Abstrak :
Setelah diresmikannya Ship Building Plant untuk Divisi Kapal Niaga pada tahun 1994, maka PT. PAL mempunyai kemampuan untuk membangun kapal niaga sampai dengan 50.000 DWT. Untuk mengembalikan investasi yang sudah ditanam, strategi yang ditempuh PT. PAL adalah dengan mendapatkan order sebanyak mungkin. Walaupun sudah mendapatkan order sampai tahun 1999, namun revenue yang didapat belum memenuhi target yang ingin dicapai (Total assets turn over). Selain itu, alokasi jadwal pembangungan kapal diatas dok menjadi sangat terbatas (lintasan kritis). Bila ada suatu proyek pembangunan kapal yang terlambat, akan berpengaruh kepada proyek-proyek berikutnya. Untuk meningkatkan revenue sesuai dengan target yang ingin dicapai, maka PT. PAL harus menentukan produk-produk yang diunggulkan, yang mempunyai harga jual tinggi dan nilai tambah besar. Untuk menentukan produk-produk yang diunggulkan, harus dibuat kriterianya serta dianalisa potensi pasarnya. Dengan melakukan simulasi kombinasi jumlah dan jenis produk unggulan, maka dapat dilihat jenis dan jumlah produk unggulan yang akan dipasarkan, agar target penjualan produk kapal niaga dapat dicapai. ...... Having inaugurated Ship Building Plant of Merchant Ship Division on year 1994, PAL has capability to build merchant ships which capacity up to 50.000 DINT. In order to speed up the return of investment, the strategy of PAL is to get the orders as many as possible. Even though PAL has got the orders up to year 1999, but the income revenue has not achieved the expected target yet (Total assets turn over). On the other hand, the schedule for allocation of shipbuilding at dock become so limited (critical path). in order to increase revenue in accordance with the expected target, PAL has to determine the selected products, which have high selling price and have high added value. To determine the selected products, PAL has to establish the criteria and analyze the market potential. By simulating the combination of number and types of selected products, we will get the number and types of selected products that should be marketed, so that the sales target of merchant ship products can be achieved.

Abstrak :
Two Indonesian companies, namely PT PAL and PT. Daya Radar Utama (DRU), have been given the tasks by the Government of Indonesia to produce several warships for the Indonesian Navy. The Government has also issued a policy in the field of defense industry, which among others regulates matters related to the procurement of the TNI main weapon systems. This research is intended to examine the impacts of the policy on the operations and supply chain strategies of PT PAL and PT DRU in producing warships. By using descriptive qualitative analysis method, the Researcher analyzed empirical data obtained in the field research supported by several theories, namely theory of strategy, theory of operations and supply chain strategy, theory of public policy, and theory of self sufficient. From the analysis, there are several findings. The policies have given a certain level of positive impacts on the industries, such as the improvement of cooperations among them, the improvement of manufacturing process due to the product standardization, the improvement of self-reliance level of the industries, and the capability improvement of the companies due to cooperation with foreign parties. However, the policies still give negative impacts to the companies, such as the low level application of the supply chain management, low level use of the domestic materials and ship components, and the low level of fair competition among domestic defense industries.
