ABSTRAK Setelah jatuhnya rezim Orde Baru negara berupaya menempatkan Polri pada posisi yang sesuai dengan tuntutan demokrasi. Perubahan struktural-normatif tersebut merupakan konfigurasi baru relasi kuasa di sepanjang sejarah Polri. Faktanya hasil independensi kepolisian ternyata masyarakat memandang kinerja Polri ini masih jauh dari harapan. Penelitian ini berusaha menggali relasi kekuasaan Polri dengan organisasi masyarakat sipil dalam konfigurasi baru itu. Bagaimana, setelah sejumlah perubahan struktural itu, Polri memainkan peran relasi kekuasaanya dengan organisasi masyarakat sipil. Pembacaan relasi kuasa Polri dengan organisasi masyarakat sipil ini bertumpu pada data yang dipublikiasi media massa, selain wawancara medalam dan dokumen. Hasilnya, kepolisian tidak lagi menggunakan (dimensi) koersif dalam relasinya dengan organisasi kritis masyarakat sipil sebagaimana era Orde Baru. Media cukup bebas, tetapi tak ada jaminan keamanan atas kebebasanya; relasi Polri yang semakin merenggang dengan komunitas universitas bukan saja menyebabkan institusi ini mengisolasi diri ruang diskusi penyegaran akademik, alih-alih cenderung terjebak dalam ideologisasi keilmuan; cenderung bekeja parsial (justru) karena terlalu berorientasi melindungi citra. Kepolisian tak serta merta mempunyai legitimasi di kalangan stake holders-nya, walaupun tindakannya selalu mempunyai basis legalitas. Legitimasi menyangkut persyaratan ?kemasuk-akalan? tindakan normativ pada derajat universal, bukan pada ?lokalitas? legal. Sementara, independensi kepolisian yang diperolehnya dalam deretan perubahan struktural di atas menampilkan wajah institusi raksasa yang ?imun?. Kondisi ini menjadi persoalan bagi sebuah sistem demokrasi yang mengharuskan adanya asosiasi yang saling berkordinasi (imperative coordination association).
ABSTRACT The structural change after falling New Order in 1998 has became a new configuration of power relation between police and society in Indonesia. The state aimed at police institution to be compatible in democratic structure post 1998. In this at research, power relation between police and society in the new structure is seen how the process was, and of course how the culture play behind the process. At the beginning, it is important to know the impact of police is independence for its work and its power relation with society. The research is based on data which has been published by any media, in-deep interview, and some documents. The result, police did not use a such of coercive (or force) any more in an articulation of his power relation with critical civil social organizations in post 1998. Mass media and civil society organization have its freedom, but they have not guarantee for their security. The relationship between police and university had taken the distant since 2004, its mean that police institution handles the source of definition of reality. In the other realm, the police do all out for getting (good) image in society, then the consequence is that police work on partiality. Its mean that police is not working base on the truth and humanity but image. Police has also legitimation problem although his action based on legal formal, at least on his ration. Legitimation refers to condition of ?logical?- normative action in universal level. For the time being, police independency -- at the structural change --reflects the face as an immune institution. This condition becomes the problem in democratic system that each elements of social relation should be coordinated (imperative coordination association).

Indonesia pada 9 Desember 2020 akan melaksanakan Pemilihan Kepala Daerah dan Wakil Kepala Daerah (Pilkada). Berbeda dengan Pemilu Serentak yang mengalami kenaikan angka partisipasi, Pilkada Serentak 2020 dibayangi oleh rendahnya minat masyarakat untuk datang ke TPS karena Pilkada dilaksanakan ditengahdi tengah Pandemi Covid-19. Kendati demikian, KPU tetap optimis jika partisipasi pada Pilkada nanti tetap tinggi sehingga KPU berani memasang target angka partisipasi sebesar 77,5%. Untuk mewujudkan optimisme tersebut diperlukan sebuah strategi untuk mendongkrak minat pemilih. Strategi tersebut antara lain pertama, menyusun strategi komunikasi dan teknis guna mendorong minat serta memberi kemudahan pelayanan pemberian suara. Kedua, penyelenggara dapat memaksimalkan sosialisasi secara daring dengan platform berbagai bentuk media sosial. Ketiga, penyelenggara memberikan insentif kepada pemilih dengan pemberian masker saat pemilih datang ke TPS sebagai bentuk kepedulian penyelenggara atas jaminan kesehatan setiap pemilih.

The concepts and values that underpin traditional constitutionalism are increasingly being challenged by political realities that place substantial power beyond the state. Among the few certainties of a global economy is the growing incongruity between the political (the world of things that need to be ordered collectively in order to sustain society) and the state (the major institution of authoritative political decision-making during modern times). The consequences, and possible remedies, of this double disjunction of politics and state and of state and constitution form the centre of an open debate about 'constitutionalism beyond the state'. The essays gathered in this collection explore the range of issues raised by this debate. The effects of recent changes on two of the main building blocks of constitutionalism - statehood and democracy - are examined in Parts I and II. Since the movement of overcoming statehood has, arguably, been advanced furthest in the European context, the question of the future of constitutionalist ideas in the framework of the EU provides the key theme of Part III. The remaining parts consider possible transformations or substitutes. The engagement of constitutions with international law offers one line of transmutation of constitutionalism (Part IV) and the diffusion of constitutionalism into separate social spheres provides an alternative way of pursuing constitutionalism in a new key (Part VI). Finally, the ability of the theory of global administrative law (examined in Part V) to offer an alternative account of the potential of jurisdictional control of global governing processes is examined. Through these explorations, the book offers cross-disciplinary insights into the impact of recent political and economic changes on modern constitutionalism and an assessment of the prospects for constitutionalism in a transnational environment

