Penggunaan suplemen makanan saat ini telah menjadi suatu gaya hidup di kalangan masyarakat modern. Tujuan dari penggunaan tersebut dapat beragam, seperti untuk memenuhi nutrisi yang dibutuhkan tubuh ataupun digunakan sebagai suplemen binaraga. Namun timbul suatu masalah yakni beredarnya suplemen makanan yang tidak memiliki izin dari Badan Pengawas Obat dan Makanan (POM). Skripsi ini akan membahas mengenai pelanggaran apa saja yang dilakukan oleh pelaku usaha yang melakukan peredaran suplemen makanan tanpa izin Badan POM berdasarkan Undang-Undang No. 8 Tahun 1999 tentang Perlindungan Konsumen serta peraturan perundang-undang lain yang terkait. Lalu akan dibahas sanksi-sanksi apa saja yang dapat dikenakan terhadap pelaku usaha yang melakukan pelanggaran serta upaya hukum apa yang dapat dilakukan oleh konsumen yang mengalami kerugian akibat mengkonsumsi suplemen makanan yang diedarkan oleh pelaku usaha. ......The use of dietary supplements has now become a way of life in modern society. The purpose of such use can be varied, such as to meet the nutritional needs of the body or used as bodybuilding supplements. But a problem arises that the circulation of dietary supplements that do not have permission from the Food and Drug Supervisory Agency. This thesis will discuss any offense committed by business actors perform without a permit circulation of food supplements based Act No. 8 of 1999 on Consumer Protection Act and other legislation related. Then will discuss any sanctions that may be imposed against businesses that commit violations and remedy what can be done by consumers who suffered losses as a result of taking dietary supplements distributed by businesses

Praktek Kerja Profesi di Badan Pengawas Obat dan Makanan Republik Indonesia bertujuan untuk memahami peranan, tugas dan tanggung jawab apoteker, memiliki pengetahuan tentang tupoksi, memiliki wawasan, pengetahuan, keterampilan dan pengalaman praktis melakukan pekerjaan, memiliki gambaran nyata tentang permasalahan kefarmasian di Badan POM RI. Tugas khusus yang diberikan berjudul Strategi Penilaian Keamanan Pangan Olahan dalam Menyambut MEA (Masyarakat Ekonomi ASEAN). Tujuan dari tugas khusus ini adalah untuk mengetahui strategi yang dilakukan Badan POM RI pada penilaian keamanan pangan dalam menyambut Msyarakat Ekonomi ASEAN (MEA). Peran, tugas dan tanggung jawab apoteker di Badan Pengawas Obat dan Makanan ialah melakukan regulasi, standardisasi, dan sertifikasi produk makanan dan obat mulai dari aspek pembuatan, penjualan, penggunaan dan keamanan makanan, obat-obatan, kosmetik dan produk lainnya di masyarakat. Peningkatan kinerja dari sumber daya yang terdapat di Direktorat Penilaian Keamanan Pangan dapat dikembangkan lagi untuk strategi ke depan seiring adanya Masyarakat Ekonomi ASEAN (MEA).
Professional Internship at Badan Pengawas Obat dan Makanan Republik Indonesia aims to understand the assignment and responsibility of pharmacists; has the knowledge, skills, and practical experience to carry out the practice of pharmacists at Badan POM RI. The special assignment that is given is entitled The Assessment Safety Food Strategic to Receive ASEAN Economic Community (AEC). The aims of this special assignment is to understand the strategical of safety food assessment at Badan POM to receive ASEAN Economic Community. The assignment and responsibility of pharmacist in Badan POM RI is make the regulation, standardization and sertification of food products and medicine from manufacturing aspect, saling, using and safety of food, medicine, cosmetic and other in community. The increase of human working in Direktorat Penilaian Keamanan Pangan can be explored to the next stategic along with ASEAN Economic Community Era.

