"This paper is written based on the author's research on the policy of Chinese assimilation in two types of high school in Medan (1985-1986). Based on education policy issued in 1975,Indonesian students of Chinese descent are brought to contact with 'local students' to absorb so-called National culture through assimilation in schools. The author specifies two models of assimilation school, one is public schools, and the other is private schools with certain religious affiliations. There are seven indicators to measure successful assimilation (cultural, structural, amalgamations, identification, attitude, behaviour, and civic education) which show that the overall success of the assimilation agenda is still open to question if not unexpected. However, the author remarks that surprisingly, the assimilation process seems to have met with greater success in religious schools rather than public schools and he also critically points out that the basic assumption of assimilation is misleading and does not support the enrichment of a multicultural society."

"Tesis ini membahas mengenai implementasi kebijakan Instruksi No. K.898/I/A/75 tentang penyeragaman policy pemberian hak atas tanah kepada seorang WNI non pribumi tersebut yang memiliki tujuan melindungi warga pribumi agar kepemillikan tanah tidak beralih kepada warga keturunan yang secara finansial memiliki kemampuan lebih kuat. Tujuan kebijakan untuk mengurangi kesenjangan ekonomi dan sosial diantara warga pribumi dan warga keturunan terkait Instruksi ini belum sepenuhnya terpenuhi. Masih banyak persoalan persoalan terkait kesenjangan ekonomi yang tidak terselesaikan hanya oleh kebijakan ini. Pada waktu kepentingan warga pribumi terpenuhi, maka disisi lain kepentingan warga keturunan tionghoa akan menjadi masalah selanjutnya. Pelaksanaan UUPA sebagaimana tertuang dalam Kepres No.33 Tahun 1984 tidak serta merta terjadi. Keberlangsungan Instruksi tersebut justru makin menguat saat Pemerintah menerbitkan Undang-Undang No 13 Tahun 2012 tentang Keistimewaan Daerah Istimewa Yogyakarta (UUK). Undang-undang ini menjadi argumen utama perubahan struktur penguasaan tanah di DIY yang dicirikan dengan penghidupan kembali makna dan semangat Rijsblad 1918 dan dikembalikannya pemberlakuan Instruksi Kepala Daerah DIY No. K.898/I/A/75. Walaupun dengan ditetapkannya Kasultanan sebagai badan hukum privat, posisi kasultanan tidak serta merta dapat mendistribusikan tanahnya secara mandiri namun harus ada pemetaan dan pendaftaran tanah kembali yang dilakukan oleh Kantor Wilayah Badan Pertanahan Nasional (BPN) Provinsi DIY. Lokus penelitian di wilayah Yogyakarta. Teknik pengumpulan data dilakukan melalui wawancara mendalam dengan narasumber, studi kepustakaan, dan dokumen. Indikator pertama dari Implementasi kebijakan ini adalah adanya kepentingan-kepentingan yang mempengaruhi. Hasilnya menunjukkan bahwa kepentingan pemerintah dalam hal ini kasultanan telah terpenuhi. Jenis manfaat yang diterima oleh sasaran pada kebijakan ini sudah juga sudah terpenuhi. Peran pelaksana dalam kebijakan ini sangatlah penting, pelaksana kebijakan ini tidak hanya dilakukan oleh satu aktor saja melainkan banyak aktor yang terlibat dalam pelaksanaa kebijakan. Pelaksana Instruksi Wakil Gubernur Provinsi Daerah Istimewa Yogyakarta Nomor K.898/I/A/75 ini adalah Kantor Wilayah Badan Pertanahan Nasional Provinsi Daerah Istimewa Yogyakarta. Segala perangkat alat dan kebijakan memenuhi semua aspek sumber daya yang maksimal.
This thesis discusses the implementation of the policy of Instruction No. K.898/I/A/75 concerning the uniform policy of granting land rights to a non-native Indonesian citizen with the aim of protecting indigenous people so that land ownership does not shift to descendants who are financially stronger. The policy objective of reducing economic and social disparities between indigenous people and descendants related to this Instruction has not been fully fulfilled. There are still many problems related to economic inequality that are not resolved only by this policy. When the interests of the indigenous people are met, then on the other hand the interests of the people of Chinese descent will become the next problem. The implementation of the UUPA as stated in Presidential Decree No. 33 of 1984 did not necessarily happen. The continuity of the Instruction actually strengthened when the Government issued Law No. 13 of 2012 concerning the Privileges of the Special Region of Yogyakarta (UUK). This law became the main argument for the change in land tenure structure in DIY, which was characterized by the revival of the meaning and spirit of the 1918 Rijsblad and the return of the implementation of the DIY Regional Head Instruction No. K.898/I/A/75. Although with the stipulation of the Sultanate as a private legal entity, the position of the Sultanate does not necessarily distribute its land independently, but there must be mapping and re-registration of land carried out by the Regional Office of the National Land Agency (BPN) of DIY Province. The research locus is in the Yogyakarta area. Data collection techniques were carried out through in-depth interviews with resource persons, literature studies, and documents. The first indicator of the implementation of this policy is the existence of influencing interests. The results show that the government's interests in this case the Sultanate have been fulfilled. The types of benefits received by the targets in this policy have also been met. The role of the implementer in this policy is very important, the implementer of this policy is not only carried out by one actor but many actors are involved in implementing the policy. Executing the Instruction of the Deputy Governor of the Special Province of Yogyakarta Number K.898/I/A/75 is the Regional Office of the National Land Agency of the Special Region of Yogyakarta. All sets of tools and policies meet all aspects of maximizing resources."
