah koleksi perahu tradisional Nusantara yang berada di gedung C Museum Bahari. Penelitian ini adalah penelitian kualitatif yang menggunakan teori museologi untuk konsep permuseuman dan koleksi serta teori komunikasi (teori produksi pesan dan teori penyajian pesan) untuk menganalisis objek agar menghasilkan pesan yang akan diterima pengunjung. Pesan yang disampaikan adalah pesan mengenai teknologi yang digunakan pada perahu tradisional Nusantara. Hasil penelitian ini adalah sebuah produk berupa informasi tekstual dan informasi visual yang dituliskan pada label dan media informasi lainnya. ...... This thesis explains about the process of resulting a message of museum collections. The message which is explained here is an information of interpretation result of a collection that will be delivered to visitors. The object of research is Nusantara's traditional boats collections which is located in building C Museum Bahari. This research is a qualitative research which use museology theory for museum concept and collections, and also communication theory (message production theory and message presentation) for analyzing the object that resulting a message which will be received by visitors. The message which will be delivered is a message about technology that is used in archipelago traditional boats. The result of this research is a product implemented in textual and visual information which is written in labels and other media.
