Latar Belakang Masalah Dalam dunia organisasi, setiap orang yang bekerja dalam organisasi tertentu disebut karyawan. Dari karyawan-karyawan tersebut, ada sebagian besar yang merupakan kelompok profesi tertentu, seperti misalnya akuntan, insinyur, pengacara dan sebagainya. Di dalam dunia kedokteran, profesi yang umum adalah dokter baik dokter umum maupun spesialis. Di dalam dunia pendidikan, terutama pendidikan tinggi, istilah profesi belum banyak digunakan meskipun istilah ini dapat disandang oleh seorang staf akademik. Morrow & Goetz (1988) mengemukakan bahwa seseorang yang melakukan pekerjaan tertentu dapat dikatakan memiliki profesi tertentu. Hasil penelitian All Nina dan Tjut Rifameutia (1999) tentang persepsi staf akademik Universitas Indonesia mengenai karakteristik staf akademik yang profesional, juga menunjukkan bahwa hampir seluruh responden penelitian yaitu staf akademik di lingkungan Universitas Indonesia menyatakan bahwa pekerjaan sebagai staf akademik merupakan suatu profesi. Pembicaraan mengenai profesi tidaklah dapat dilepaskan dengan istilah profesional dan profesionalisme. Menurut Tris Budiono (1998), istilah profesional dalam pendidikan tinggi adalah kata benda yang mengidentifikasi kemampuan individual di bidang profesi tertentu yang terukur dan teruji keandalannya serta memiliki potensi martabat dan nilai imbal kesepadanan proporsional yang dapat menjamin hidup dan kehidupan profesi termasuk terselenggaranya proses belajar sepanjang hayat untuk kepentingan aktualisasi serta relevansi kemampuannya tersebut. Sedangkan profesionalisme adalah kata sifat yang mengandung "konsekuensi legal" yang mencerminkan akuntabilitas sebagai aktualisasi tanggung-gugat profesi yang menjamin si penerima manfaat terhadap berbagai resiko serta dampak yang mungkin ditimbulkan dari jasa kemampuan profesional yang diterimanya. Sementara itu, dari hasil penelitian All Nina dan Tjut Rifameutia (1999), disimpulkan bahwa definisi profesional mengandung pengertian bahwa seseorang yang memegang profesi tertentu antara lain harus menguasai, mahir, atau ahli dalam bidangnya; melakukan tugas sesuai aturan atau standar profesilkode etik profesi; serta memiliki disiplin, bertanggung jawab, serius dan bermoral. Selain itu, staf akademik haruslah profesional dalam bidang pengajaran dan pendidikan, penelitian, pengabdian masyarakat, dalam kualitas pribadinya, serta dalam hubungan pribadinya dengan orang lain. Namun demikian, dalam penelitian .tersebut belum diteliti secara mendalam mengenai profesionalisme staf akademik Universitas Indonesia. Berdasarkan beberapa hasil penelitian mengenai komitmen kerja (work commitment), Morrow & Goetz (1988) menyimpulkan bahwa banyak konsep yang saling berkaitan dan tumpang tindih dalam konsep komitmen kerja. Oleh karena itu, mereka mengusulkan konsep alternatif yaitu profesionalisme. Sejalan dengan konsep profesionalisme ini, Aranya, Pollock, dan Armenic (1981) mengemukakan konsep komitmen profesi yang menunjukkan kekuatan relatif dari identifikasi dan keterlibatan seseorang terhadap profesi tertentu.

Melalui pengembangan fungsi penelitian, diharapkan terjadi suatu proses ilmiah yang menghasilkan perkembangan ilmu pengetahuan dan teknologi di bidang keperawatan/kebidanan khususnya pada lembaga pendidikan akademi keperawatan dan akademi kebidanan. Perkembangan pengetahuan dan teknologi di bidang keperawatan/kebidanan yang secara langsung dan tidak langsung mempengaruhi mutu pelayanan/asuhan yang diberikan. Rendahnya kegiatan pengembangan proposal penelitian di beberapa akademi keperawatan dan akademi kebidanan di Jawa Barat, menyebabkan rendahnya kegiatan penelitian yang dilakukan. Dampak dari keadaan tersebut, adalah lembaga pendidikan tidak dapat secara optimal menopang perkembangan, pemanfaatan ilmu pengetahuan dan teknologi khususnya dalam bidang pendidikan keperawatan dan kebidanan sebagai upaya untuk meningkatkan mutu pendidikan. Kegiatan pengembangan proposal penelitian dipengaruhi oleh berbagai faktor, di antaranya keterampilan staf akademik, motivasi, tingkat pendidikan, masa kerja, imbalan, komitmen atasan, beban kerja, struktur,dan biaya. Tujuan penelitian ini adalah diperolehnya informasi tentang gambaran kegiatan pengembangan proposal penelitian staf akademik Akper dan Akbid DepKes Se-Jawa Barat, dan faktor-faktor yang berhubungan. Penelitian ini dilakukan pada delapan dari sepuluh Akademi Keperawatan dan Adademi Kebidanan DepKes yang ada di Jawa Barat, pada bulan April sampai dengan Juni 2001. Penelitian ini menggunakan pendekatan kuantitatif, dengan rancangan cross-sectional terhadap 88 orang staf akademik. Hasil yang didapat menunjukkan kegiatan pengembangan proposal yang dilakukan staf akademik selama periode 1998 sampai 2001 hanya sebesar 26,1 %., Variabel yang berhubungan dengan kegiatan pengembangan proposal penelitian adalah variabel keterampilan, tingkat pendidikan, dan variabel struktur. Variabel yang dominan paling berhubungan adalah variabel tingkat pendidikan. Dari hasil penelitian tersebut direkomendasikan kepada pihak Pusat Pendidikan Tenaga Kesehatan (Pusdiknakes) DepKes RI, Kepala Dinas Kesehatan Provinsi Jawa Barat, dan institusi pendidikan Adademi Keperawatan dan Akademi Kebidanan DepKes Se-Jawa Barat, untuk meningkatkan jenjang pendidikan, keterampilan staf akademik dalam pengembangan proposal penelitian melalui peningkatan pelatihanpelatihan, peningkatan pendidikan, pembinaan pengembangan proposal, dan peningkatan manajemen kualitas unit penelitian lembaga pendidikan. Penelitian lebih lanjut kepada peneliti lain, disarankan selain melakukan penelitian kuantitatif juga didukung oleh penelitian kualitatif yang menyangkut manajemen kualitas pada unit penelitian institusi pendidikan akademi keperawatan/akademi kebidanan. Factors Related to the Academic Staff Activity on Research Proposal Development in Nursing and Midwivery