"Disertasi menjelaskan asumsi peran manusia yang able dan proses yang agile selaku penyusun dynamic capabilities, yang menghasilkan adaptive policy sehingga dapat dibangun dynamic governance. Penelitian juga untuk memahami proses pembangunan dynamic capabilities dan pengembangan model tentang pengaruh able people dan agile process terhadap dynamic capabilities dalam proses kebijakan pelayanan pendidikan di Kabupaten Jembrana. Desain penelitian menggunakan mixed methods: 1) pendekatan kuantitatif dengan model statistik persamaan struktural SEM, 2) pendekatan deskripsi kualitatif dengan wawancara mendalam, dan 3) penggunaan Soft System Methodology (SSM) untuk membangun model pengembangan proses kebijakan publik. Temuan uji persamaan struktural SEM menghasilkan hubungan pengaruh: i) able people terhadap thinking again, ii) agile process terhadap thinking ahead, iii) agile process terhadap thinking across, iv) thinking again terhadap thinking across, dan v) thinking again terhadap thinking ahead. Analisis kualitatif deskriptif menunjukkan sejumlah perilaku kepemerintahan Kabupaten Jembrana mencerminkan kemampuan pembangunan dynamic capabilities baik thinking ahead, thinking again, maupun thinking across. Simpulan pengembangan model konseptual dengan metode kualitatif SSM, mendukung temuan uji persamaan struktural SEM, dimana dynamic capabilities yang dihasilkan adalah dari aspek thinking again, sementara thinking ahead dan thinking across terpusat pada inisiatif Bupati Jembrana. Kemampuan Pemkab Jembrana menghasilkan dynamic capabilities yang diwujudkan dalam kebijakan adaptif pelayanan pendidikan kemudian mendorong sebuah dynamic governance. Kondisi ini selanjutnya menumbuhkan nilai demokrasi dan diimplementasikannya prinsip-prinsip good governance (accountability, transparansi, dan partisipasi masyarakat) dalam kebijakan pelayanan pendidikan di Jembrana.

This dissertation describes the roles of able people and agile process in developing dynamic capabilities to create adaptive policy to achieve dynamic governance. The study also aims to understand the roles of able people and agile process in developing dynamic capabilities of Public Education Services Policy in Jembrana Regency. The research design utilizes a mixed-methods of: 1) quantitative approach with structural equation statistic model SEM, 2) qualitative description approach through in-depth interviews, and 3) application of Soft System Methodology (SSM) to construct the development model of public policy process. The findings of SEM structural equation test show the impact of: i) able people on thinking again, ii) agile process on thinking ahead, iii) agile process on thinking across, iv) thinking again on thinking across, and v) thinking again on thinking ahead. The descriptive qualitative analysis shows that a number of Jembrana regency government?s behaviors have incorporated dynamic capabilities including thinking ahead, thinking again, and thinking across. The conclusion of conceptual model development using SSM qualitative method is aligned with the findings based on SEM structural equation test, that the dynamic capabilities are created from the thinking again aspect while the thinking ahead and the thinking across aspects are best demonstrated by Jembrana Bupati (Regent)?s innitiatives. The dynamic capabilities of the Jembrana Regency Government in creating adaptive educational services policy in turn establish a dynamic governance of which stems out democratic values and the application of good governance principles (accountability, transparency, and community involvement) in the educational services policy."

"Abstract. The paper believes that dynamic capabilities of public organizations, founded upon able human resources and agile
process, shall result on adaptive public policies, thus forming dynamic governance. The paper adopts the model developed
by Neo and Chen (2007) in their study on the government of Singapore. The study object of this paper is public services
in Jembrana, Bali. The paper combines both quantitative (SEM structural equation test) and qualitative approaches. The
qualitative method consists of in-depth descriptive analysis of interview responses and Soft System Methodology (SSM) to
devise the public policy development process model. SEM structural equation test provides the correlation of (i) able people to
thinking-again, (ii) agile process to thinking-ahead, (iii) agile process to thinking-across, (iv) thinking-again to thinking-across,
and (v) thinking-again to thinking-ahead. Conceptual development model using qualitative SSM suggests complementary
relations to SEM structural equation test, where dynamic capabilities are concentrated in the thinking-again aspect whereas
thinking-ahead and thinking-across are concentrated in the initiative of Jembrana Regent. The qualitative-descriptive analysis
suggests that the behaviour of the Jembrana Regency governance reflects the skills of developing dynamic capabilities: thinking
ahead, thinking again, and thinking across."

