Abstrak :
Skripsi ini akan membahas kewenangan antara Kementerian Kesehatan Dengan Kementerian Perdagangan terkait penentuan batas tarif tertinggi pemeriksaan Reverse Transcription Polymerase Chain Reaction (RT-PCR). Dalam membidangi urusan ini tentunya melibatkan beberapa kementerian yang menjalankan urusan masing-masing. Tes RT-PCR merupakan salah satu alat kesehatan yang digunakan untuk mendeteksi virus Covid-19 di tubuh seseorang. Jika dilihat dari bidangnya, maka nampak bahwa kewenangan terkait penentuan batas tarif tertinggi pemeriksaan RT-PCR berada di naungan Kementerian Kesehatan. Namun disisi lain, Kementerian Perdagangan juga memiliki kewenangan terkait penentuan Harga Eceran Tertinggi (HET) barang-barang tertentu. HET sendiri pada dasarnya merupakan penentuan batas tarif tertinggi untuk barang-barang yang beredar di masyarakat. Dalam skripsi ini akan melihat bagaimana pembagian kewenangan antar kedua kementerian tersebut. Setelah melihat pembagian kewenangan antar lembaga tersebut maka dapat terlihat apakah terjadi potensi sengketa kewenangan yang terjadi antar lembaga tersebut dalam membidangi urusan tersebut serta bagaimana penyelesaiannya. Metode penelitian dari skripsi ini adalah berbentuk yuridis normatif yang mengacu pada norma hukum yang terletak pada Peraturan Perundang-undangan serta kebiasaan yang berlaku dalam masyarakat. Selain itu tipe penilitian skripsi ini adalah bersifat deskriptif. ......This Thesis will discuss mainly about the authority between the Ministry of Health and Ministry of Trade regarding the Maximum Rate Limit for Reverse Transcription Polymerase Chain Reaction (RT-PCR). In dealing with this matter, of course, it involves several ministries that carry out their respective affairs. Test RT-PCR is one of the medical devices used to detect the Covid-19 virus in a person's body. When examines the matters, it appears that the authority regarding the determination of the highest tariff limit for RT-PCR examinations is under the authority of the Ministry of Health. But in the orher side, Ministry of Trade also had the authority regarding to set the highest retail price for some item. The highest retail price itself is basically the determination of the highest price limit for items that circulating in the community. This thesis will discuss how the distribution of authority between these two ministry work. After that, it can be seen whether there is a potential dispute of authority that occurs between the two ministry in charge of this matter and how to resolve it. The research method of this thesis is in the form of normative juridical which refers to the legal norms that lie in the laws and regulations and the prevailing customs in society. In addition, the type of research in this thesis is descriptive.

Penelitian ini membahas mengenai kegiatan evaluasi terhadap sitem temu kembali pada OPAC di Perpustakaan Kementerian Perdagangan RI. Tujuan dari penelitian ini adalah untuk mengidentifikasi tingkat keefektifan kinerja GLiS sebagai sarana temu kembali informasi perpustakaan Kementerian Perdagangan RI. Penelitian ini adalah penelitian kuantitatif dengan menghitung nilai recall dan precision dan respon waktu. Metode penelitian dalam penelitian ini yaitu studi pustaka dan wawancara yang hanya sebagai pendukung observasi. Penelitian ini sebelumnya belum pernah dilaksanakan di perpustakaan tersebut. Maka dari itu perlu adanya penilaian terhadap efektivitas sistem temu kembali supaya kita mengetahui seberapa baik sistem temu kembali informasi OPAC di Perpustakaan Kementerian Perdagangan RI dalam memenuhi tujuannya. Adapun hambatan yang ditemukan dalam penilaian recall dan precision dikarenakan oleh beberapa faktor yakni tidak sesuainya subjek yang digunakan oleh penggua dalam pencarian dengan subjek yang diinput dan pengguna belum sepenuhnya memahami aplikasi sistem temu kembali yang digunakan. ...... This research discusses an activity of evaluation retrieval system of OPAC at Ministry of Trade of RI Library. The purpose of this research is to identify the level of effectiveness of GLIS performance as a means of retrieval of the ministry of trade of RI library information. This research is quantitative research by calculating the value of recall, precision, and response time. The method of this research is the literature study and interviews as a supporting observation. This research has not previously been implemented in the library. Therefore, there is need for an assessment of the effectiveness of the retrieval system so that we know how well the information retrieval OPAC in the Library of the Ministry of Trade of Indonesia in meeting its objectives. The barriers are found in the assessment of recall and precision due to several factors namely the incompatibility of subjects used by the user in the search to the subject that is inputted and users do not fully understand the application retrieval system used.