Academy, Ministary of Health, in West Java 2000/2001By developing the research function in expected reveals the scientifical process which produces the development of science and technology in nursing and midwivery especially in the institution of nursing and midwivery education. The development of science and technology in nursing and midwivery ascertains the quality of nursing and midwivery education with directly or not influences the quality of service or guidance being given. The low activity of research proposal development causes the low research activity being done. It effects the istitution of education be unable to support optimally the development, application of science and technology especially in the field of nursing and midwivery as the effort to increase the quality of education. The activity of research proposal development can be influenced by various factor, among other things are the skill of academical personnel, motivation, education grade, job experience, repayment, superior's commitment, work burden, position structure, and cost. The aim of this research is to get the information about the description of activity in developing the research proposal of the academical staff in nursing and midwivery, Departement of health, West Java on April till June 2001. This research used the quantitative approach by cross-sectional to as many as 88 person of academical staff. The final result showed that the activity of the research proposal development being done by the academical staff during the period of 1998 to 2001 is as many as 26,1 %. Variable test related to this proposal development is the education grade, skill variable and structure variable. The education grade variable is dominantly most related. The mentioned research is recommended to the center for Health Personnel Education (Center For Health Porsonnel, The Republic of Indonesia, The Head of Health Ministary, Province of West Java and the institution nursing and midwivery academy, West Java) to increase the education grade, skill of the academical staff in developing the research proposal, training and management improvement on the research unit quality of the education institution. For doing further research, the other researcher are suggested to do research not only quantitatively but also qualitatively on the object of quality management on the research unit on nursing and midwivery academy. This research is based on appearance of various change, generally in the society and specially in college. Faculty Social Science and Politics University Indonesia ( FISIP-UI) represent one of the faculty which under UI BRIAN ( Legal Body Public of Ownership) is not quit of these problems. To stay at emulation which progressively tighten, FISIP-UI is not only claimed to be able to give best service but it is also claimed to make a change up better continually. Some expert suggest in order can live in emulation era which progressively tighten require to master learning organization. In this bearing, Senge (1994:21) told that organization learning is organization which continually develop its ability to create better future. Later; than transform become organization learning. Senge, 1994 and Senge, et, al 1996 6) said organization must having five discipline, those are Personal Mastery, Mental Model, Shared Vision, Team Learning, System Thinking. This research is done to answer two questions of research, that is : First, How far the Non Academic Staff of organization either State servant or Non State Servant doing the learning organization in FISIP-UI ? Second; What obstacles influence the Non Academic either State servant or Non State Servant on learning organization in FISIP-UI This research represents descriptive research, using the quantitative and qualitative data. The population is non academic staff whether having state servant status or non state servant. According to the ability of researcher, this research is not include the staffs ruder non regular programs, but concentrate to the staffs of Dean/ faculty, which are the servants who are recruited by and get the salary from the faculty. This Research is done during the month of January, 2004 up to April month. 2004. The amount of population is 131 consists of 71 people of state servant and 60 of non state servant. Research use the sensus methods; therefore all of population is taken as sample of this research; using questionnaires as the tools in collecting quantitative data. From 71 of questionnaires we have distributed to all of non academic staff, we could gather 65 back only. Later, than for non state servant, from 60 questionnaires we have distributed, 57 peoples gave back and the rest, 3 did not give back them. For qualitative data, is done by the un structured interview method to 8 respondent which is assumed having competence or representative to non academic staff of FISIP-UT. After gathering quantitative data later; than processed them using computer by SPSS 10.00 program. Test appliance used the tables of frequency and cross tabulation. Based on analysis and data interpretation, obtained the result that just a few part of whether the state servant and non state servant of non academic staff is having high grade of learning. The factors of mastering the organization learning are : habit of waiting the order from superior staff or manager, self satisfaction sense, surrender with situation, poor of ability to accurate and investigate. Later; than the less of superior or manager support , in getting news ideas which appear bottom-up ; and also less opportunity to do wrongness in order have ability to develop and run new ideas. Formulation of mission and vision which is not be on down warded and socialized better. Besides, the non academic staff of FISIP-UI is also still less to attend the dialogue, discussion, seminar, meeting etc.
