Kawasan pengembangan MRT Fase 2 di area Mangga Besar di Jakarta memiliki image kuat akan hiburan malam, namun disisi lain kawasan ini juga memiliki potensi besar untuk pengembangan bisnis dan kewirausahaan. Kawasan ini terletak di pusat kota Jakarta, sehingga memiliki aksesibilitas yang baik dan mudah dijangkau oleh masyarakat. Selain itu, kawasan ini juga memiliki beragam kegiatan bisnis dan komersial seperti perhotelan, kuliner lokal, restoran, dan pusat perbelanjaan, sehingga dapat menarik lebih banyak pelanggan dan investasi. Selain faktor lokasi yang strategis, kawasan Mangga Besar juga memiliki sejarah dan budaya yang kaya, yang dapat menjadi basis untuk pengembangan bisnis kreatif dan inovatif.  Sebagai pengembangan kawasan TOD dengan target ke ranah Sosial dan Ekonomi. Bisnis inkubator dapat menjadi salah satu cara untuk meng-uplifting kawasan red district. Dengan menyediakan fasilitas dan sumber daya yang diperlukan, keberadaaninkubator bisnis dapat memicu perkembangan SDM sekitar dan menciptakan lingkungan yang lebih inovatif kreatif dan dinamis. Selain itu juga memberikan fasilitas bagi calon pengguna untuk membangun jaringan dan hubungan bisnis yang lebih kuat dan luas di kawasan Mangga Besar sehingga dapat mendorong pertumbuhan ekonomi dan memberikan opsi mata pencaharian yang variatif. Inkubator bisnis ini nanti nya akan dilengkapi dengan fungsi co-working space dan juga fasilitas penunjang public library. ......Mangga Besar area of Jakarta which included in the MRT’s Phase 2 Development Area has a strong image of nightlife entertainment, but on the other hand, this area also has great potential for business and entrepreneurship development. The area is located in the heart of Jakarta, providing good accessibility and easy reach for the community. Additionally, the area offers diverse business and commercial activities such as hotels, local cuisine, restaurants, and shopping centers which can attract more customers and investments. In addition to it’s strategic location, the Mangga Besar area has a rich history and culture, which can serve as a foundation for creative and innovative business development. As a TOD (Transit-Oriented Development) area targeting social and economic realms, business incubators can be one way to uplift the red-light district image. By providing necessary facilities and resources, the presence of business incubators can stimulate the development of human resources in the surrounding area and create a more innovative, creative, and dynamic environment. Additionally, it provides facilities for prospective users to build stronger and broader business networks and relationships in the Mangga Besar area, thereby encouraging economic growth and providing diverse livelihood options. The business incubator will be equipped with co-working space functions and supporting facilities such as a public library.

Abstract. Cooperation among neighbouring region is commonly termed regional cooperation. Inter-region cooperation in the study of public administration is categorized as public management especially intergovernmental management. Inter-region cooperation in Indonesia has been for a long time trying to find its form. However, in the middle of its process, the implementer is trapped in doubt. The paper aims to trace the institutional form and its problem in the neighbouring region cooperation. The research is done through literature study, observation on inter-region cooperation especially in the central Java and some facilitation done by the writer in the several regions in Indonesia. There are two forms of referred institution which is developed on the basis of this networking pattern; they are intergovernmental relation (IGR) and intergovernmental management (IGM). In the mean time, the governmental support on inter-region cooperation which is supposed to form collaboration is hampered by the inconsistency of regulation which is issued by several parties (ministries) in the central government.

Abstrak. Kerjasama antar daerah yang berdekatan biasa disebut kerjasama regional. Kerjasama antar daerah dalam kajian administrasi publik masuk dalam kategori manajemen publik, khususnya intergovernmental management. Kerjasama antar daerah di Indonesia, telah lama mencari bentuk, namun dalam perjalanannya terjebak pada keraguan para pelaksananya. Tulisan ini bertujuan merunut bentuk kelembagaan dan permasalahannya dalam kerjasama antar daerah yang berdekatan. Tulisan ini dikembangkan dari kajian literature, pengamatan pada praktek kerjasama antar daerah khususnya di Jawa tengah dan fasilitasi yang dilakukan oleh penulis di beberapa daerah di Indonesia. Terdapat dua bentuk kelembagaan rujukan yang dikembangkan atas dasar pola networking ini, adalah Intergovermental relation (IGR) dan intergovernmental management (IGM). Sementara itu, dorongan pemerintah untuk kerjasama antar daerah yang mestinya membentuk kolaborasi terhambat sendiri oleh inkonsistensi kebijakan yang dikeluarkan oleh berbagai pihak (kementerian) di pemerintah pusat.

ABSTRACT
This article discusses clientelism practice as a political machine to mobilise supports for the candidates of district head who were trapped in a corruption case. This research especially intended to answer the question why the incumbent candidate of district head who had become the suspect of cases of corruption, still got relatively significant votes. Although the incumbent failed to win in the pilkada (the election of the district head), the votes that they got became the reason to uncover the redistribution and infrastructure strategy that was used to muffle the image of the incumbent as a corrupt politician. The findings of this research indicated that supporting political parties used the corruption case as a momentum to change the pattern of clientelism, by transforming the personal loyalty to the party loyalty. The political party institutionally took a role as a patron, so that the personal dependency to the elites decreased, but also was directed to a wider variation of the use of public resources for the sake of mobilising support. By using this strategy the coalition of political party in tim sukses maintained their solidarity as well as redeveloped the patron structure that was weakened by corruption cases. The strategy change used by tim sukses in framing the corruption issues indicated the work of clientelism networking tojustgy the new construction about corruption cases done by the incumbents, so that the incumbents remained able to get votes although they had been considered as the suspects in those cases.