Penelitian ini bertujuan untuk menjelaskan proses penggalangan donasi serta legitimasi organisasi yang dimiliki oleh Yayasan Dompet Dhuafa Republika. Studi sebelumnya menunjukkan bahwa legitimasi organisasi dapat dibentuk dengan berbagai strategi tertentu. Sehingga argumen dalam penelitian ini adalah Yayasan Dompet Dhuafa Republika Sebagai salah satu pengelola penggalangan donasi berbasis online di Indonesia telah membentuk legitimasi organisasi secara regulatif, normatif, dan kognitif melalui rasionalitas yang mereka miliki agar seluruh pihak dapat mendukung kegiatan yang dijalankan oleh Dompet Dhuafa. Setiap bentuk legitimasi memiliki strategi secara khusus yang dilakukan untuk bisa mendapatkannya. Penelitian yang dilakukan adalah penelitian kualitatif dengan pendekatan case study yang berusaha untuk menjelaskan strategi yang dijalankan oleh Yayasan Dompet Dhuafa Republika dalam membentuk legitimasi organisasi. Pengumpulan data dilakukan dengan wawancara mendalam dengan informan yang sesuai dengan kriteria dalam penelitian ini. ......This study aims to explain the process of raising donations and the legitimacy of the organization owned by the Dompet Dhuafa Republika Foundation. Previous studies have shown that organizational legitimacy can be formed by a variety of specific strategies. So that the argument in this study is the Dompet Dhuafa Republika Foundation as one of the managers of online-based donation raising in Indonesia has established organizational legitimacy regulative, normative, and cognitive through their rationality so that all parties can support the activities carried out by Dompet Dhuafa. Every form of legitimacy has a specific strategy in place to get it. This research is qualitative research with a case study approach that seeks to explain the strategies implemented by the Dompet Dhuafa Republika Foundation in establishing organizational legitimacy. Budaya politik merupakan refleksi perjalanan budaya suatu bangsa yang berpengaruh atas terciptanya sistem politik. Budaya politik adalah cerminan antara perilaku budaya dan tata nilai yang berkembang di dalam masyarakat. Praktek politik menunjukkan jika budaya politik di suatu negara telah matang, misalnya menghargai perbedaan antar kelompok, dewasa di dalam persaingan, dan cara untuk memperoleh kekuasaannya dicapai secara etik, maka budaya politik akan tercermin sebagai puncak dari pengabdian partai politik dan tokoh politik untuk kepentingan bangsa dan negara. Praktek politik Indonesia di era liberal yang di tandai dengan transaksi dan pragmatisasi menunjukkan adanya pergeseran budaya politik dari legitimasi moral ke legitimasi modal sangat bertentangan dengan nilai nilai perjuangan kemerdekaan dan keadilan sosial bagi seluruh rakyat Indonesia. Mengembalikan budaya politik Indonesia yang berdasar pada etika dan sistem nilai Demokrasi Pancasila bisa di lakukan dengan memperkuat Ideologi Pancasila, perbaikan regulasi yang memperkokoh kaderisasi, dan memperbaiki perilaku politik yang bijak dan dewasa.

Penelitian ini berusaha mendeskripsikan upaya-upaya Divisi Humas Polri dalam meningkatkan reputasi dan legitimasi Polri melalui unggahan instagram @Divisihumaspolri. Sejak diluncurkan tahun 2015, Instagram Divisi Humas Polri menjadi salah satu intrumen humas yang menjangkau publik secara luas dan intens. Penelitian ini menggunakan teori legitimasi, teori reputasi , dan government PR. Metode yang digunakan adalah analisis isi Krippendorf, dimana peneliti menggunakan dua coder untuk menganalisis unggahan akun instagram @Divisihumaspolri tanggal 1 Januari 2018 hingga 30 Juni 2018 berdasarkan buku kerja yang telah disusun. Hasil penelitian menunjukkan bahwa upaya upaya Humas tersebut mendapatkan atensi yang baik dari publik dalam meningkatkan legitimasi dan reputasi organisasi Polri.

 


This research  describes the efforts of Indonesian National Police’ Public Relations Division to improve the reputation and legitimacy of the Indonesian National Police through uploading contents in Instagram @Divisihumaspolri. Since 2015, PR Division of Indonesian National Police launch their official Instagram account and reach wider feedback from public. This study uses legitimacy theory, reputation theory, and government PR. The method used is Krippendorf content analysis, where the researcher used two coders to analyze uploads of @Divisihumaspolri Instagram accounts from January 1, 2018 to June 30, 2018 based on the workbook that had been compiled. Results shows the efforts of Public Relations Division got good impressive from the public and increasing the legitimacy and reputation of the organization of the National Police.