Pelayanan kesehatan di rumah sakit kepada masyarakat memerlukan tenaga kesehatan, salah satunya adalah Apoteker. Apoteker memiliki tugas dalam melakukan praktik pekerjaan kefarmasian di rumah sakit yang berpartisipasi langsung sebagai profesional yang memahami mengenai obat dan alat kesehatan. Selain itu, Apoteker profesional juga memiliki fungsi penting di Apotek sebagai penanggung jawab Apotek untuk menyalurkan obat yang berkhasiat, bermutu, dan aman. Penyaluran obat tersebut diregulasi oleh Badan POM, sehingga Apoteker profesional harus memiliki pengetahuan dan pengalaman yang berkaitan dengan Badan POM. Untuk menjadi apoteker yang profesional sebelum masuk dunia kerja, perlu adanya pengalaman dalam bentuk praktik kerja profesi apoteker sebagai modalnya. Praktik Kerja Profesi Apoteker dilaksanakan di Rumah Sakit Universitas Indonesia (RSUI) periode Januari – Februari 2022, Badan POM periode Maret 2022, dan Apotek Kimia Farma Margonda periode Mei 2022. Melalui proses PKPA tersebut, calon apoteker profesional diharapkan mendapatkan wawasan, pengetahuan, keterampilan, dan pengalaman baru yang tidak ditemukan di luar PKPA dan menjadi bekal dan modal yang sesuai dalam melakukan pekerjaan kefarmasian. ......Health services in hospitals to the community require health workers, one of which is a pharmacist. Pharmacists have a duty to doing practice pharmacy in hospitals that participate directly as professionals who understand drugs and medical devices. In addition, professional pharmacists also have an important function in pharmacies as the person in charge of pharmacies to distribute drugs that are efficacious, quality, and safe. The distribution of these drugs is regulated by the FDA, so professional pharmacists must have knowledge and experience related to the FDA. To become a professional pharmacist before entering the world of work, it is necessary to have experience in the form of working practice as a pharmacist. The Professional Pharmacist Practice is held at the University of Indonesia Hospital (RSUI) for the period January – February 2022, the FDA for the March 2022 period, and Kimia Farma Margonda Pharmacy for the May 2022 period. Through the PKPA process, prospective professional pharmacists are expected to gain insight, knowledge, skills, and new experiences that are not found outside of PKPA and become appropriate provisions and capital in carrying out pharmaceutical work.

Entry barrier is decrease progressively in era globalization. Because of that quality of product and sen/ice must been takencare. Total of Quality Management ( TQM) represent management quality of service which cannot be disregarded, considering society claim govemment organization have to become servant, government organization must became steward to serve entrepreuner and society because our entrepreneur and society want get service from government organization quick, accurate and trusted.

National Agency of Drug and Food Control (NADFC) since year 2001 have intended to implement good service program which in line with TQM, but in its applying still face some constraint so that good service able to satisfied customer/ client not yet fully can be executed. To know how far applying of TQM and constraints faced and why service not doing better its need research scientifically. Leadership, Komitmen, Process and Product in Organization is to represent very important organizational pillar in applying of TQM (ISO 9000). which must evaluate continually that because of staff and head in band quality control of narcotic and psikotropic are beiing sample population I tne research each officer work with profesional speed, credible as according to organizational culture of NADFC so satisfaction of customer/client can be reach. Sampel determined with technique of Non Probability Sampling Purposive That mean Sampel have been determined owning certain specification and strata with use kuesioner.That kuesioner are full with quesition and andswer with use likert scale disseminating containing kuesioner of question with answer by using likert scale, result of kuesioner analysed correlationly doubled regresi and constructively SPSS program 11.5 Result of research to Leadership factors, Komitmen, Process and Product in Organization is to represent Organizational Pillar according to in TQM theory have strong relation with Satisfaction of customerlclient, and although in general the quality of service have good but still a lot need improvement and repair. From is fourth of the factor which most having an effect on is leadership

Constraints which still faced among others is Leadership which not yet is fully executed second, total quality execution still not yet fully become head komitmen head and staf that still found by oflioer give less dissatisfactory and non professional service to the customer/ client, third is less looked after by is facilities and basic facilities so that not yet futilled of short examination time According to TQM theory tht is new paradigm, head have to assume subordinate is cutomer/client which must be listened by sigh and hislits suggestion so that reaching of communications which either through horizontal and is vertical.Thats fourth of factor above in the reality most having an effect on in satisfaction of customer/client is leadership. lf leadership have been executed bette, officer will work hardly and hold responsible and have komitmen to be able to fulfill short time which specified by NADFC and service as according to quality service so that can reach by satisfaction in NADFC.

