Penelitian ini bertujuan untuk menentukan lokasi terbaik dari pendirian pembangkit listrik tenaga sampah di kabupaten Indragiri Hilir, Riau. Lokasi terbaik yang dimaksud adalah lokasi yang memiliki biaya terendah yang memperhitungkan faktor ketidakpastian dan resiko yang ada. Untuk itu penelitian dilakukan dengan menggunakan metode dua fase, pada fase pertama digunakan metode optimasi untuk menyederhanakan calon lokasi, fase kedua dengan metode kualitatif yang menggunakan simulasi Monte Carlo dan Metode Delphi. Hasil pada tahap pertama dengan metode optimasi diperoleh empat kandidat lokasi dari 20 calon lokasi, yaitu Kemuning, Enok, Mandah dan Keritang. Hasil simulasi biaya tahunan yang ditambah dengan nilai resiko biaya, menunjukkan Enok sebagai lokasi terbaik yang diusulkan dengan certainty equivalent value (CEV) atas total biaya tahunan sebesar Rp 214,525,037.3 dan nilai resiko terhadap biaya sejumlah Rp 10,223.642.

ABSTRACT
The objective of this research is to determine the best location for landfill gas power plant in Kabupaten Indragiri Hilir, Riau Province, Indonesia. The best location is defined as the location that requires the lowest cost and put the uncertainty and risk factors into account. Using two phases Method, study is investigated.First phase is optimization method to simplify locations. Second phase is a qualitative method using Monte Carlo simulation and Delphi Method. The result from first phase with optimization to determine the top 4 out of 20 locations are Kemuning, Enok, Mandah and Keritang. Based on the simulation of annual total cost and cost risk simulation, Enok come out as the best location that is proposed to be chosen, with Certainty Equivalent Value(CEV) for the annual total cost of Rp. 214,525,037.3 and risk to total cost of Rp 10,223.642.
