Abstrak :
The current Indonesian politics is analyzed by comparison with the situation in an episode of the Mahabarata epic, PANDHAWA DHADHU played in a leather puppet performance. They story is about the PANDHAWA who played a game, (dhadhu is a dice), while discussing about the problems of the leadership in the Kingdom. Just as there were arguments about dilemmas on ethics, there was also on how one should face political defeat and wrong, and how leaders should be responsible towards the public. Likewise, the reflection on the play is worthy information for the current and coming Indonesian state officials.

Isi tesis ini membahas mengenai kepemimpinan dalam tata kelola pemerintahan yang merupakan suatu factor penentu keberhasilan atau kegagalan suatu pemerintahan. Baik itu pemerintahan pusat maupun di daerah. Tanpa kepemimpinan yang baik hampir mustahil suatu organisasi, terutama organisasi publik, dapat berhasil mencapat tujuan dan cita-cita yang diharapkan. Keberhasilan kepemimpinan dalam suatu organisasi pemerintahan tidak hanya ditentukan oleh faktor dukungan politik yang kuat ataupuan kepintaran individu pemimpin, namun juga dipengaruhi oleh berbagai faktor. Faktor penentu ini dapat berasal baik eksternal organisasi ataupun eksternal pemimpin sebagai individu. Dan juga dari faktor internal, baik internal organisasi ataupun internal pemimpin sebagai individu. Dalam penelitian ini ditunjukkan suatu kondisi yang mempengaruhi kegagalan dan keberhasilan pemimpin pemerintahan dalam melakukan penata kelolaan suatu organisasi pemerintahan di tingkat daerah. ......This study discussed the role of leadership in governance as a determining factor for the success of a government—both central and regional governments. Without good leadership, it is almost impossible for an organisation, especially a public organisation, to achieve the expected goals and ideals. Leadership success in a government organisation is not only determined by solid political support or the intelligence of individual leaders but is also influenced by various factors. These determinants can come from external, both external to the organisation and external to the leader as an individual. And also, from internal factors, both internal organisations and internal leaders as individuals. The research shows a condition that affects the failure and success of government leaders in managing a government organisation.

Abstrak :
Kedudukan Halal Haram sangat penting dalam Islam. Ia merupakan bagian dari kerangka dasar ajaran agama Islam yang meliputi aspek Aqidah, Syariah, dan Akhlak. Ia juga mencakup aspek dunia dan akhirat serta mencakup aspek perdata dan publik. Kepentingannya tidak hanya untuk penganut Agama Islam, tetapi juga untuk semua manusia. Fakta yang ditemukan di lapangan ternyata tidak sesuai dengan pedoman yang diajarkan Islam, karena belum optimalnya kesungguhan dari Pemerintah, Pelaku Usaha, dan Konsumen untuk menjalankan ketentuan Tersebut. Padahal, akibat dari menggunakan produk yang haram tidak hanya merugikan individu tetapi juga merugikan masyarakat dan Negara. Selain itu, hukumannya tidak hanya di dunia tetapi juga di akhirat. Sebagai Negara yang mayoritas penduduknya beragama Islam, sudah sewajarnya jika Pemerintah memberikan perlindungan kepada konsumen muslim, agar terlindung dari produk yang tidak halal. Karena dasar dan alasan pemberian jaminan produk tersebut sangat kokoh, yaitu alasan Filosofis, Yuridis, Sosiologis, Ilmiah, nilai-nilai universal, fakta di lapangan, serta kegunaan praktis. Penelitian ini adalah penelitian normatif dengan menggunakan bentuk penelitian kepustakaan dan melakukan pendekatan analitis dan kasus, serta bersifat deskriptif. Hasil penelitian ini berupa analisis dan saran mengenai kedudukan Halal Haram dalam Islam yang wajib dilaksanakan oleh setiap orang yang beragam Islam serta dasar pemberian hak kehalalan produk makanan, minuman, obat-obatan, dan kosmetik bagi Umat Islam di Indonesia, sebagai bentuk perlindungan konsumen, baik ditinjau dalam peraturan perundangan yang berlaku di Indonesia maupun prinsip Syariah berdasarkan hukum Islam. Halal Haram very important position in Islam. He is part of the basic framework of Islamic teachings which include aspects of Aqeedah (Aqidah), Sharia (Syariah), and Morals (Akhlaq). He also covers aspects of the world and the hereafter and includes aspects of civil and public. Importance not only to followers of Islam, but also for all mankind. Facts discovered in the field was not in accordance with the guidelines taught by Islam, because it is not optimal seriousness of the Government, Business, and Consumers to run Such provisions. In fact, as a result of the unlawful use of products not only harm individuals but also detrimental to society and the State. In addition, the punishment is not only the world but also in the hereafter. As the State is predominantly Muslim, it is inevitable if the government provide protection for Muslim consumers, to protect them from products that are not kosher (halal). Since the basis and reasons for granting guarantees that product is very sturdy, which is the reason Philosophical, Legal, Sociological, Scientific, universal values, facts on the ground, as well as practical usefulness. This study is a normative study with the use of library research and analytical approach and cases, as well as descriptive. The results of this form of analysis and advice regarding the status of the Halal Haram in Islam that must be implemented by every Muslim as well as the diverse basic rights of halal food products, beverages, pharmaceuticals, and cosmetics for Muslims in Indonesia, as a form of consumer protection, both reviewed in the existing regulations in Indonesia as well as the principles of Islamic Sharia law.
