Abstrak :
Tujuan dari tesis ini adalah untuk mengetahui sejauh mana penggunaan teori Structural Adjustments dalam sebuah State. Contoh kasus yang diambil adalah ketika pemerintah RI menandatangani MoU Microsoft - RI. Penandatangan MoU Microsoft ? RI bisa dikatakan sebagai event yang monumental, karena satu merupakan aktor Negara dan satu lagi merupakan aktor non Negara. Di sisi lain, Indonesia sebagai negara diharapkan untuk segera mengambil langkah yang terbaik untuk kepentingan nasionalnya dan juga tetap menjadi warga dunia yang bertanggungjawab dengan mengikuti Rezim Internasional. Oleh karena itu Pemerintah RI menandatangani MoU Microsoft - RI, sejauh mana rezim internasional dapat mempengaruhi sebuah Negara dipaparkan didalam tesis ini Tesis ini menggunakan pendekatan teori Rezim Internasional, Oran R. Young sebagai dasar pemikirannya. Selain itu untuk menjelaskan perilaku suatu negara dalam mengikuti Rezim tersebut digunakan teori Structural Adjustments, James Greenberg.

The main purpose of this thesis is to understand how far the use of Structural adjustments theory can affect a state actor. The study case that is use in this thesis is the agreement between Microsoft and RI. The Microsoft and RI agreements can be said as a monumental event, because one is a State actor and the other is a non-State actor. The Indonesian government is expected to take immediate step for the best of its national interest but simultaneously still be a good citizen of the world by following the international regime. For that reason the Indonesian government signed the agreement, and how far can an international regime could affect a state will be displayed by this thesis. This thesis uses the international regime theory as the basic thoughts from Oran R. Young. And to explain the behavior of the state in following the international regime, this thesis uses the Structural adjustments theory from James Greenberg.

Abstrak :
Internasionalisasi konflik Papua Barat merupakan hasil dari konflik masa lalu Indonesia dan Belanda di masa kemerdekaan yang di masa sekarang justru semakin meningkat di tingkat regional dan global. Peningkatan jumlah aktor di dalam proses internasionalisasi menjadi salah satu alasan mengapa internasionalisasi konflik Papua Barat terus meningkat. TKA berusaha mengidentifikasi dan membahas aktor-aktor internasional berdasarkan literatur-literatur akademis yang membahas mengenai internasionalisasi konflik Papua Barat untuk memahami bagaimana literatur melihat aktor-aktor di dalam internasionalisasi konflik Papua Barat. Sebagian besar literatur berfokus kepada aktor negara seperti Vanuatu, Papua Nugini dan Fiji dan hanya satu aktor non-negara, yaitu OPM. Kondisi tersebut salah satunya dijelaskan di dalam TKA karena adanya pengaruh state centric view di dalam Ilmu Hubungan Internasional yang mempengaruhi cara pandang penulisan mengenai konflik Papua Barat. Selain itu, dominasi Order Baru selama lebih dari tiga dekade di Indonesia juga tampaknya menyebabkan dominasi penulis asing dan celah waktu penulisan di dalam literatur internasionalisasi konflik Papua Barat. ......The internationalization of the West Papua conflict is the result of past conflicts between Indonesia and the Netherlands in the independence era, which at present is increasing at the regional and global political level. The increasing number of actors in the internationalization process is one reason why the internationalization of the West Papua conflict continues to increase. TKA seeks to identify and discuss international actors based on academic literature discussing the internationalization of the West Papua conflict to understand how the literature looks at actors in the internationalization of the West Papua conflict. Most of the literature focuses on state actors such as Vanuatu, Papua New Guinea and Fiji, and only one non-state actor, OPM. One of the conditions is explained in the TKA because of the influence of the state-centric view in International Relations that affects the perspective of writing about the West Papua conflict. Besides, the dominance of the New Order for more than three decades in Indonesia also seems to lead to the dominance of foreign writers and the time gap of writing in the literature of internationalization of the West Papua conflict.
