Abstrak :
Sebagai solusi permasalahan tingkat layanan jalan terkait sering dan cepat rusak serta lambatnya perbaikan dan pemeliharaannya, Performance Based Contract mulai diterapkan pada proyek jalan di Indonesia berdasarkan manfaatnya bagi kemantapan tingkat layanan jalan semasa operasionalnya. Pengalaman di luar negeri menunjukkan keberhasilan PBC, namun pelaksanaannya di Indonesia masih dipertanyakan terkait faktor-faktor risiko regulasi dan kemampuan kontraktor terhadap keterlaksanaan kinerjanya. Penelitian dilakukan untuk memastikan faktor-faktor risiko regulasi dan kemampuan kontraktor yang dominan berikut dampaknya terhadap kinerja penerapan PBC. Hasil penelitian menyimpulkan respon risiko regulasi dan kemampuan kontraktor dapat meningkatkan kinerja penerapan PBC pada proyek jalan, sehingga tujuan penggunaan PBC tercapai. ...... As solution to road's level-of-service problem due to early and often road damages along with tardy maintenance and repairs, Performance Based Contract was started to be applied for road projects in Indonesia based on its benefit for road's level-of-service stability during its operation. Experiences abroad showed PBC successes, however its implementation in Indonesia is still being questioned due to regulation and contractor's capacity risk factors toward its performance realization. Research is executed to confirm those dominant regulation and contractor's capacity risk factors along with its impact on PBC performance. Research findings conclude responses to regulation and contractor's capacity risks can improve the performance of PBC application on road project, thereof the purpose of PBC utilization is achieved.

Kontrak Berbasis Kinerja mulai diterapkan di Indonesia pada Proyek Jalan dengan tujuan membagi risiko kepada Penyedia Jasa pada masa perencanaan, pelaksanaan konstruksi dan pemeliharaan. Kesiapan atas pembagian risiko pada tersebut diatas menjadi hal yang harus dipertimbangkan oleh Penyedia Jasa. Analisa Risiko Sumber Daya Alat dan Sumber Daya Manusia merupakan 2 hal penting untuk menghadapi pembagian risiko tersebut. Dalam penelitian ini, akan dianalisa risiko sumber daya pada proyek jalan dengan kontrak berbasis kinerja. Metode yang akan digunakan adalah metode kuantitatif dengan validasi pakar dan kuisioner responden. Analisa data yang akan digunakan pada penelitian ini dilakukan observasi lapangan dengan wawancara terstruktur.

Penerapan Sistem Manajemen Keselamatan dan Kesehatan Kerja SMK3 perlu diterapkan oleh setiap masing-masing perusahaan guna mencegah dan melindungi para pekerja dari potensi bahaya yang dapat menyebabkan kecelakaan kerja. Salah satu perusahaan konstruksi ternama di Indonesia yang menerapkan SMK3 adalah PT Waskita Karya Persero Tbk. Pada penelitian ini lebih memfokuskan untuk meneliti penerapan SMK3 di Proyek Jalan Tol Becakayu. Proyek ini dipilih karena proyek ini telah menimbulkan tujuh korban dibandingkan proyek konstruksi lainnya. Teori yang digunakan sebagai operasionalisasi konsep pada penelitian ini adalah dari teori Mathis dan Jackson. Dalam penelitian skripsi ini digunakan pendekatan post positivist sebagai pendekatan penelitian dengan jenis penelitian deskriptif. Teknik pengambilan data menggunakan data primer yaitu wawancara mendalam dengan beberapa narasumber dan data sekunder yaitu studi kepustakaan. Dari hasil penelitian dapat disimpulkan bahwa PT Waskita Karya Persero belum menerapkan SMK3 dengan baik, dimana terdapat beberapa subindikator yang belum terpenuhi, seperti kurangnya pengawasan dari safety patrol dan pelaksana lapangan untuk mengawasi pekerja secara optimal dan menyeluruh, pelatihan yang masih belum konsisten, masih kurangnya kedisiplinan dari pekerja dalam pemakaian APD dan pelanggaran lainnya. Dari kelalaian yang dilakukan oleh pekerja yang menjadi penyebab kecelakaan dapat terjadi.

Every organization is required to assure the implementation of the Occupational Health and Safety Management System OHSMS . One of Indonesia 39 s leading construction companies that has been applying OHSMS is PT Waskita Karya Persero Tbk. This research focuses on the implementation of OHSMS in Becakayu Toll Road Project applied by PT Waskita Karya Persero Tbk. The research selected this project because the project has seven casualties, that are more compared to other construction projects. The theory used as the concept operationalization of Mathis and Jackson rsquo s theory. The research uses post positivist approach as an approach with descriptive research type. It undertook data collection using primary data, i.e. interview with several resources and secondary data from literature study. From the results of research, it can be concluded that PT Waskita Karya Persero has not implemented OHSMS well. There are still some unfulfilled subindicator, such as lack of supervision from safety patrol and field officers to supervise the workers optimally, training which still not consistent, lack of discipline from workers in the use of PPE and other violations. From negligence made by the worker who caused the accident may occur.

Proyek konstruksi jalan raya merupakan salah satu jenis proyek yang memiliki keberagaman aktivitas yang cukup tinggi. Semakin tinggi kesensitivitasan suatu pekerjaan terhadap kondisi cuaca maka semakin besar kemungkinan terjadinya perubahan durasi proyek. Metode yang digunakan pada penelitian ini, yaitu observasi dimana pengumpulan data dilakukan melalui survei awal untuk perolehan data sekunder serta wawancara untuk perolehan data primer. Dari penelitian ini didapatkan pengetahuan bahwa konstruksi dari proyek jalan raya dipengaruhi oleh kondisi cuaca yang berlangsung selama fase tersebut dan perkiraan durasi baru untuk pekerjaan proyek jalan raya melalui suatu metode perhitungan dengan menggunakan data-data historis stasiun klimatologi yang telah ditentukan sebelumnya.

ABSTRACT
Road construction project is one kind of projects that has a high variety that others. The higher sensitivity of a activity, the bigger possibility of duration change that lead to the loss in particular materially. Research method used in this thesis is archival analysis where data collections will be done through early survey for secondary data and interview for primary data.From this research, the writer has earned knowledges that construction of road project is affected by weather expose which occured along those times and prediction for activity duration of road project through some steps which used historical datas from years before based on weather observation result that is done in certain area range, adjusted with the location of picked climatology station.
