Tesis ini membahas potensi konflik antara Masyarakat Pribumi Indonesia (MPI) dengan etnis Tionghoa di Kota Medan, serta mengajukan konsep pencegahan potensi konflik dan penanganan paska konflik. Penelitian ini menggunakan qualitative method, diawali pendekatan deskriptif menganalisis potensi konflik, dilanjutkan analisa penanganan intelijen dengan pendekatan trend analysist untuk menganalisis jaringan dan kecenderungan potensi konflik dimasa depan. Hasil penelitian menunjukkan potensi konflik yang terjadi antara MPI dan etnis Tionghoa cukup besar dan kerawanannya tinggi, hal ini dipicu oleh faktor ekonomi, budaya dan juga politik. Pencegahan potensi konflik inipun dapat dilakukan dengan strategi penguatan institusi kelembagaan dan sistem deteksi dini sementara penanganan konflik dapat dilakukan dengan strategi kolaborasi dan strategi kompromi-negosiasi

ABSTRACT
This thesis discusses the potential conflict between the Indonesian Indigenous Peoples (MPI) with ethnic Chinese in Medan, and proposed the concept of the potential for conflict prevention and post-conflict management. This study uses a qualitative method, starting descriptive approach to analyze the potential for conflict,continued handling of intelligence analysist with analysist approach to analyze network trends and tendencies of potential conflict in the future. The results show the potential for conflict between MPI and the ethnic Chinese are quite large and high vulnerability, it is triggered by economic factors, culture and politics. Preventing potential conflict has to do with the institutional strengthening of institutional strategies and early warning systems while handling the conflict to do with the strategy of collaboration and compromise-negotiation strategy
