Tulisan ini akan membahas tentang pencegahan kejahatan secara situasional untuk mengatasi dan menyempurnakan sistem AMR yang telah diterapkan oleh PLN dalam mengatasi pencurian listrik pada sektor industri. Pencurian listrik yang dilakukan pada sektor industri atau perusahaan telah menyebabkan PLN harus menanggung kerugian hingga ratusan miliar, PLN sendiri telah menerapkan sistem AMR sebagai cara untuk mengatasi pencurian tersebut namun cara ini dirasa kurang tepat karena sistem AMR ini berfungsi untuk mendeteksi adanya penggunaan listrik yang tidak wajar, bukan untuk melindungi kWh meter dan gardu listrik yang selama ini menjadi target bagi pelaku pencurian. Pada tulisan ini penulis akan mengaitkanya dengan teori pilihan rasional guna menjelaskan bagaimana pelaku berfikir, menggunakan pemahaman modus operandi untuk mengetahui bagaimana kejahatan tersebut bisa terjadi dan pencegahan kejahatan secara situasional dalam upaya mencegah pencurian listrik.

ABSTRACT
This paper will discuss about situational prevention of crime to overcome and improve the AMR system that has been implemented by PLN in overcoming the theft of electricity in the industrial sector. Theft of electricity carried out in the industrial sector or company has led to PLN must bear losses of up to hundreds of billions, PLN itself has implemented the AMR system as a way to overcome the theft but this way is not appropriate because the AMR system serves to detect the use of unnatural electricity, not to protect kWh meters and electrical substations that have been the target for the criminals. In this paper the authors will relate it to rational choice theory to explain how the crminals thinks, using an understanding of modus operandi to know how the crime can occur and the situational crime prevention in an effort to prevent theft of electricity.

Tesis ini membahas mengenai ada atau tidaknya perlindungan terhadap hak penghuni satuan rumah susun dalam menggunakan jaringan-jaringan listrik. Hal ini berkaitan dengan tindakan yang dilakukan oleh PPRS dan/atau Badan Pengelola yang secara sepihak memutuskan listrik di unit satuan rumah susun dan menghaki bagian bersama sehingga penghuni satuan rumah susun yang menggunakan jaringan-jaringan listrik sebagai bagian bersama dapat dilaporkan pada pihak kepolisian atas delik pencurian. Kesimpulan dari tesis ini adalah berdasarkan analisa terhadap UURS No. 16 tahun 1985 dan juga terhadap UURS No. 20 Tahun 2011, maka hak penghuni satuan rumah susun belum sepenuhnya terlindungi. Belum ada ketentuan yang melindungi penghuni satuan rumah susun minoritas. ......This thesis discusses about the presence or absence of protection of rights residents of apartment units in the use of electricity networks. This relates to actions taken by the PPRS and / or Management Board unilaterally decided that electricity in units of apartment units and take the right parts together so that residents of apartement unit that use electrical networks as part of the joint can be reported to the police for theft offenses. The conclusion of this thesis is based on the analysis of UURS No. 16 in 1985 and also against the new UURS No. 20 in 2011, then the right of residents of apartement unit have not been fully protected. There are no provisions that protect minority residents of apartement unit.

Permasalahan pencurian listrik masih menjadi masalah yang serius yang dihadapi oleh seluruh dunia, khususnya pada negara berkembang yakni Indonesia. Pencurian listrik juga menimbulkan kerugian materil yang tidak sedikit dan berdampak pada kerugian ekonomi perusahaan listrik jangka pendek maupun jangka panjang. Tugas Karya Akhir ini membahas mengenai Pelaksanaan Program Pendisiplinan Pemakaian Tenaga Listrik (P2TL) sebagai bentuk upaya pencegahan kejahatan pencurian listrik. Tujuan dari tulisan ini adalah untuk mengetahui bagaimana program ini dijalankan dengan melihatnya dari konsep kejahatan properti, social crime prevention dan juga teori crime triangle. Program P2TL ini bertujuan untuk mencegah kejahatan pencurian listrik dengan melakukan perencanaan secara menyeluruh dan melakukan sosialisasi kepada masyarakat dengan dukungan pihak-pihak yang terlibat. Program Pendisiplinan Pemakaian Tenaga Listrik (P2TL) ini diharapkan dapat menjadi bentuk pencegahan social crime prevention dan community crime prevention yang tepat dan efektif agar dapat meminimalisir pencurian listrik. ......The problem of electricity theft is still a serious problem faced by the whole world, especially in developing countries, specifically Indonesia. Electricity theft also causes significant material losses and has an impact on the short-term and long-term economic losses of the electricity company. This Final Project discusses the Implementation of the Electricity Use Discipline Program (P2TL) as a form of preventing the crime of electricity theft. The purpose of this paper is to find out how this program is run by looking at it from the concept of property crime, social crime prevention and also the theory of the crime triangle. This P2TL program aims to prevent the crime of electricity theft by planning thoroughly and conducting outreach to the community with the support of the parties involved. The P2TL program is expected to be an appropriate and effective form of social crime prevention and community crime prevention in order to minimize electricity theft.
