Abstrak :
One aspect of air spatial arrangement relating to national airspace sovereignty is to establish Air Defense Identification Zone (ADIZ) which established on the basis of security considerations, particularly for the purposes of foreign aircraft identification. ADIZ Indonesia that has been established at this time is not ideal because it is still above Java and surrounding areas, which is still not sufficient in the face of the vast territory of Indonesia. In order to do so, the purpose of this study is to analyze the current condition of ADIZ Indonesia, what efforts have been made to re-establish ADIZ Indonesia in order to suport sovereign national airspace, and the provision of ADIZ stipulation in accordance with international air law. Research using qualitative method, data collected by interview and documentation study technique. The results show that ADIZ Indonesia currently resides in the airspace of a small portion of South Sumatra, Java and Madura, Bali, Lombok and a small portion of the western Sumbawa Island, not outside the territorial sea territory (ZEE). Attempts to reassign territory ADIZ Indonesia has been implemented through discussion forums or FGDs held at BNPP, and the establishment of ADIZ Indonesia is based on international customary law at that time.

Abstrak :
This book presents, in a comprehensive way, current unmanned aviation regulation, airworthiness certification, special aircraft categories, pilot certification, federal aviation requirements, operation rules, airspace classes and regulation development models. It discusses unmanned aircraft systems levels of safety derived mathematically based on the corresponding levels for manned aviation. It provides an overview of the history and current status of UAS airworthiness and operational regulation worldwide. Existing regulations have been developed considering the need for a complete regulatory framework for UAS. It focuses on UAS safety assessment and functional requirements, achieved in terms of defining an “Equivalent Level of Safety”, or ELOS, with that of manned aviation, specifying what the ELOS requirement entails for UAS regulations. To accomplish this, the safety performance of manned aviation is first evaluated, followed by a novel model to derive reliability requirements for achieving target levels of safety (TLS) for ground impact and mid-air collision accidents.It discusses elements of a viable roadmap leading to UAS integration in to the NAS.

Flight planning is one of the essential factors of the airline operation. The selection of routes will determine the economic value of the flight. However, some conditions may prevent the flight to use the most optimum route due to airspace restriction or weather condition. The research aims to develop a search engine program that uses dynamic flight parameters that considers fusion of System Wide Information Management (SWIM) data including weather data and NOTAM to produce the most optimum route in 2D flight planning. The Dijkstra’s pathfinding is implemented in Python programming language to produce the flight plan. The navigation data used is enroute airway in Indonesian FIR regions. The scenario used is a flight from Jakarta to Makassar with duration of 2 hours flight with considering the effect of restricted airspace and weather blockage during in-flight. The study also uses the optimum route produced by the algorithm to be compared with the possible alternate routes to define how optimum the route is. Adding a restricted airspace parameter will result in a new optimum flight plan that able avoids the airspace and the most minimum distance. The effect of external wind parameter could influence the optimum route which may vary depends on the speed of the wind.