"Audit kinerja pada sektor publik telah menjadi salah satu jenis pemeriksaan yang dilakukan oleh BPK dalam memberikan kontribusi tata kelola pemerintahan yang baik. Kapasitas audit kinerja mengacu kepada ketersediaan dan berfungsinya kemampuan pemeriksa (able people) serta ketangkasan proses (agile process) yang membentuk kapabilitas dinamis BPK sehingga dapat memformulasikan suatu kebijakan audit kinerja yang adaptif sesuai konsep dynamic governance. Penelitian ini bertujuan untuk menganalisis kapabilitas dinamis BPK saat ini dan strategi ideal yang dapat dibangun dalam rangka meningkatkan kualitas dan kuantitas audit kinerja yang dilihat dari aspek able people dan agile process. Penelitian ini menggunakan paradigma postpositivist dengan metode pengumpulan data menggunakan mix method melalui penyebaran kuesioner dan wawancara mendalam. Responden kuesioner penelitian ini terdiri dari Pemeriksa BPK dan Pejabat Struktural di bidang Pemeriksaan. Sebanyak 480 kuesioner telah disebarkan, namun hanya 250 kuesioner yang dapat digunakan untuk analisis dengan tingkat pengembalian 52,08%. Lebih lanjut, narasumber dalam wawancara mendalam merupakan praktisi dan pakar yang telah berkecimpung secara mendalam pada bidang audit kinerja di BPK yang terdiri dari 11 narasumber Pejabat BPK. Analisis data dilakukan dengan menggunakan covergent mix method design di mana analisis kuantitatif dilakukan bersamaan dengan analisis kualitatif. Analisis statistik deskriptif digunakan untuk mengolah data kuantitatif, sementara studi deskriptif kualitatif dilakukan untuk mengolah data kualitatif. Hasil penelitian menemukan bahwa belum terpenuhinya able people BPK yang memadai dalam penugasan audit kinerja. Selain itu, pada aspek agile process, ditemukan terdapat kebijakan operasional yang masih kaku sehingga membutuhkan untuk segera melegalisasi dan mengimplementasikan secara penuh kebijakan yang terbaru. Strategi ideal dalam membangun kapabilitas audit kinerja difokuskan kepada kedua aspek pendorong kapabilitas dinamis, yaitu able people dan agile process yang secara langsung mendorong terciptanya peningkatan audit kinerja baik dari sisi kuantitas maupun kualitasnya.

Performance audits in the public sector have become one of the types of audits conducted by BPK in contributing to good governance. Performance audits capacities refers to the availability and well-functioning of able people and agile processes that shape BPK's dynamic capabilities so that it can formulate an adaptive performance audit policy based on the concept of dynamic governance. This study aims to analyze the current BPK's dynamic capabilities and the ideal strategies that can be built in order to improve the quality and quantity of performance audits as seen from the aspects of able people and agile processes. This research uses postpositivism paradigm with mix method of data collection methods through questionnaires and in-depth interviews. The respondents of the research questionnaire consisted of BPK auditors and structural officials in the audit field. 480 questionnaires have been distributed, but only 250 questionnaires could be used for analyzing, the rate of return is 52.08%. Furthermore, the resource persons in the interview are practitioners and experts who have been deeply involved in the field of performance audits at BPK, which consists of 11 BPK officials. The data analysis was performed using convergent mixed methods design where quantitative analysis performes in conjunction with qualitative analysis. Descriptive statistical analysis is used to process quantitative data, while qualitative descriptive studies are carried out to process qualitative data. The results of the study found that able people in BPK had not been fulfilled in the performance audit assignment. In addition, in the agile process aspect, it was found that there are operational policies that are still rigid so they need to immediately legalize and fully implement the latest policies. The ideal strategy in building performance audits capabilities is focused on the two aspects of driving dynamic capabilities, namely able people and agile processes that directly encourage the creation of improved performance audits in terms of both quantity and quality."
