Abstrak Penelitian yang berjudul Kebijakan Penghapusan Becak di Jakarta Masa Gubernur Wiyogo ini membahas kebijakan pemerintah DKI Jakarta yang memutuskan untuk melarang pengoperasian becak di Jakarta pada tahun 1992. Kebijakan tentang permasalahan becak ini sebenarnya sudah berlangsung secara kontinu sejak tahun 1966, namun kasusnya baru dapat dituntaskan pada masa Gubernur Wiyogo tahun 1992. Metode penelitian yang digunakan adalah metode sejarah yang terdiri atas empat tahap, yaitu heuristik, kritik, interprestasi, dan historiografi. Hasil penelitian ini menunjukan bahwa kebijakan Pemerintah DKI Jakarta dalam menghapuskan becak di wilayahnya berdampak pada munculnya masalah-masalah sosial, ekonomi, dan hukum terhadap para tukang becak. ABSTRACT
Abstract This study, Policy of Removing Pedicab in Jakarta in The Period of 1992 of Wiyogo Governor s Period, discuss Jakarta government s policy which decided to ban operations of pedicab in Jakarta in 1992. This policy rickshaw problem had been going on continuously since 1966, but it could be executed in 1992 during the governorship of Wiyogo. The method used is the historical method consists of four stages, there are heuristic, criticism, interpretation, and historiography. The results of this study indicate that the Jakarta government policy in eradicating rickshaws in that area impacted by the advent of social issues, economics, and law against the pedicab drivers. Skirpsi ini membahas tentang Gerakan Bersih, Manusiawi dan Berwibawa yang dilakukan oleh Gubernur Wiyogo Atmodarminto dalam mengatasi problematika di Jakarta. Metode yang digunakan dalam penelitian skripsi ini adalah metode sejarah yang terdiri dari proses heuristik, kritik, interpretasi dan historiografi. Tujuan penelitian ini untuk memberikan sebuah gambaran mengenai Gerakan BMW di Jakarta pada tahun 1987-1992. Pemahaman akan gerakan BMW pada masa Gubernur Wiyogo ini diharapkan akan menimbulkan rasa kesadaran bagi Pemda DKI Jakarta dan masyarakat Jakarta akan pentingnya kebersihan, rasa manusiawi dan kewibawaan. Hasil dari penelitian skripsi ini adalah bahwa Gerakan BMW berhasil mewujudkan kota Jakarta yang Bersih, Manusiawi dan Berwibawa dengan bukti tahun 1991 Jakarta Pusat memperoleh sertifikat Adipura dan setahun setelahnya Jakarta Timur mendapatkan pengharagaan Adipura, menindak tegas pelanggaran peraturan yang dilakukan oleh swasta seperti Hotel Interhouse, Penambahan ruang terbuka hijau, peberian bantuan dana dan keterampilan bagi gelandangan, dan merutinkan program prokasih. This thesis is discusses about Cleanliness, Humane and Authority Movement during the reign of Governor Wiyogo Atmodarminto for solving many problems in Jakarta. The method used in this thesis research is the historical method comprising heuristic process, criticism, interpretation and historiography. The research objective is to provide an overview of the BMW Movement in Jakarta in 1987-1992. BMW's understanding of movement during Wiyogo governor is expected to cause a sense of awareness for DKI Jakarta Goverment and the people on the importance of cleanliness, a sense of humanity and authority.