Praktik kerja profesi di Biro Hubungan Masyarakat dan Dukungan Strategis Pimpinan Badan Pengawas Obat dan Makanan Periode Bulan Maret 2018 bertujuan untuk memahami peran, tugas, tanggung jawab apoteker di Badan POM, dan memiliki pengetahuan tentang tugas pokok dan fungsi Badan POM. Selain itu calon apoteker juga dapat memiliki gambaran nyata tentang permasalahan pekerjaan kefarmasian di pemerintahan, memiliki wawasan, pengetahuan, keterampilan, dan pengalaman praktis untuk melakukan pekerjaan kefarmasian di pemerintahan. Industri periklanan Indonesia terus mengalami perkembangan seiring dengan persaingan bisnis yang semakin ketat. Berbagai cara dilakukan pemasar demi menaikkan penjualan, termasuk dengan menyewa jasa celebrity endorser . Penggunaan jasa celebrity endorser banyak ditemukan pada online shop di media sosial Instagram. Tulisan ini berfokus menganalisis etika dan aturan iklan pada empat iklan produk kosmetika yang diiklankan oleh selebgram Anya Geraldine dan Shannon Gabriella. Regulasi yang dianalisis adalah Etika Pariwara Indonesia dan aturan Badan POM mengenai iklan kosmetika. Berdasarkan pengamatan, terdapat beberapa indikasi pelanggaran yang dilakukan oleh Anya Geraldine dan Shannon Gabriella beserta online shop yang menyewa jasa mereka. Pelanggaran ini di antaranya: dua produk kosmetika tidak memiliki izin edar Badan POM, melanggar aturan klaim kosmetika, dan melanggar ketentuan mengenai testimony . Selain pelanggaran iklan produk kosmetika, ditemukan juga iklan produk suplemen kesehatan yang masuk dalam kategori obat. Iklan produk suplemen kesehatan ini tidak hanya melanggar Etika Pariwara Indonesia dan aturan Badan POM karena tidak memiliki izin edar, tapi juga melanggar Peraturan Menteri Kesehatan terkait dengan penggunaan alat kesehatan yang tidak dilakukan oleh tenaga kesehatan.Kata Kunci: Iklan kosmetik, Selebgram, Etika Pariwara Indonesia, Peraturan Badan POM
ABSTRACT
Advertising industry in Indonesia continues to develop along with the increasingly tight business competition. Marketers do many strategies to increase sale, including hiring celebrity endorser. The appearance of celebrity endorser found in many online shops in social media, such as Instagram. This paper focuses on analyzing the ethics and regulations of advertising on four cosmetics ads advertised by selebgram Anya Geraldine and Shannon Gabriella. Ethics and regulations of the advertising reffer to Etika Pariwara Indonesia and cosmetics ads regulations by Badan POM. Based on obsevations, there are several violations indications committed by Anya Geraldine and Shannon Gabriella along with online shops that hire their services. These violations include: two cosmetics products do not have Badan POM authorization license, violate cosmetics claim, and violate rules about testimony. Further observations also found ads of health supplement products in drugs category. The ads of this health supplement products not only violate Etika Pariwara Indonesia and Badan POM regulations for not having authorization license, but also violate the regulations of the Ministry of Health related to the use of medical equipment not by health personnel.Keywords: Cosmetic ads, Selebgram, Etika Pariwara Indonesia, Badan POM regulations

Badan Pengawas Obat dan Makanan sebagai organisasi pelayanan publik telah mendapatkan sertifikasi ISO 9001:2008. Kemudian dirasakan bahwa ISO 9001:2008 lebih menitikberatkan pembuktian kepatuhan terhadap standar dan belum mengakomodasi kebutuhan Badan POM akan pemenuhan ekspektasi pelanggan serta peningkatan kinerja organisasi secara berkelanjutan. Oleh karenanya penerapan TQM, konsep manajemen kualitas yang lebih luas penting untuk dikembangkan. Meskipun disadari penerapannya di sektor publik memerlukan adaptasi dan modifikasi. Penelitian bertujuan mengetahui faktor-faktor yang menjadi hambatan dalam implementasi TQM sebagai pengembangan dari penerapan ISO 9001:2008 serta mempertimbangkan strategy improvement yang dapat dilakukan. Penelitian mereplikasi model yang dikembangkan Ngai dan Cheng (1995), menggunakan kuesioner dengan bentuk pertanyaan tertutup dengan jawaban skala likert lima poin. Responden ditentukan dengan menggunakan teknik purposive sampling. Data dari 266 responden kemudian dilakukan uji reliabilitas, uji validitas, uji korelasi, dan uji regresi berganda dengan menggunakan bantuan software SPSS versi 14. Penelitian mendapatkan hasil faktor hambatan dengan koefisien regresi infrastruktur -0,401, manajerial -0,338, dan organisasional -0,229 bersama-sama mempengaruhi penerapan TQM dengan koefisien korelasi majemuk sebesar 0,708 dengan R square senilai 0,501. Kenaikan nilai faktor hambatan akan diikuti penurunan nilai penerapan TQM. Sehingga model penelitian ini berhasil mengidentifikasi faktor penghambat penerapan TQM di Badan POM. ...... And then felt that ISO 9001:2008 emphasizes adherence to proof of compliance with standards and not yet accommodate the needs to fulfillment of customer expectations and sustainable organizational performance improvement. Therefore the implementation of TQM, the concept of a broader quality management essential to develop. Although it was realized that the implementation in the public sector require adaptation and modification. The study aims to understand what factors that become barriers on implementing the concept of TQM and consider the improvement strategy to do. Research replicate the model developed by Ngai and Cheng (1995), using a questionnaire with closed-form questions with answers five-point Likert scale. Respondents determined using purposive sampling technique. Data from 266 respondents were then conducted a reliability test, validity test, correlation test, linearity test, and regression test using SPSS statistical software version 14. Obtain research results the infrastructure, managerial, and organizational barrier factors jointly affect the implementation of TQM with correlation coefficient of 0.708 with a compound R square of 0.501. Infrastrukture coefficiean regression -0,401, managerial -0,338, and organisational -0,229. The increase in the value of barriers factor would be followed by decrease in the value of the implementation of TQM. So that the model is able to identify barriers factor the implementation of TQM in the NADFC.

