Tesis ini membahas mengenai penerapan safeguards berupa Bea Masuk Tindakan Pengamanan (BMTP) terhadap impor produk kertas dan kertas karton dilapisi, tidak termasuk kertas uang sebagai upaya melindungi industri dalam negeri ditinjau dari persyaratan yang diatur dalam ketentuan safeguards dan pertimbangan kepentingan nasional. Penelitian ini bersifat yuridis normatif dan preskriptif. Hasil penelitian menyimpulkan bahwa penerapan safeguards terhadap impor produk tersebut telah sesuai dengan persyaratan yang diatur dalam ketentuan safeguards dan memenuhi unsur pertimbangan kepentingan nasional. Berdasarkan data impor tahun 2015? 2016 dapat disimpulkan bahwa penerapan BMTP bagi produk tersebut cukup mampu mengurangi lonjakan impor

ABSTRACT
This thesis discusses the application of safeguards (BMTP) against imports of coated paper and paperboard in an effort to protect domestic industries in terms of the requirements stipulated in the provisions of safeguards and considerations of national interests. This study is normative and prescriptive. The study concluded that the application of safeguards against imports of the product complies with the requirements set out in the provisions of safeguards and meet the elements of national interest considerations. Based on data of imports in 2015- 2016 it can be concluded that the application of BMTP is quite capable of reducing imports surge.
