Abstrak :
Tesis ini membahas tentang tindakan kolektif yang dilakukan oleh kelompok nelayan non rumpon di komunitas nelayan Puger. Tindakan kolektif ini merupakan hasil atau bagian dari konflik rumpon yang terjadi dikomunitas nelayan Puger, yaitu konflik antara nelayan yang tidak memiliki rumpon dengan yang memiliki rumpon. Tindakan kolektif yang dilakukan oleh kelompok nelayan non rumpon ini berupa aksi protes kepada pemerintahan lokal yaitu Dinas Perikanan dan Peternakan Jember. Dalam aksi protes tersebut nelayan mengorganisir diri kemudian melakukan suatu mobilisasi dengan mengumpulkan berbagai sumber daya yang ada. Tindakan protes tersebut dipicu oleh beberapa aspek yaitu aspek kepemilikan sumber daya laut, ekonomi, alat tangkap, iklim/cuaca, personal, keluarga, kepentingan, rumpon bantuan, serta ketidaktegasan Dinas Perikanan dan Peternakan kabupaten Jember. Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif. Maksud pemilihan pendekatan ini adalah untuk memahami, mendalami, mengambarkan dan menganalisa bagaimana aksi kolektif dari konflik rumpon antara nelayan non rumpon dengan nelayan rumpon.

The focus of this study is about collective action that had done by fisherman as a collective group who does not have rumpon as their tools for fishing. Those collective actions are contributed by the conflict between non rumpon and rumpon fishermen concerning rumpon that took place in the community. Among other forms of collective actions is protest organized by the non-rumpon fishermen. The protest was directed to Dinas perikanan dan peternakan (fishery and agriculture office at the government level). By the protest, the non-rumpon fishermen organized and mobilized themselves using various kinds of resources. Various factors had stimulated the protest, such as property, access to resources in the fishing field, tools for fishing, climates, personal issues and rumpon aid. This study applied a qualitative research method to gain data in the field.

Penelitian ini membahas mengenai aksi kolektif masyarakat Urut Sewu di Kecamatan Mirit terhadap konflik agraria dan sumber daya alam yang terjadi di kawasan tersebut. Terdapat tiga sebab munculnya aksi kolektif masyarakat, dimana sengketa lahan antara masyarakat dengan TNI AD menjadi satu sebab paling dominan. Aksi kolektif dalam bentuk pemblokiran dan pengusiran adalah yang paling efektif, meskipun sifatnya hanya sementara. Resolusi yang ada saat ini adalah dalam bentuk kontrak sosial lama, dengan kriteria sifat penyelesaian sementara, konflik dalam masyarakat sendiri, dan konflik secara keseluruhan masih berlanjut. Metode Pendekatan penelitian kualitatif dipilih guna mendapatkan data mendalam dari 6 informan yang dipilih secara purposif dan snowball.

ABSTRACT
This study discusses the people?s collective action of Urut Sewu in Mirit Subdistrict against agrarian and natural resources conflicts. There are three reasons the emergence of people?s collective action, which land disputes between communities and Army being the most dominant cause. Collective action in the form of blocking and expulsion is the most effective, although it is only temporary. The current resolution is in the form of the old social contract, with the criteria are the temporary completion, the conflict within the community itself, and the overall conflict continues. The method chosen qualitative research approach in order to get the depth data from 6 informants were selected purposively and snowball.

Tesis ini membahas peranan perusahaan melalui konsep aksi bersama melawan korupsi yang melibatkan 3 pilar yaitu pemerintah, masyarakat, dan kalangan dunia usaha. Upaya sendiri-sendiri oleh pemerintah, masyarakat dan kalangan dunia usaha memiliki dampak yang lebih kecil daripada apabila dilakukan secara bersama-sama. Aksi bersama melawan korupsi ini mengacu pada Collective Action Guideline yang dikeluarkan oleh World Bank Institute yang bekerjasama dengan Siemens, Transparency International, CIPE, UN Global Compact. Menarik untuk disimak bagaimana penerapan Collective Action tersebut di Indonesia dan seberapa jauh efektivitas dari penerapan aksi bersama tersebut.

This thesis discuss the role of company through collective action in fighting against corruption which involved 3 pillar i.e. government, civil society, and business. Inividual action have little impact compare to collective action. The Collective Action refer to Collective Action Guideline established by World Bank Institute in cooperation with Siemens, Transparency International, CIPE, UN Global Compact. Interesting to learn how is the implementation of Collective Action in Indonesia and how effective is the implementation of the collective action.
