Abstrak :
Abstract. The research aims to analyze the effect of Bogor Regency’s Regional Representatives Council members’ professionalism and competence on their performance. The research uses a quantitative approach and employs the descriptive method. Findings suggest that Bogor Regency’s Regional Representatives Council members’ professionalism and competence directly influence their performance in a positive and significant manner. Result of this research also show that with increasing competence of members of parliament, it will has an impact on improving the performance of legislators—that is because they are a higher priority on support capabilities are more conducive to understanding the rules and duties of their employment. Study recommends that include other factors besides the professionalism and competence of members of parliament in order to measure performance improvement legislators.

Penelitian ini membahas mengenai tindakan pemutaran musik yang disinkronisasikan dalam film di bioskop berdasarkan UU No. 28 tahun 2014 tentang Hak Cipta UUHC 2014 dengan mempelajari kasus perselisihan hak cipta karya musik yang digunakan dalam film Putusan Mahkamah Agung 2014Da202110 Kasus KOMCA vs. CGV karena Korea Selatan memiliki pasal khusus dalam Undang-Undang Hak Cipta yang mengatur tentang sinematisasi karya. Dengan ini, Penulis mengajukan pertanyaan penelitian sebagai berikut: 1) Apakah lisensi sinkronisasi musik dalam film mencakup izin untuk memutarnya secara publik di bioskop berdasarkan UUHC 2014? 2) Apakah tindakan pemutaran musik yang disinkronkan dalam film di bioskop dapat dianggap sebagai pertunjukan publik karya musik berdasarkan UUHC 2014 dan mengarah pada keputusan yang sama dengan resolusi kasus KOMCA vs CGV? 3) Apakah LMKN dan LMK, yang mewakili pemegang hak, memiliki wewenang untuk mengumpulkan royalti pertunjukkan publik atas musik yang disinkronkan dalam film langsung ke bioskop berdasarkan UUHC 2014. ...... This research discusses about the act of screening synced music in film in cinemas under Law No. 28 of 2014 on Copyrights UUHC 2014 by studying a case of copyrights dispute of musical works used in films Supreme Court Decision 2014Da202110 KOMCA vs. CGV case since South Korea has a specific article on its Copyright Act which regulates the cinematization of works. Herewith, the author proposes research questions: 1) Does the synchronization license of music in film covers the permission to publicly screen them in cinemas under UUHC 2014? 2) Can the act of screening synced music in film in cinemas be perceived as a separate musical works public performance under UUHC 2014 and lead to the same decision as the resolution of KOMCA vs. CGV case? 3) Do LMKN and CMOs, which represent the rights holders, have the authority to collect public performance royalties of synced music in film directly to cinemas under UUHC 2014.