Indonesia harus memiliki sistem pengawasan obat dan makanan yang efektif dan efisien yang mampu mendeteksi, mencegah dan mengawasi produk termaksud untuk melindungi keamanan, keselamatan dan kesehatan masyarakat. Untuk itu dibentuk Badan POM yang memiliki jaringan serta kewenangan penegakan hukum dan memiliki kredibilitas profesional yang tinggi. Praktek Kerja Profesi yang dilaksanakan di Badan POM bertujuan untuk memahami tugas, fungsi, serta ruang lingkup kegiatan dari institusi pemerintah di bidang pengawasan obat dan makanan, khususnya di Direktorat Pengawasan Distribusi Produk Terapetik dan Perbekalan Kesehatan Rumah Tangga. Dengan demikian calon Apoteker dapat memiliki pengetahuan, keterampilan, dan pengalaman nyata mengenai pekerjaan pemerintahan di Badan POM.
ABSTRACT
Indonesia should have an effective and efficient drug and food control system with capability to detect, prevent and control such products in order to protect the consumers security and health. Therefore, National Agency of Drug and Food Control is established with a networking, authority to conduct law enforcement and highly credible professionalism. The internship at NA-DFC was aimed to understand the duties, functions, and roles of NA-DFC, specifically at Direktorat Pengawasan Distribusi Produk Terapetik dan Perbekalan Kesehatan Rumah Tangga. Therefore, the pharmacist would have extensive knowlege, insight, and good practical experience of NA-DFC.

Kehidupan modern masyarakt saat ini tidak hanya menuntut mobilitas yang tinggi tetapi juga nilai-nilai kecantikan dan keindahan terhadap penampilan. Keinginan manusia khususnya wanita untuk tampil sempurna dimanfaatkan oleh sekelompok pelaku usaha dengan memperdagangkan kosmetik impor yang tidak memiliki izin edar kepada masyarakat, sehingga tampak bahwa produk yang ditawarkan memiliki harga yang lebih murah din=bandingkan kosmetik yang memiliki izin edar resmi. Ketentuan tentang pemasukan kosmetik diatur dalam Keputusan kepala Badan POM tnentang Pengawasan Pemasukan Kosmetik. Dalam penelitian ini digunakan metode penelitian hukum normatif yaitu penelitian terhadap aturan-aturan hukum tertulis dengan menggunakan studi kepustakaan dan wawancara. Dalam Undang-Undang Nomor 8 Tahun 1999 Tentang Perlindungan Konsumen tidak ada pengaturan secara eksplisit mengenai kosmetik impor. Namun demikian, ketentuan Pasal 8 ayat (1) huruf a Undang-Undang Nomor 8 Tahun 1999 Tentang Perlindungan Konsumen dapat digunakan untuk menjerat atau memberikan konsekuensi hukum terhadap pelaku usaha yang memperdagangkan produk kosmetik tanpa memiliki izin edar. Agar kepentingan konsumen dapat terlindungi secara sempurna oleh sebab itu diperlukan pengaturan secara spesifik dan tegas di dalam Undang-Undang Nomor 8 Tahun 1999 Tentang Perlindungan Konsumen kosmetik impor. ......In modern life today's, societies required not only high mobility but also the value of beauty and appearance. Human desire to be perfect, especially woman have been exploited by a group og business actors with trade in imported cosmetics that did not have the authorization to the public, so its look like their product cheaper than the others one. The regulations about cosmetic import arranged in the Decree of Head of National Agency of Drug and Food Control of RI. In this research, it used the normative law research that is research of written law which based research on literature and interviews. The act No. 8 of 1999 on Consumer Protection there is no explicit regulation of the import cosmetic. However, the provisions of Article 8 paragraph (1) of the act No. 8 of 1999 on Consumer Protection can be used to deceive or give legal consequences to business that sell import cosmetic without authorization. In order to protect consumers' interests perfectly, it is necessary to arrange specifically and explicitly in the Law No. 8 of 1999 on Consumer Protection regarding import cosmetic.
